Socio-Economic Aspects ELABORATION OF OPERATIONAL RECOMMENDATIONS SOCIO-ECONOMIC ASPECTS FOR A SUSTAINABLE MANAGEMENT OF THE WATER RESOURCES SASS III OF IRRIGATION IN THE SASS BASIN OF THE NORTH WESTERN SAHARA AQUIFER SYSTEM July 2010 – June 2014 The North-Western Sahara Aquifer System (SASS) is a basin of over 1,000,000 km2 shared by three countries (Algeria, Tunisia, Libya) whose water reserves are substantial with an almost fossilized aspect. Previous studies on the SASS had focused on the characteristics and operation of the aquifer as well as the evolution of abstractions, but rarely on the valuation of the water. Phase III of the SASS project aims to restore this equilibrum by promoting the sustainable management of water resources which is the most limiting factor to any stable economic activity. This study related to socioeconomic aspects of irrigation represents one of the two main components of the SASS III project. It aims to enrich the achievements of the hydrogeological knowledge of water resources through socio-economic and environmental data. It analyzes the operation of farms and especially the actual behavior of the irrigators with particular emphasis on ability to adapt to the challenges that threaten the sustainability of the develpment. The analysis of surveys done on 3,000 farmers helped identify the main SOCIO-ECONOMIC ASPECTS constraints to water productivity, but also to quantify the scope of their economic impact and to make recommendations to enhance the value of the resource.     INFO 729 BISKRA « Non au 19 mars » BISKRA Située au Nord du Sahara, au pied du massif de l'Aurès et des Monts du Zab, BISKRA est surnommée la « reine des ZIBAN ». La ville se situe à 115 km au Sud-ouest de BATNA et à 222 km au Nord de TOUGGOURT. Elle est distante de 400 km de la capitale ALGER, au Nord-ouest. BISKRA la reine des ZIBAN, fut connu, durant la période romaine, sous l’appellation de VESCERA signifiant escale ; BISKRA demeure, à travers l’histoire, ce symbole éternel qui la rattache à la région des ZIBAN, signifiant en berbère les oasis. Bâtie sur la rive droite de l’oued au lit caillouteux qui porte son nom, BISKRA, station hivernale et climatique située à la limite Nord du grand désert, est une des oasis sahariennes les plus visitées. Occupée dès l’antiquité romaine sous le nom de VESCERA, elle fut, avec NEGRINE, la seule oasis à avoir été chrétienne avant de devenir musulmane. La renommée universelle de BISKRA et la vogue touristique qu’elle connut entre les deux guerres sont dues au développement de ses ressources hôtelières et aux séjours qu’y firent FROMENTIN en 1848 et surtout André GIDE en 1896. Guéri à BISKRA d’une maladie pulmonaire, ce dernier invita ses amis parisiens à venir passer avec lui des heures enchanteresses dans cette oasis. Et nous retrouvons les échos de ce réveil à la vie dans certaines pages célèbres d’AMINTAS et des Nourritures terrestres. Les palmeraies de BISKRA et des ZIBAN produisent les fameuses dattes « Deglet-Nour » dont le nom arabe signifiant doigt de lumière, évoque ce fruit translucide sous le soleil saharien.

    South Algerian EFL Learners’ Errors Bachir Bouhania, University of Adrar, Algeria European Conference on Language Learning 2014 Official Conference Proceedings Abstract In higher education, particularly in departments of English, EFL students write essays, and research papers in the target language. Arab learners of English, however, face several difficulties at the morphological, phonetic and phonological, stylistic and syntactic levels. This paper reports on the findings of a corpus study, which analyses the wrong use of the English verb to exist as *to be exist as *is exists, *are existed, *does not exist, and *existness. The corpus consists of more than two thousand exam copies of mid-term, make-up and remedial exams for the academic years ranging between 2003 and 2013.The exams papers concern the fields of Discourse Typology, Linguistics and Sociolinguistics, Phonetics and Phonology. The analysis of the results obtained from the data shows that, although the wrong verb is not used by the majority of students, it is nevertheless significantly found in a number of exam sheets (s=78). They need to master the language and the genres that characterise the various subjects such as civilisation, literature and linguistics. Yet, writing and speaking in English is a complex process for foreign language learners who, unavoidably, make a lot of errors. As part of the learning process (Hyland 2003, Ferris 2002), errors are regular and consistent (Reid, 1993) even if students learn the rules of English grammar (Lalande 1982) Arab EFL learners, on the other side, find difficulties at the phonetic/phonological, morphological and syntactic levels.

F, SAOULI.AZ chercheurs associés au C.R.S.T.R.A INTRODUCTION Après avoir émargé en tant que trouvent au Nord de la wilaya et s’étendent vers le Sud. ( D.P.A.T El Oued, 2000) Daira importante dans la Wilaya de Biskra durant toute une décennie, la Wilaya d’El Caractérisée par un climat saharien Oued n’a vu le jour qu’avec le découpage et un milieu aride, la wilaya d’El Oued de 1984. Cette promotion qui a en fait enregistre en moyenne une température touché d’autres régions du pays a permis allant de 1°C en hiver jusqu’à 45°C en été d’élever le nombre de wilayas au niveau avec une pluviométrie faible ne dépassant national de 31 à 48.
