SHRI MANISH TEWARI initiating said: This discussion is taking place in this House in a very strange situation. It would have been better if this discussion on the budget for Jammu & Kashmir and Ladakh had been held in the assembly of

Jammu and Kashmir. It is for the first time in the history of independent India that a state has been divided into Union Territories. It is very unfortunate that such decision has been taken on the basis of very parochial view point as our country would have to face its long-term adverse consequences. I, therefore, demand the

Government that it should place a list on the table of the House giving details of the number of people of Jammu and Kashmir arrested and imprisoned in the Jails of different states after 5-6 August, 2019. The Government has not come up with a satisfactory explanation as to why three former Chief Ministers have been put under house arrest and as to why PSA has been slapped on them. Though one

Chief Minister who is member of this august House, has been set free yet I would demand this Government that other two Chief Ministers should also be released immediately. The Hon'ble Supreme Court gave its verdict on 10th January, 2020 that right to internet is a fundamental right but internet has not yet been restored there. Only 2G internet services are being provided there. The unfortunate situation of terrorism does still exist there but several Governments have tried to deal with it. The measures which have been there, have their economic cost. As per the

Kashmir Chamber of Commerce and Industries, the state has suffered a loss of as much as eighteen thousand crore of rupees in last four months i.e. 120 days. In the state of Jammu and Kashmir, the tourism industry has suffered a severe blow. As many as 1000 house boats are unoccupied there. As many as 50000 people have lost their jobs. The Government has brought a budget of 1,01,428 crore rupees for the state of Jammu and Kashmir. However, I, through you, would like to request the Government that the economic development cannot happen where peace and tranquillity does not prevail. I, therefore, urge the Government to listen to the voice of Jammu and Kashmir as the situation there is assuming ominous proportions.

SHRI : Supplementary Demands for Grants comprise those things which are usually either not foreseen at the time of the preparation of annual budget or are proposed at a later stage in pursuit of rolling out schemes for the setting up of new airports, construction of new roads etc. The sum of Rs. 4 lakh 80 thousand and 881 crore has been sought for as an additional expenditure under supplementary Demands for Grants. It is perhaps for the first time that supplementary Demands for Grants have come up accumulating the savings of the whole host of ministries. It is really a matter of pleasure. The

Government of the day is pleased enough to extend budgetary support of Rs.

53,963 crore in the Demands for Supplementary Grants. The fact of the matter is that as many as 105 laws enacted by this House used not to be enforced in Jammu

& Kashmir earlier which necessitated the abrogation of Article 370. I don’t think anyone should be up in arms against annulment of Article 370 in a scenario where

Jammu and Kashmir despite being an integral part of India which the citizens pride themselves on, remained to be bereft of the provisions of the constitution of India even after so many years of getting independence. Besides, Ladakh quite often would be the victim of gross neglect. In a bid to comfort them and ease the lives there as well as in Jammu and Kashmir, seven projects have been introduced there under 'Prasad and Swadesh Darshan Scheme'. To put the facts in perspective, I would like to highlight a capitally significant point. Earlier PMGSAY followed a rigid parameter of connecting only unconnected habitants but our Government has taken a conscious decision to bring schools, hospitals and rural markets also within the ambit of PMGSY. Likewise massive transformational changes are afoot to bring about meaningful difference in the lives of the residents over there. To substantiate, I would like to refer to the sanction for AIIMS and medical college in

Jammu and Kashmir alongwith the other slew of schemes underway. Certainly, it must draw praise and encomium from all quarters. Through this House, I would like to apprise the people of Ladakh that somewhere down-the-line nearly 63 mega projects are going to see the light of the day thanks to the injection package of over

Rs. 80,000 crore offered by the Hon. Prime Minister. This would turn out to be of immense benefit for the masses in Ladakh. As much as 3 per cent reservation in services as well as educational institutions has been provided for those residing along the international border. Thus one can perceive that the power that be is moving forward carrying out the noble principle of " Sabka Sath, Sabka Vikas and

Sabka Vishwas".

SHRI A. RAJA: The Budget of the Jammu and Kashmir and Ladakh is being discussed in the august House not in a normal situation. We are discussing that Budget in this House which itself shows that Jammu and Kashmir and Ladakh have not been put into normalcy. The fears and apprehensions raised by the

Opposition Members are still pending and not at all addressed. I hope while preparing the Budget, the Government must have in mind that it has to address the need and the will of the people in the prevailing economic and political situation in

Jammu and Kashmir. After the abrogation of Article 370, the economy of Kashmir has lost Rs.178 billion. More than 90,000 jobs are lost in various sectors. The apple industry worth Rs.80 billion and which constituted eight per cent of the GDP of the State is most affected. What is needed today is not budgetary support, not substantial amount of money but trust. Please rebuild the trust and win over the confidence of the people in Jammu and Kashmir.

The constitutional amendment which took place on the 5th and the 6th August,

2019 is a historic change. With the new system, there is a changed scenario in

Jammu and Kashmir and Ladakh. These 8 months have been quite peaceful. The most important point being that there is a change in the psyche. A new hope has emerged. This is because of the sensitivity of hon. Prime Minister towards Jammu and Kashmir and Ladakh. The hon. Prime Minister provided a package of Rs.

