Members, said: This matter is under the consideration of the Government. There are proposals with regard to 38 languages lying pending with the Government. Positive steps are being taken with regard to the three languages namely, Bhojpuri, Bhoti and Rajasthani. MATTERS UNDER RULE 377 1. It would have been better if this discussion on the budget for Jammu & Kashmir and Ladakh had been held in the assembly of Jammu and Kashmir. It is for the first time in the history of independent India that a state has been divided into Union Territories. It is very unfortunate that such decision has been taken on the basis of very parochial view point as our country would have to face its long-term adverse consequences. I, therefore, demand the Government that it should place a list on the table of the House giving details of the number of people of Jammu and Kashmir arrested and imprisoned in the Jails of different states after 5-6 August, 2019. The Government has not come up with a satisfactory explanation as to why three former Chief Ministers have been put under house arrest and as to why PSA has been slapped on them. Though one Chief Minister who is member of this august House, has been set free yet I would demand this Government that other two Chief Ministers should also be released immediately. The Hon'ble Supreme Court gave its verdict on 10th January, 2020 that right to internet is a fundamental right but internet has not yet been restored there. Only 2G internet services are being provided there. The unfortunate situation of terrorism does still exist there but several Governments have tried to deal with it. The measures which have been there, have their economic cost. As per the Kashmir Chamber of Commerce and Industries, the state has suffered a loss of as much as eighteen thousand crore of rupees in last four months i.e. 120 days. In the state of Jammu and Kashmir, the tourism industry has suffered a severe blow. As many as 1000 house boats are unoccupied there. As many as 50000 people have lost their jobs. The Government has brought a budget of 1,01,428 crore rupees for the state of Jammu and Kashmir. However, I, through you, would like to request the Government that the economic development cannot happen where peace and tranquillity does not prevail. I, therefore, urge the Government to listen to the voice of Jammu and Kashmir as the situation there is assuming ominous proportions. SHRI JAGDAMBIKA PAL: Supplementary Demands for Grants comprise those things which are usually either not foreseen at the time of the preparation of annual budget or are proposed at a later stage in pursuit of rolling out schemes for the setting up of new airports, construction of new roads etc. The sum of Rs. 4 lakh 80 thousand and 881 crore has been sought for as an additional expenditure under supplementary Demands for Grants. It is perhaps for the first time that supplementary Demands for Grants have come up accumulating the savings of the whole host of ministries. It is really a matter of pleasure. The Government of the day is pleased enough to extend budgetary support of Rs. 53,963 crore in the Demands for Supplementary Grants. The fact of the matter is that as many as 105 laws enacted by this House used not to be enforced in Jammu & Kashmir earlier which necessitated the abrogation of Article 370. I don’t think anyone should be up in arms against annulment of Article 370 in a scenario where Jammu and Kashmir despite being an integral part of India which the citizens pride themselves on, remained to be bereft of the provisions of the constitution of India even after so many years of getting independence. Besides, Ladakh quite often would be the victim of gross neglect. In a bid to comfort them and ease the lives there as well as in Jammu and Kashmir, seven projects have been introduced there under 'Prasad and Swadesh Darshan Scheme'. To put the facts in perspective, I would like to highlight a capitally significant point. Earlier PMGSAY followed a rigid parameter of connecting only unconnected habitants but our Government has taken a conscious decision to bring schools, hospitals and rural markets also within the ambit of PMGSY. Likewise massive transformational changes are afoot to bring about meaningful difference in the lives of the residents over there. To substantiate, I would like to refer to the sanction for AIIMS and medical college in Jammu and Kashmir alongwith the other slew of schemes underway. Certainly, it must draw praise and encomium from all quarters. Through this House, I would like to apprise the people of Ladakh that somewhere down-the-line nearly 63 mega projects are going to see the light of the day thanks to the injection package of over Rs. 80,000 crore offered by the Hon. Prime Minister. This would turn out to be of immense benefit for the masses in Ladakh. As much as 3 per cent reservation in services as well as educational institutions has been provided for those residing along the international border. Thus one can perceive that the power that be is moving forward carrying out the noble principle of " Sabka Sath, Sabka Vikas and Sabka Vishwas". SHRI A. RAJA: The Budget of the Jammu and Kashmir and Ladakh is being discussed in the august House not in a normal situation. We are discussing that Budget in this House which itself shows that Jammu and Kashmir and Ladakh have not been put into normalcy.

He also mentioned that Soil Health card will be issued in the next 3 years to all farmers in the country. With this card, farmers will be able to use fertilizers as per the advice of Soil Testing laboratories about the nutrient content of the soil.Mentioning about new initiative in the form of Pradhan Mantri Krishi Sinchayee Yojana, likely to be launched shortly, he said under this programme every field in the country will be brought under the ambit of irrigation facility. He also pointed towards the growth potential in the fisheries sector, where youth could play an important role. He mentioned that in the first and second quarter of 2014-15, a growth of 8.5% and 13.2% has been registered over the corresponding first and second quarter of 2013-14 in fish production.

Delkar and Shri Nand Kumar Singh Chauhan and seven of our former colleagues, Sarvashri Rajendra Kumar Sharma, Sarat Kar, M. R. Kadambur Janarthanan, M. Deiveekan, Mahavir Bhagora, Capt. Satish Sharma and D. Pandian. Shri Mohan S. Delkar was a sitting Member of the present Lok Sabha and a Member of the 9th, 10th, 11th, 12th, 13th and 14th Lok Sabhas representing the Dadra and Nagar Haveli Parliamentary Constituency of the Union Territory of Dadra and Nagar Haveli and Daman and Diu. Shri Mohan S. Delkar was a member of various Parliamentary Committees. An active social and political leader, Shri Delkar worked relentlessly for the upliftment of Adivasis of Dadra and Nagar Haveli. Shri Mohan S. Delkar passed away on 22 February, 2021 in Mumbai at the age of 58 years. Shri Nand Kumar Singh Chauhan was a sitting Member of the present Lok Sabha and a Member of the 11th, 12th, 13th, 14th and 16th Lok Sabhas representing the Khandwa Parliamentary Constituency of Madhya Pradesh. Earlier, Shri Chauhan was a Member of the Madhya Pradesh Legislative Assembly from 1985 to 1996. An able Parliamentarian, Shri Chauhan was a member of various Parliamentary Committees. Shri Nand Kumar Singh Chauhan passed away on 2 March, 2021 in Gurugram at the age of 68 years.
