CHAPTER-1 Executive Summary 1.1 M/s Prakash Industries Limited is a Public Limited Company having its Registered Office :- 15 Km Stone, Delhi Road, Hissar-125044 (Haryana), and Correspondence Address :- (Mining Division) A/9 Shatabdi Nagar, Behind Songanga Colony, Seepat Road, Bilaspur-495006 (C.G.), Tel. No.:98930-51093. 1.2 M/s. Prakash Industries Limited (PIL) is one of the fast growing business Company dealing with mining and steel manufacturing. The PIL has a Sponge Iron Plant of 8.0 LTPA in village Hathneora, District Janjgir- Champa, State-Chhattisgarh. 1.3 M/s Prakash Industries Limited was granted an area of 440.75 Hect for Prospecting License ,vide letter no.F2-152/06/12 (2), Raipur, dated 30.09.2009.for a period of 2 years (07.11.2009 to 06.11.2011) at Eklama village, Forest Range- Sahaspur-Lohara, Kabirdham Division, Forest Compt. no.: 207, 208 & 214, Tehsil-Bodla, District-Kabirdham, Chhattisgarh. M/s Prakash Industries Limited already has applied for grant of Mining Lease over an area of (274.896Ha) for a period of 30 years on 15/02/2010. The proposed project is category- A (other than fully mechanized, OTFM) mines. 1.4 The lease area falls in survey of India toposheet No. 64 G/1 in between Latitude: 210 53' 08.15’’ to 210 54' 20.38’’ North & Longitude: 810 03' 36.57’’ to 810 05' 05.20’’ East. 1.5 The proposed mining lease area is located near village Eklama, District - Kabirdham, Chhattisgarh. The area under reference is located at a distance of 15 km from Lohara Town & 40 km from District Headquarter Kawardha. The nearest railway station is located at Rajnandgaon at a distance of about 114 km & Durg at a distance of about 119 km respectively. The area is well connected by a muroom & PMGSY road to Lohara and Lohara is connected by a metalled road to Kabirdham. 1 1.6 The entire area is coming under Gandai Reserve Forest & there are no any other mines / industries within 5 km radius. The lessee has no other mining lease in the state. 1.7 This is a proposal for Environmental Clearance of a new mine for production of 2.0 Million TPA of Iron ore, over the mining lease area of 274.896 hectares. During the mining plan period of 5 years total production will be 7647487tonnes of iron ore. The balance 4932425 tonnes will be mining in conceptual period and it will take 3 years thus total life of mine will be 8 years. 1.8 The water requirement of the mine has been estimated to the tune of 75 m3/day including 50 m3/day for drinking water. The industrial requirement 25 m3/day will be made from rainwater/recycled water collected in the mine sump and fresh water 50 m3/day for drinking water will be made from tube well located at Eklama village outside the lease area. 1.9 In census 2011, Kabirdham had population of 822,239 of which male and female were 411,637 and 410,602 respectively. 89.38 % population of Kabirdham districts lives in rural areas. Literacy rate in rural areas of Kabirdham district is 60.02 %. Gender wise, male and female literacy stood at 73.59 and 46.51 percent respectively. 2 CHAPTER-2 Introduction of the project/ Background information 2.1 Identification of Project & Project Proponent Eklama (Kawardha) Iron Ore Mine is a new mining project for mining of iron ore. M/s Prakash Industries Limited was granted PL over an area of 440.75 Ha for Prospecting ,vide letter no.F2-152/06/12 (2), Raipur, dated 30.09.2009 for a period of 2 years (07.11.2009 to 06.11.2011) at Eklama village, Forest Range Sahaspur-Lohara, Kabirdham Division, Forest Compt. no.: 207, 208 & 214), Tehsil-Bodla, District-Kabirdham, Chhattisgarh. Geological & Prospecting Report submitted to Directorate of Geology and Mining, Raipur vide letter no. PIL/BSP/MINING/Exploration/2010- 11/46, dated 16/4/2010. After submission of GR, M/s Prakash Industries Limited applied for grant of Mining Lease over an area of (274.896Ha) for a period of 30 years on 15/02/2010. The State of Govt of C.G recommended our ML application to the Ministry of mines Govt of India , New Delhi vide their letter no 5/58/2007-M.IV dt12.12.2007 for prior approval under section 5(1). The Ministry of mines , Govt of India , New Delhi forwarded PIL application to IBM , Nagpur vide their letter no 5/27/2013- M.IV dt 07.10.13 for their comments. IBM Nagpur has sent their comments to ministry of mines vide letter no N-11011/51/97-CCOM/2292 dt 25.07.14 for approval under section 5 (1)and preparation of Mining plan. Kanha Agarwal 36/78, West Punjabi Bagh, New Delhi - 110026 2.2 Brief Description of nature of the Project This is a proposal for Environmental Clearance of a new mine for Peak rated production of 2.0 MTPA of Iron ore over the mining lease area of 274.896 hectares, which is located at village Eklama, District Kabirdham, Chhattisgarh, within the coordinates latitude 21º 53’ 08.15’’ to 21º 54’20.38’’N and longitude 81º 03’ 36.57’’ to 81º 05’ 05.20.0’’E in the survey of India Toposheet No. 64-G/1 and will be operated as category- A Mine (other than fully mechanized, OTFM) on three shift basis. The key plan and the drainage map of the area are presented in Fig no-1 and Fig No- 2 respectively. The operation of the mines will give employment opportunity to most of the local tribal both directly/ indirectly .The growth in their income will naturally be enhanced and improve overall socio-economic scenario of the region. The project will also improve the health and sanitation conditions of the people, and will help in providing better education to the local community. The continuity of the project shall also generate lots of revenue to the government exchequer. 2.4 Demand Supply Gap The company intends to develop its captive Iron Ore Deposit at village Eklama, District Kabirdham, State Chhattisgarh by developing the deposit of Iron ore in the area, by which the quantity being purchased from outside will be reduced to the extent of production from the mines. Further the Mines will be entirely operated as Captive Mine for Sponge Iron Plant. 2.5 Imports vs. Indigenous production:- There is sufficient availability of raw material locally. 2.6 Export Possibility This area has been granted only for captive use thus the proposed project is not for export. 2.7 Domestic / Export markets. The production of iron ore will be used is in our own plant. 2.8 Employment Opportunity (Direct and Indirect Due To the Project) 2.8.1 Direct Employment: During operation of the mines, the project is likely to generate substantial employment and income of which significant portion is likely to trickle down to the local people. But many people will be benefited from indirect employment. This will generate substantial income for the local people.