80,000 crore to Jammu and Kashmir on 7 November, 2015 which is the biggest in the history of Independent India. Right now a point was raised that several people have been detained. I would like to inform the House that this is the smallest number in the last 30 years. They are concerned about only two or three names.

They have conveniently forgotten that during the last 30 years 40,000 people have been killed. They have no concern for them. There was a talk about internet. Fact of the matter is that if at all internet was totally suspended, it was in a very small pocket. Only mobile internet was suspended because terrorists used it to find their coordinates and be guided. Now, mobile networks are also open in many locations.

Earlier also broadband, landline network and wi-fi was working. Nobody was denied access there but if someone wants to visit there with an intention to create trouble, he is not allowed to go there. It was the Section 144 imposed there.

Curfew was never imposed. They spread the rumour that curfew was imposed.

After this change, NEET and JEE-IIT exams were conducted there.. The statistics speak that 26,000 candidates took these tests. Then there was a Police recruitment test. It also had 100 per cent attendance. Infiltration has come down by 43 per cent.

Local recruitment by the terrorists is down by 50 per cent. Earlier, the apple orchards were burnt and money was extorted. This year, for the first time there was a record sale of 90 Lakh MT of apples. The money was also paid directly to the apple growers. The middlemen have been removed. The hon. Home Minister has repeatedly said that status of the State will be restored, once there are conducive circumstances. The decision to create a Union Territory was taken after due diligence and the positive outcomes were visible just within 48 hours. About 520

Central Laws have become applicable to Jammu and Kashmir and a notification has been issued for adaptation of 37 laws under the Concurrent List. More than five thousand Panchayats have been constituted for the first time. BDC election has taken place for the first time in 70 years. After this amendment, the central grant is reaching directly to the elected representatives. Modi ji has given a feel of self rule for the first time. Now, the recommendations of the Seventh Pay Commission have been implemented there. The refugees from western Pakistan have got their right of citizenship for the first time. The displaced persons from the POK are getting compensation. Similarly, the Government has started thinking about the displaced

Kashmiri Pandits for the first time. The Scheduled Tribes have got political reservation for the first time. There was discrimination between one part of the border and the other part of the border. Modi ji has introduced a new model of development and a new political culture in the country. The erstwhile undivided

State of Jammu and Kashmir which also included Ladakh, did not have such a huge budget which is there today. There is a huge outreach programme for the investors. A lot has been done in the tourism sector. Three religious circuits have been developed for the first time. GST collection is up by 13 per cent and Excise collection by 7.5 per cent. A large number of ayushman cards, disability pension, kisan credit cards, old age pension and widow pension beneficiaries is there. The works under Awas Yojana, Ujjwala Yojana and construction of toilets have taken place. There is an attempt to curb corruption for the first time. The budget speaks of 50,000 jobs. Several halted projects have been restarted and those which were progressing at snail pace have been accelerated. Airports are coming up. This is the only Union Territory in India which has two AIIMS. Express corridor from Delhi to Katra is being constructed. Railway line is likely to reach there by the year 2022.

Apart from several other developmental works, there is an outreach programme of the Ministers. 36 Ministers reached till the block level within one month. When change is possible in the North-East, then there is no reason it cannot happen in

Jammu and Kashmir.

PROF. SOUGATA RAY: The economy is going through a worst crisis in many years. The GDP growth has fallen to 4.7 per cent. Unemployment is at a 45 year high. All that the Minister did was to give tax concession to corporate by eight per cent to ten per cent. This is not going to revive the economy. Auto sector is in a crisis. Real estate sector is in a crisis. There is no political activitiy in the J&K.

Still, there are terrorist incidents in urban areas. I demand that a deadline be fixed for holding Assembly Elections in Jammu and Kashmir. An amount of Rs.37,757 crore has been allocated as Grant-in-Aid for Jammu and Kashmir and Rs.5958 crore to Ladakh. The Prime Minister had announced a package of Rs.80,000 crore for Jammu and Kashmir in 2015. But nothing is seen on the ground. In this year’s

Budget, the biggest allocation is for Jammu and Kashmir. In January, 2020

Kashmir’s economy has suffered losses to the tune of Rs.18,000 crore in the first

120 days after 5th August, 2019. Jammu and Kashmir must be integrated into the democratic process in India and this Budget should be passed not here, but in the

Jammu and Kashmir Assembly.

