China’s Far Sea’s Navy: The Implications of the “Open Seas Protection” Mission Revised and Updated April 2016 A Paper for the “China as a Maritime Power” Conference CNA Arlington, Virginia Michael McDevitt Senior Fellow Introduction China has not yet revealed the details of how large a navy it feels it needs, but Beijing has been remarkably transparent in disclosing its overall maritime ambitions, which depend first and foremost on a strong PLAN. Three years ago, the PLA explicitly addressed the issue of becoming a “maritime power”: China is a major maritime as well as land country. The seas and oceans provide immense space and abundant resources for China’s sustainable development, and thus are of vital importance to the people's well-being and China’s future. It is an essential national development strategy to exploit, utilize and protect the seas and oceans, and build China into a maritime power. It is an important duty for the PLA to resolutely safeguard China's maritime rights and interests. (Emphasis added.)1 Two years later, the PLA was even more specific in addressing its far seas ambitions. These ambitions were dictated by Beijing’s belief that it must be able to protect its vital sea lanes and its many political and economic overseas interests—including, of course, the millions of Chinese citizens working or travelling abroad. Strasbourg, 15 December 2009 MIN-LANG/PR (2010) 1 EUROPEAN CHARTER FOR REGIONAL OR MINORITY LANGUAGES Fourth Periodical Report presented to the Secretary General of the Council of Europe in accordance with Article 15 of the Charter SWITZERLAND Periodical report relating to the European Charter for Regional or Minority Languages Fourth report by Switzerland 4 December 2009 SUMMARY OF THE REPORT Switzerland ratified the European Charter for Regional or Minority Languages (Charter) in 1997. The Charter came into force on 1 April 1998. Article 15 of the Charter requires states to present a report to the Secretary General of the Council of Europe on the policy and measures adopted by them to implement its provisions. Switzerland‘s first report was submitted to the Secretary General of the Council of Europe in September 1999. Since then, Switzerland has submitted reports at three-yearly intervals (December 2002 and May 2006) on developments in the implementation of the Charter, with explanations relating to changes in the language situation in the country, new legal instruments and implementation of the recommendations of the Committee of Ministers and the Council of Europe committee of experts. This document is the fourth periodical report by Switzerland. The report is divided into a preliminary section and three main parts. The preliminary section presents the historical, economic, legal, political and demographic context as it affects the language situation in Switzerland. The main changes since the third report include the enactment of the federal law on national languages and understanding between linguistic communities (Languages Law) (FF 2007 6557) and the new model for teaching the national languages at school (—HarmoS“ intercantonal agreement). -

INTEGRATION OR DISINTEGRATION? THE ROMAN ARMY IN THE THIRD CENTURY A.D. Lukas de Blois My issue in this paper is: what was the main trend within the Roman military forces in the third century ad? Integration, or disintegration into regional entities? This paper is not about cultural integration of ethnic groups in multicultural parts of the Roman Empire, such as the city of Rome, thriving commercial centres, and border regions to which the armies had brought people from various parts of the Empire, and where multicultural military personnel lived together with indigenous groups, craftsmen from different origins, and immigrants from commercially active regions, either in canabae adjacent to castra stativa, or in garrison towns, as in the Eastern parts of the Empire. In variatio upon an issue raised by Frederick Naerebout in another paper published in this volume, I might ask myself in what sense an army, which in the third century ad was progressively composed of ethnically and culturally different units, kept functioning as an integrated entity, or in actual practice disintegrated into rivalling, particularistic regional forces whose actual or potential competition for money and supplies con- stantly threatened peace and stability in the Empire, particularly in times of dangerous external wars, when the need for supplies increased. The discussion should start with Septimius Severus. After his victories over Pescennius Niger, some tribes in northern Mesopotamia, and Albinus in Gaul, Severus had to replenish the ranks of his armies, for example at the Danube frontiers, which had yielded many men to Severus’ field armies and his new praetorian guard. -

Vivek Kapur is Research Fellow at the Institute for Defence Studies & Analyses (IDSA), New Delhi May 08, 2012 Summary Precision weapon delivery has come into the general public's mind space especially in the past two decades. While technology did not permit the achievement of great precision in earlier years, today technology has delivered the ability to place weapons at desired locations with great accuracy, currently measured in a few metres. Precision in aerial warfare, which initially lay in the individual skills of combatants, has shifted to machines through the incorporation of advanced technology. Today precision is more widespread on the battlefield that at any time in history. Indications are that in the coming years, the development of Directed Energy Weapons (DEW) will give greater magnitudes of precision than are available today. Precision Weapons in Aerial Warfare 2 Precision in warfare has been a much sought after capability that was realised when modern technology matured adequately. Precision has changed the very nature of aerial warfare in particular. Today modern air forces have the ability to put a bomb through a chosen window with confidence. However, trends indicate that in future precision weaponry could migrate towards directed energy weapons that have the potential to deliver a degree ofe precision that lies in the realm of science fiction today.
