Welcome to the 26th session of the Permanent European Conference for the Study of the Rural Landscape (PECSRL) in Gothenburg and Mariestad, Sweden 8–12 September 2014. This publica- tion includes the program, a collection of abstracts from five keynotes, 198 oral and 13 poster pres- entations, and a list of the 250 delegates participating in the conference. The 2014 PECSRL program covers a broad range of topics, with contributions from scholars from more than 30 countries. The main theme of the conference is Unraveling the Logics of Landscape. Despite conceptual oscillations through times, the concept of landscape remains highly subjective, whereupon unraveling its ‘logics’ opens up to a plurality of interpretations. Accordingly, the con- ference will elaborate on how the rural landscape is valued, monitored, changed, harbored, used and misused, be it through actions, representations or metaphors. Besides oral and poster presenta- tions, the conference also includes a full day of field excursions, in which the participants will be guided in the multi-faceted rural landscape of Västra Götaland. PECSRL is hosted by the University of Gothenburg and arranged by the profile area Critical Heritage Studies within its cluster Globalizing Heritage, and linked to the sub-cluster Landscape, Place, Destination. Within this frame, four departments are co-operating in organizing the confer- ence: Dept of Economy and Society, Dept of Conservation, Dept of Global Studies and Dept of Historical Studies. Region Västra Götaland and The Biosphere reserve Lake Vänern Archipelago and Mount Kinnekulle serve as local partners. In the preparations for PECSRL 2014, we called for organized sessions and received a great response. We find this very positive, as it contributes to the vitality of the conference through the engagement of a large number of scholars. Last but not least, many thanks to the session organ- izers for taking great responsibility in reviewing the abstracts, communicating and planning the program! • How Can Institutions Better Explain Political Trust Than Social Capital Does?
How can institutions better explain political trust than social capital does? Ylva Noren Bretzer Department of Political Science University of Gothenburg Box 711 505 30 GOTHENBURG SWEDEN E-MAIL: [email protected] Prepared for delivery at the 2002 Annual Meeting of the American Political Science Association Meeting, August 29 - September 1. Copyright by the American Political Science Association. Ylva Noren Bretzer, University of Gothenburg ! APSA 2002 Abstract Sweden is an excellent environment to set out a test in: if there's any place we should find a relationship between political trust and social capital it would be here. Having had the last wars at the beginning of the 1800s, Sweden has been a very fertile ground for active popular movements and a vibrant civil society. The crucial question today is, whither there is a connection between lowered political trust in society and activities in these movements and associations. The article examines Robert D. Putnam's claim that social capital spurs the [political] trust in society, but also tests a counter claim. That is, only when we find trustworthy judicial institutions, practicing just and fair procedures, the citizens can relax and feel secure enough to devote time to develop networks of social capital and trust. The tests are carried out on basically three different levels: national, local and on aggregate municipal. The results are proving that in terms of interpersonal trust, Putnam is right. Persons having a higher trust in other people, are also more likely to carry higher political trust. In terms of associational membership and activism, social capital does not explain political trust.

  • National Strategy for Climate Change Adaptation
Description of the Government Bill 2017/18:163 National Strategy for Climate Change Adaptation The main content of the bill The bill proposes two changes to the Planning and Building Act (2010:900) with the aim of improving municipalities’ preparedness for climate change. One of these changes involves a requirement for municipalities to provide their views in their structure plans on the risk of damage to the built environment as a result of climate-related flooding, landslides and erosion, and on how such risks can be reduced or eliminated. The other change involves the municipality being able to decide in a detailed development plan that a site improvement permit is required for ground measures that may reduce the ground’s permeability and that are not being taken to build a street, road or railway that is compatible with the detailed development plan. The Government also reports on a National Strategy for Climate Change Adaptation in order to strengthen climate change adaptation work and the national coordination of this work in the long term. The strategy was announced in the Government’s written communication ‘Kontrollstation för de klimat- och energipolitiska målen till 2020 samt klimatanpassning’ (‘Control station for the 2020 climate and energy policy objectives and climate change adaptation’, Riksdag Communication 2015/16:87). Through the strategy, the Government also meets its obligations in accordance with the Paris Agreement and the EU Strategy on Adaptation to Climate Change, in which a national climate change adaptation strategy is highlighted as a central analytical instrument that is intended to explain and prioritise actions and investments.