SHRI LAVU SRIKRISHNA DEVARAYALU: The unemployment rate in Jammu and Kashmir stood at around 16 per cent in 2019. The fiscal deficit in

2018-19, stood at 6.5 per cent, which is rising. In regard to apples and walnuts, almost 77 per cent of apples and 90 per cent of walnut production is happening in the Jammu and Kashmir area. This year, the Budget Estimates for horticulture has been increased to Rs.790 crore in the valley. I hope investments would be made in the food processing industry as well. We are almost giving a budget of around

Rs.4000 crore to Jammu and Kashmir, with which I hope some employment would be generated. Some sort of technical education and youth empowerment is necessary for generating employment but only Rs.49 crore has been allocated for the technical education. On the one side you are investing so much money on infrastructure projects and other things and on the other side you are not investing sufficient money into the technical education so that youth of that area can be empowered and get jobs. SHRI ARVIND SAWANT: The dream of our party came true when the Article

370 was abrogated. But, after the abrogation of the Article 370, the Government should have been formed there and this very Budget should have also been presented by the Government of the region but the prevailing situation was not conducive for that and the Union Government has to present this Budget. This is not a matter of pride or pleasure. At the same time, it is a matter of compunction that our national flag is not hoisted but burnt in Jammu and Kashmir but no one comes forward to express their concern. But when a terrorist is killed, efforts are made to project him as a hero. Our small kids pelt stones on our Police Forces.

The Government will have to brood over as to how much we have succeeded in bringing development to Jammu and Kashmir and to gain the confidence of the people of this region. When I see the budgetary provisions made by the

Government, I feel that total revenue Budget of the administrative sector is

Rs.11627 crore, of which expenditure to the extent of 69.70 per cent is expected to be spent on the Home Department. Now, it is required and may be necessary. I will believe that peace has been restored in Jammu and Kashmir only when the said amount comes down. It would have been better if even a little budgetary provision had been made for the rehabilitation of Kashmiri pundits. I support this

Budget.

SHRI KOTHA PRABHAKAR REDDY: I am pained to say that the

Fifteenth Finance Commission in its Interim Report for the year 2020-21 had reduced the share of the States from the Central taxes to 41 per cent from 42 per cent which is not a good measure. We also want the development of Jammu and

Kashmir but our TRS party is strongly objecting to the collection of the said amount by cutting one percent from the States’ share of the Central taxes. The

Union government has clearly shown discrimination against Telangana by imposing severe cuts on the funds to be released to the State and because of this, various projects have been affected. Instead, the Centre should encourage States like Telangana which is making rapid progress and contributing to the nation’s economy.

SHRIMATI SUPRIYA SADANAND SULE: First, I would like to start by saying that it would always be nice that a State’s Budget is discussed in its own assembly. So, I am complimenting the Government for being very generous for

Jammu and Kashmir and Ladakh but it is not a democratic way of passing a budget here. At present, India is going through one of its most difficult financial crises. I would request the hon. Finance Minister to throw some light on how she is going to create 50000 jobs. It has been said that the entire focus of 75.36 per cent of the

Budget is on safety and security. I would like to reiterate that unless we move in our moneys into good business, the situation is not going to improve. This

Government really needs to introspect because people invest only when people feel safe and secure. But, that is not the environment in this country. Before the

Budget, the hon. Prime Minister invited all the tall leaders in the business community for an intervention. CII, ASSOCHAM, FICCI – everybody was called.

But no suggestion was taken from them. I give them a small suggestion. They should find places where non-polluting industries can be started. That is the fastest way in which you can make an intervention. However, in the Budget, how much money has the Government given for tourism? This is a service industry. Given the economy and the technology that is changing worldwide, the two new businesses are health and tourism. So, the whole focus of the Jammu and Kashmir

Government, and the intervention from here, should be on that. We are looking to bring in business and investment, but if you cannot even start data services and reassure people, how are you going to build the State? If terrorism does not end, we have to solve terrorism-related problems with good economic. The tragedy of this Government is that the economics of this Government has failed this nation.

So, I condemn it and I request them that the next Budget should be in the

Assembly of Jammu and Kashmir and Ladakh.

SHRI JASBIR SINGH GILL: The frontier States of Jammu and Kashmir and Punjab are strategically the most important States of the Union. Their proximity to the border with Pakistan has caused lot of trouble, bloodshed and economic downturn. It is now coronavirus which has almost finished tourism in that area. There is an urgent need to combine Punjab, Jammu and Kashmir,

Himachal Pradesh and Ladakh to develop them into a tourist circuit. The Union

Government’s scheme named ‘PRASAD’, intends to develop and promote religious tourism. The best way to do it is to integrate it with Amritsar City, which has international airport, international railway station and international bus stand.

Tourism in Jammu and Kashmir has been hit badly due to terrorism. There has been a lockdown due to the Corona Virus pandemic. The Government has to take short-term, medium-term and long-term measures so that tourism industry is able to survive this deadly blow. The Government should immediately allow six to nine months moratorium on all principal and interest payments on loans and overdrafts bringing in liquidity.

SHRI JUGAL KISHORE SHARMA: I would like to say that the people of Jammu and Kashmir have been living with peace and harmony since the Article

370 was abrogated. The hon. Prime Minister of the country has initiated a new process of prosperity and development in Jammu and Kashmir. He announced a package of Rs.80,000 crore for the development of Jammu and Kashmir and out of which Rs.30,000 crore has been released. With this fund, a number of projects have been started and most of them have been completed. A realm of peace, harmony and development has started taking its root in Jammu and Kashmir under the supervision of the Lieutenant Governor. A number of effective and stern measures have been taken to eliminate terrorism. This move has sharply brought down the incidents of terrorism. I would like to appreciate the Jammu and

Kashmir police, our Army, BSF, CRPF and other para-military forces for having their lives on their hands in order to protect Jammu and Kashmir. After abrogation of Article 370, all round development is taking place in Jammu and Kashmir. Now, major roads and bridges are being constructed under CRF.

National Highways are also being constructed rapidly. The earlier governments were not taking care of the people residing in the border areas but now the

Government is taking care of the people of this region. Bunkers are being constructed on borders. Employment opportunities are being created in Jammu and

Kashmir. Unemployed youth are getting job. Union Government and Lt. Governor have launched 'Back to Village' Scheme. Now, officers are going to the villages and listening to the problems of the people and working there accordingly. Several schemes have been launched to promote tourism. Two AIIMS have been granted for Jammu and Kashmir and work will be completed by the year 2022. Under

Himayat Yojana, 5,000 youth have been given jobs. In local body elections in

Jammu and Kashmir, 4483 Sarpanchs and 35,000 Panchs were elected. Now, funds are being transferred directly in the accounts of Panchayats. A Metro rail project is going on in Jammu and Kashmir. Drinking water facility should be provided to the people of Jammu city. Skill development scheme like ''Sikho Aur

Kamao, Ustad, Nai Roshni Aur Surya Mitra'' should be implemented in Jammu and Kashmir.

SHRI BHARTRUHARI MAHTAB: In Odisha, DMF Trust Boards have been constituted in all the thrity districts. By the end of September, a substantial amount of interest of about Rs. 8,253 crore was collected in the mineral bearing districts of Odisha. Around Rs. 39 crore has already been deducted towards tax on interest income. The Government is taking income tax from that money that is being collected. Therefore, I would urge upon this Government that the Ministry of

Finance should take steps for exemption of interest income of DMF Trust from the purview of the Income Tax Act. That is the request from our side. Taking into account both the Supplementary Demands, the total expenditure authorised by the

Parliament for the year 2019-20 would increase to Rs. 28,59,309 crore, that is, 2.6 per cent higher than the 2019-20 budget. Capital expenditure on defence most of which will be spent on equipment for Air Force and Naval Fleet is necessary. This investment is worthy for the security of the country. In these Supplementary

Grants, Rs. 2,908 crore of grants have been provided to the Union Territories of

Jammu and Kashmir and Ladakh. Government is seeking an approval of gross expenditure of Rs. 4,26,916 crore. The greater question is, from where will this incremental cash outgo of Rs. 53,964 crore under the Second Supplementary

Demands will be met? Either you increase your borrowing or increase your revenue. Otherwise, it will have to be financed by reducing your expenditure. The gross tax revenue collection has been Rs. 15.3 lakh crore. This is 2 per cent lower than the gross tax revenue collection in the same period for previous year. The situation I would say is quite grim and, therefore, I would like to understand this from the Government. The Government will always have their way but whatever the Opposition is saying here, the Government should also respond to that. The manner in which there is a slump, our income is not getting generated, revenue is not increasing, what specific steps the Government is taking. That needs to be explained. We have always supported the Government relating to the abrogation of

Article 370 and also Article 35A.

SHRI HASNAIN MASOODI: The Budget of Jammu and Kashmir should have been discussed in the assembly of that State. Our country is a federal country in which a states have their own rights. On 5th August of the last year, the special status of Jammu and Kashmir has been abolished unilaterally. These all have done unconstitutionally. Special status had been introduced by the Maharaja. He had put up three conditions during the time of Instrument of Accession and those condition later on taken shape of Article 370. This has become constitutional guarantee. On

5th August, 1952, Delhi Agreement was signed in this very assembly. That had been passed unanimously. Kashmir Accord was signed in the year 1975. Assurance had been given to the people that the special status of Jammu and Kashmir and

Ladakh would be respected. Section 144 was imposed in Jammu and Kashmir upto six months. Now, someone said that there was no law there. There was Prevention of Corruption Act and all Commissions were there in 1949. It has been said in the budget that 70 per cent people of the state are fully depended on agriculture.

Tourism and agriculture have suffered most. Public Service Commission has also been abolished. There is not any recruitment agency in the State. The detainees of

Jammu and Kashmir have been put up in different jails across the country. I would like to request to re-examine the situation of the state. A dialogue must be held with the stake holders and the status of the state must be upheld again.

DR. SATYA PAL SINGH: More than Rs. 1 lakh crore have been allocated n the

Budget for Jammu and Kashmir. This is the resolute decision of the Government that Jammu and Kashmir will be brought in the category of developed States. On

5th August, Article 370 and 35A had been revoked. Jammu and Kashmir has entered into a new era with this step of the Central Government. This step has assured the people of India that there is a powerful, dynamic and hard decision making Government in the Centre. Any one man notice the change in the law and order situation which are prevailing there after the revocation of Article 370 in

Jammu and Kashmir. From the 2004 to 2014, Rs. 2.77 lakh had been spent in

Jammu and Kashmir. I would like to demand that a Judicial Commission should be set up to investigate how the money was spent. All the flagship schemes of the

Centre are being implemented there. 19 lakh metric tonnes of apple has been exported from the State for the first time. Rs. 1600 crore has been allocated for tourism in this Budget. One thousand crore rupees have been allocated under

Pradhan Mantri Development Package. This would expedite the development process. Government should promote the languages through Radio and T.V. station and literature festivals. In Raghunath Library Jammu, houses various books in Brahmi, Pali, Sharda and Sanskrit. Attention should be paid towards that also.

Some allocation should also be made in the Budget for this. There is need to take care of those rare books. A large number of F.I.R’s have been registered in the

State. But not even a single person has been convicted. I would like to urge the

Government that a Commission should be constituted, SIT should be constituted and cases should be re-investigated, so that the criminals can be punished. The

Kashmiri Pandits living in camps should be rehabilitated. Budget allocation should be made for this purpose.

SHRI CHANDRASHEKHAR PRASAD: Many positive changes have come in

Kashmir after revocation of Article 370 and Article 35A. Central Government has allocated sufficient funds to Jammu and Kashmir and Ladakh, so that development of the region takes place. Now, normalcy and peace are coming rapidly in

Kashmir. People are ready to join the mainstream of the nation. Our Central

Government is making full efforts in this direction. In Jammu and Kashmir, there are many developmental works going. By the year 2022, this Union Territory is likely to get connected fully through rail network. This will promote tourism industry and will help in generation of job opportunities for the youth. In believe that the people of our country want peace and prosperity. The whole of the country is supporting and cooperating with the efforts of the Government.

ADV. A.M. ARIFF: The Central Government has presented an annual Budget of

Rs. 1.01 lakh crore for the Union Territory of Jammu and Kashmir for the financial year 2020-21. By this decision of the Government to allocate this much of an amount of money for the UT of Jammu and Kashmir is giving a message to other

States in the country that if every State became a Union Territory, then the development of the State and unemployment issues will be sorted out by the

Central Government. The Budget allocation for the Ministry of Tourism,

Government of India, the total allocation is only Rs. 2500 crore but at the same time the allocation for the tourism sector in Jammu and Kashmir is Rs. 706 crore.

The citizenship should be given to the refugees from Pak Occupied Kashmir after the retraction of Article 370 unbiasedly. It should not be on the basis of caste and creed. Those who are living there for long, must also be given the citizenship rights.

SHRI K. SUBBARAYAN: This Budget should have been presented in Jammu

Kashmir Assembly. The rights were denied to Indians MPs to visit Kashmir. This is a mockery of democracy and it is continuing. I urge upon the Government that in order to put a full stop to these issues, elections should be immediately conducted in Kashmir. The State Legislative Assembly should regain its status.

SHRI JAMYANG TSERING NAMGYAL: People of Ladakh are getting their right for the first time. After revocation of Article 370 and 35A, people of Ladakh,

Jammu and Kashmir are very happy. Earlier all the policy decision were made excluding Ladakh so there was a sense of insecurity, sense of exclusion and sense of discrimination among people. Today, Ladakh is progressing towards a holistic as well as sustainable development. After revocation of Article 370, India has become one undivided country from Kargil to Kanyakumari, from Kutchh to

Kohima. Budget is very important for showing condition and direction as well as policy and intention of the country. A provision of 10,325 crore rupees has been made in the Budget for Ladakh. Education plays a very important role in overall development of Ladakh. Central Institute of Buddhist studies has been given the status of deemed university. Provision for two new degree colleges, Indian

Institute of Management, a new medical college and National Institute for Sowa-

Rigpa has been made. The Government has sanctioned Mission Organic

Development Initiative Programme and we are going to make the whole Ladakh as

100 per cent organic till the year 2025. Rs. 1707 crores have been provided to complete Nimmu- Padum Darcha Road. Ladakh is a very good tourist destination.

Leh Airport will be expanded. For the first time urban local bodies elections were held in Ladakh. The employees of Ladakh have been given 10 per cent more

Special Area Development Allowance of their salaries. Regularisation of casual labourers and daily wagers is very important. There is a need to create a separate battalion for women police personnel. Disaster Response Force is going to be set up. 87 social security schemes like schemes for students, schemes for farmers, schemes for Skill Development, entrepreneurship scheme, subsidy scheme, bank link scheme, Aadhar scheme etc are going on. In regard to environment, the Hon.

Prime Minister has made a very big announcement of making Ladakh carbon neutral. We have to save Himalayan Eco system. Ladakh should be empowered by amending the Ladakh Autonomous Hill Development Councils Act.

SHRI RITESH PANDEY: We are very committed to the lives and to the rights of the Scheduled Castes and Scheduled Tribes and also the shepherd community, namely, the Bakarwal communities in Jammu and Kashmir. But I m sad to say that when I look at this Scheduled Tribes allocations that has been given over here, it is only Rs. 40 crore. While I look at animal husbandry which is given Rs. 295 crore, why is it that the tribal people in Jammu and Kashmir are getting such a little attention? In the last six years, we have seen that the actual spending at the end of the completion of every year, is less than what we pass in the House. I would like to say that somewhere the Government has shown that they are very irresponsible towards the rights and issues of Scheduled Castes and Scheduled Tribes in Jammu and Kashmir. I would beg the Government and tell the Government that they must raise the spending that is allocated for the Scheduled Castes and Scheduled Tribes and also end up spending that money.

SHRI E.T. MOHAMMED BASHEER: We must be very careful about the revenue. The revenue is very precious and hard earned. The Government has miserably failed. The estimate for the NPR is Rs. 4000 crore. It is equal to supporting 2.2 crore landless labourers through MGNREGA for 100 days at current wage rates. As per the Kashmir Chamber of Commerce, Kashmir Valley has incurred a loss of around Rs. 18000 crore and five lakh people have lost their jobs since August 5. The Government is spoiling all these things. The

Government should focus on the issues of the Indian toiling masses. The

Government has broken the thread of secularism of this country. Before the international community, India’s image is diminishing. When a regional issue is having the dimension of human rights violation, it will have an impact at the international level also. The country is having a glorious tradition. We should not allow it to be spoiled.

SHRI HANUMAN BENIWAL: Jammu and Kashmir could not make the desired economic progress as the previous government failed to have a check on cross border terrorism and seperatist activities. By revoking Article 370 and Article 35 A our Prime Minister has given a special gift to the country, Bakarwal and Gujjar two types of communities like in Jammu and Kashmir. These communities could not make progress at all. Bakarwal and Gujjar are farmer communities they used to go to hilly areas to teach children and get Rs. 4000 per month for this purpose. Our

Hon. Prime Minister has issued an instruction that they would get 18 to 20 thousand per month and they will get employment for the remaining six months.

17 lakh Kashmiri Pandits used to live in Jammu and Kashmir at the time of division of India now their number has reduced to 2 lakhs only. Rehabilitation work for Kashmiri Pandits has to be done by the Union government, this is the result of the policies of the Government that 11 airports in Jammu and Kashmir and two of Ladakh region have been included in the bidding of UDAN scheme. I hope these airports would get operational. Now Indian Railways services are available across Jawahar Tunnel and now we are building the biggest bridge on

Chenab River. I hope this rail service will be available across the valley, I would like to demand that development of tourism in Kashmir and Ladakh would take place. I would make a demand that military settlements should be developed at many places in Kashmir where ex-serviceman are rehabilitated. Displaced persons of border areas due to ceasefire-violation should be given reservation. A Medical

College in the name of Shyama Prasad Mukherjee should be set up in Kashmir.

SHRI N.K. PREMACHANDRAN: I would like to know from the hon. Minister that considering the pandemic which is spreading throughout India also and is adversely affecting all the economic fields, what stimulus package is being given or what stimulus measures are being taken by the Government of India so as to address the issue of COVID-19 pandemic and its impact on our economic growth?

Tourism sector is the worst affected sector because it is one of the most productive segments contributing largely to the economy of the country. I urge upon the

Government to declare a moratorium on loans for all the tourism projects for a period of one year and also for the farm loans and advances given to the farmers, whereby this problem can be addressed by way of a stimulus package. I urge upon the Government to adhere to the strict compliance of Financial Rules and directions of the Public Accounts Committee so as to avoid Supplementary

Demands for Grants.

SHRI ABDUL KHALEQUE: No allocation is good when the beneficiaries have no freedom to enjoy it. I do hope that the Government will also allocate some political resources to ensure that the democratic rights of the Kashmiris and others in the region are also taken care of while administering the Budget and its programmes.

SHRI P. RAVEENDRANATH KUMAR: I welcome the remarkable proposal in the Budget of Jammu and Kashmir to rehabilitate the refugees of Pakistan

Occupied Kashmir and West Pakistan, duly making them eligible for Indian citizenship which they have not got since Independence. I want to say that I am confident that this Budget for Jammu and Kashmir and Ladakh will certainly pave the way for better administration, good governance and economic development of these regions.

SHRIMATI DARSHANA VIKRAM JARDOSH: This Budget is going to make the country five trillion economy. Surat is the economic city of Gujarat, Surat is known for textile, zari and diamond industry. The Government has accepted some textile related demands. In the current budget, polyester yarn has become cheaper by Rs.3 to 4 as ten per cent anti-dumping duty has been revoked. The cheaper fabrics were being dumped in India from Bangladesh and Vietnam, and as its prices are lower than our clothes, our industries used to face a lot of problems. The losses being incurred in our industry may be reduced by implementing the provision of Certificate of Origin. I have two or three more demands from the

Government, like imposing anti-dumping duty on fabrics, changing the GST slab for zaritaking steps to promote CETP and releasing grants outstanding towards

TUFS subsidy for energy efficient machinery, increasing new TUF subsidy from

10 per cent to 40 per cent. Take an example of a three-piece suit, which comes as a cloth fabric and also known as half-stitched, also the fabric pieces used making matching apparels for ghagra-choli, there is a 12 percent tax on these items. I also demand that the tax on half stitched material should be reduced to 5 per cent. The diamond industry has been ignored. In order to reduce the number of income tax dispute cases, the deadline for the ‘Dispute to Confidence’ scheme needs to be extended Real estate should be given the status of a company. The big projects in real estate cost 300-400 crores rupees, so if they are bonafied and willing to pay the outstanding, they should be given a little more time before classifying the outstanding as NPA. SARFAESI (Amendment) Act should be amended further to benefit co-operative sector in Gujarat.

SHRI THOL THIRUMAA VALAVAN: I request the Government to send an Indian Parliamentary Delegation to Jammu and Kashmir and Ladakh to ascertain how far the people of Jammu and Kashmir and Ladakh have accepted and welcomed the Government’s move. It should also know that how alive the democracy is in those places? I request that all the two Union Territories should once again be merged as one State and the Statehood should be restored.

SHRI VISHNU DAYAL RAM: It has been said about this budget that 40 per cent of the entire budget has been allocated for the Department of Home Affairs only but if we look at the revenue, then it is clear that this allocation is only 8.85%.

When a budget of more than one lakh crore rupees is presented, then 10 per cent amount does not matter in it. But we should understand that this budget allocation is being made at a time when 40 thousand forces have to be deployed in J&K. In such a circumstances, instead of boosting the morals of the army, making such remarks is not appropriate. In addition to this, I want to quote a figure that till

October, 2019, 5,293 CPMF personnel have died in these terrorist attacks and 42 thousand solders, whether they are from Army, CPMF or Police Force, have sacrificed their lives to protect the country. For the first time, a budget of more than one lakh crore rupees has been presented. For the first time, the Union

Government has said that the states’ share in all the centrally sponsored schemes will be borne by the Union Government. The amount of more than 12 per cent of the total budget has been allocated for the development works. The economic condition of Jammu and Kashmir depends on three factors viz. tourism industry, handicrafts and horticulture. Apart from the budget has focused on – Economy,

Equity and Employment. This budget is the forward looking budget which will have a far-reaching effect. SHRI BHAGWANT MANN: The PGI of Chandigarh is burdened with

Himachal, Chandigarh, Punjab, Haryana and Jammu and Kashmir. There is a need to set up a PGI in Jammu and Kashmir. There are many factories in upper part of

Punjab. These factories are in Kashmir and Pulwama. During the lock-down period, they had suffered huge losses and they had been unable to pay interest on loans because their income stream had ceased due to the closure of factories. I would welcome any proposal for compensation if one is moved.

SHRI RAVNEET SINGH: Industries in Kashmir have suffered badly after repealing article 370.There is urgent necessity of Infrastructure facilities,supply chain for hospitality industries,means of skill development and arrangement for design and distribution of horticulture and floriculture and handicraft . More than

75 percent apples are exported from Kashmir and around 47 percent people are dependent on this industry . Banks and apple industry have suffered a lot due to closure of internet . Artisans and weavers of Kashmir have lost more than two thousands crores of rupees.They should be provided assistance and one time loan waiver should be introduced for farmers.

MINISTER OF STATE IN THE MINISTRY OF HOME AFFAIRS (SHRI G.

KRISHAN REDDY): Today Government is working towards the development of

Jammu-Kashmiri by repealing Article 370 under the leadership of Modi ji. We are working continuously for establishing peace in Jammu-Kashmir, for good governance, for preventing of corruption, to provide facilities to people, to provide them good education, to facilitate better roads for them, for their better health and to prevent terrorist activities there. We want to implement full democracy in

Kashmiri under the leadership of ji. Government want to rehabilitate Kashmiri Pandits in Jammu Kashmiri. During the tenure of Rajiv

Gandhi ji 73-74 amendments were made and an Act was enacted. On that basis we have conducted election of Block Development Chairman there and for the first time peaceful election was held there. Today our Hon'ble Home Minister Shri Amit

Sah is making discussion with the people of all communities. After repealing

Article 370, Narendra Modi Government has abolished terror mafias. Not a single civilian suffered loss in terror activities as anti terror activities after repealing

Article 370. Government of India has launched a programme for making Amarnath

Yatra a total success. Today terrorism activities have reduced to 60 percent in

Jammu Kashmiri. Our forces have faced all the efforts made by Pakistan to encourage infiltration. We are trying to nutralize terrorism. Our paramilitary force, military and Jammu Kashmiri Police, all the three forces are working with good coordination on the border areas, Highways and Hinterland in regard to security matters. We have setup Anticorruption Bureau, Crime branch and Cyber Crime

Cell in Jammu-Kashmir. Our Government have made structural changes for surveillance. Our Government have also bring reforms in Police Sector and in

Administration security forces have made good coordination with the people of Jammu-Kashmir. There has been an extension in Political activities and fundamentals of democracy has been strengthened. Today Jammu-Kashmir is open for all. Fundamental rights are being given to various people after repealing Article

370. Together we should work for development of Jammu-Kashmir. Under the leadership of minister of state for Home Affairs I visited Kashmir valley along with 36 ministries. They visited 12 districts, held public meetings at 60 locations and inaugurated 210 works among the public. Our government would install drop boxes for taking care of the problems being faced by the people. Government of

Jammu-Kashmir UT have decided to implement Saubhagya Yojana, Prime

Minister Yojana, Ujjala Yojana, Mission Indradhanush, Prime Minister

Scholarship Schema. Prime Minister Employment Generation Programme, DBT,

LPG, Khelo India 100 percent in Jammu Kashmiri within two-three months thereby creating confidence among the people of Jammu Kashmiri through the

Parliament. The biggest Railway Arch Bridge of the world will be in Jammu

Kashmir. Narendra Modi ji wants to bring development in Jammu Kashmir with new confidence. Under the leadership of Narendra Modi ji Pakistani army brought

Abhinandan with grace of our border within three days. This is the new strategy of

Narendra Modi ji who wants to bring development in Jammu Kashmir. For the first time in the country leaders of all the parties have supported Narendra Modi ji after abrogation of Article 370. Government of India wants to bring development in

Jammu Kashmir under the leadership of Narendra Modi ji. DR. AMAR SINGH: Gross additional expenditure is Rs. 4.8 crores. The net outcome is 53964 crores which is a real expenditure. Be it emergency expenditure or be it any specific permission of the Finance Ministry but what about the fiscal deficit. Corona virus has wreaked havoc all over the world. Some sectors like

Aviation, Tourism, Hospitality and health are the worst sufferers should have been allocated some funds out of it because their expenditure shall increase very much.

I would like to request the Finance Minister that you are directly transferring some items then where is Cooperative Federalism? All of us from Punjab demand that if we had been allocated Rs. 150 crores out of this Budget, we would at least have prevented stubble burning. Two hundred metric tonnes of wheat is lying there and one hundred metric tonnes of rice is to come and after that 125 lakh metric tonnes of wheat would come. Where will we keep it?

DR. HEENA VIJAYKUMAR GAVIT: The Ministries of Rural Development,

Tribal Affairs, Agriculture, Health and Family Welfare, Defence and Infrastructure have been allocated substantial amount in the Supplementary Demands for Grants.

In education sector, about Rs.5000 crore has been allocated to the Ministry in the second batch of the Supplementary Demand for Grants. Our youth force can become our demographic dividend only if proper skilling, training and education are given at right time. The premier technology institutes are functioning in our country. The Government’s focus is on digitization. The Government is focusing on employment generation and encouraging sports and cultural activities among the youngsters. Fifty thousand vacant posts are to be filled in the Government sectors by the Government. Construction of one playground in each panchayat is taken up to encourage sports in Jammu and Kashmir. An amount of Rs.55 crore has been allocated for health sector. The Pradhan Mantri Jan Aushadhi Yojana, Fit

India Movement and Ayushman Bharat Yojana are being run. Medical education is the need of the hour and the doctor population ratio of India is very low.

Tertiary care or specialized treatment options in India in the public and private sectors is also very few. In this Supplementary Demands for Grants, Rs.122 crore has been allocated to this Ministry for taking up different activities for the development of Scheduled Tribes. The big dream of India becoming a five trillion dollar economy cannot be achieved without including the villages. Government has started schemes for the empowerment of women. They are the Pradhan Mantri

Ujjwala Yojana, Beti Bachao Beti Padhao, Ladli Yojana, Samridhi Yojana,

Swacch Bharat Mission etc. Special focus is given on the nutrition of women.

Skilling of women is also a priority sector. 18 national skill training institutes are today working dedicatedly for giving skill training to the women. Women and the girls are not only taking training in the basic activities but they are also taking training in electronics, business management, fashion design and technology.

SHRI ADHIR RANJAN CHOWDHURY: Chinab Bridge was started in 2004.

Modiji was not in power in 2004? Along with it, you are aware that Banihal

Qazigund Tunnel Rail was started in 2013. Our relationship with the people of Ladakh is not new, we have deep attachment with them. Jammu- Kashmir does not need physical integration but it needs emotional and psychological integration.

Jammu-Kashmir has suffered 20 per cent loss which is considered as catastrophic loss. I would like to ask Madam Sitaraman to please tell us without ambiguity about the pre-revocation and post-revocation fundamental changes that took place.

I would advise madam to promote sericulture, floriculture and cold fisheries along with tourism in Jammu-Kashmir and Laddakh. If everything is fine in Jammu-

Kashmir, private investment should have been increased. Please tell us about the status of private investment over there.

AFFAIRS (SHRIMATI NIRMALA SITHARAMAN) replying said: All the 33

Members who spoke on this subject have richly contributed to the discussion. In these Supplementary Demands for Grants and Appropriation, authorization is being sought for additional expenditure which count be anticipated and I could not include in the Budget. These demands are made in order to meet the additional works undertaken by Army, Air force, Navy, ordinance factories and for

MGNREGS, UTs of Jammu & Kashmir and Ladakh. The issues raised in the GST

Council have been addressed. After bifurcation of Jammu & Kashmir, 45 lakh beneficiary have got money through DBT. Agriculture and Horticulture sector has also got fund. Three tourist circuits have been created in Jammu & Kashmir. Now the Government is taking steps to revive the tradition of jewellery sector in Jammu & Kashmir. We are also promoting startups there. Specifically 20 different measures were taken for Jammu & Kashmir. Many languishing projects have also been taken up forJammu & Kashmir. A number of developmental activities are taking place for the welfare of the people of Jammu & Kashmir after abrogation of

Article 370. Now there is real democracy in Jammu & Kashmir. Ladakh is also getting due attention now.
