4 JANUARY 2021 REQUEST FOR PROPOSAL – IMPERIAL WANDERERS STADIUM CAR WASH SERVICES The Central Gauteng Lions (‘CGL’) is the custodian of all cricket activities in the greater Sedibeng, West Rand, Vaal and Johannesburg area. It is the majority shareholder of the Imperial Lions and manages the Imperial Wanderers Stadium. About The Request For Proposal (‘RFP’) The Imperial Wanderers Stadium is a world class cricket stadium offering multipurpose activities including but not limited to conferencing and workshops, venue hire for various events, stadium tours, retail shop (i.e. cricket shop), office rentals, medical centre, business centre and co-working space. The stadium daily average foot traffic count is estimated at approximately 200-pax per day on a non-cricket match day with an estimated 100-cars at the stadium on a weekday daily basis. Average dwell time estimated at approximately 3-hours per patron. Directors: N. No. 1977/002554/08 Services required The Central Gauteng Lions cricket union responsible for managing and promoting not only cricket matches at the Imperial Wanderers Stadium but non-cricket activities. The Union looking for a service provider that will partner with the stadium to run and manage the stadium’s car wash services and ancillary services (e.g. beverage and light meals) on a full week basis (Monday to Sunday) including public holidays. The successful bidder shall strive to deliver excellence and cater for all audience groups and be responsible for the following services: 1. Promote, run and manage the stadium car wash services in partnership with stadium management. A detailed marketing plan presented. 2. Recruit and manage car wash service staff (i.e. account manager and car wash staff). 3. Propose water saving management solution. 4. Manage all expenditure, billing and accounting services. 5. Reconcile and present a monthly reports to CGL finance and commercial team 7- days after every month. 6. Develop and implement service level agreements with CGL, sponsors, suppliers and customers. 7. Constantly recommend operational excellence improvement. 8. The successful bidder must present a high level staff deployment on how the car wash services will be manage and demand management. 9. Comply with all stadium safety, security and health regulations and COVID19 procotols. 10. The successful bidder shall be expected to work with the Imperial Wanderers Stadium management and marketing to execute various bespoke promotions. CGL responsibilities: 1. Assist in the marketing and promotion of the car wash service in partnership with the successful bidder. 2. Provide safe and secure office space and storage to run operation on a day to day basis. 3. Set final consumer prices that will be charged for various car wash services requirements in partnership with the successful bidder. 4. Retain all branding rights at the car wash area. 5. Retain all activation and bespoke promotion at the car wash area as well as other stadium areas. 6. Installation and management of advertising boards at the car wash area as well as other stadium areas. Directors: N. No. 1977/002554/08 7. CGL retains the right to bring specialised professionals, experts and sponsor’s staff to assist at various activations and promotions. 8. CGL retains the right to conduct regular customer services surveys. 9. CGL retains the right to deploy ‘spotters’ to conduct unannounced service checks - price audit, estaff friendliness, cleanliness etc. Terms and Conditions: 1. CGL retains the right to cancel, postpone and/or amend this RFP. 2. CGL reserves the right not accept any proposal. 3. CGL shall have the right to ask for additional information (e.g. copy of financials or contact the reference person). 4. All submissions by any interested bidder shall be made voluntary and shall not expect any bid submission payment from CGL. 5. CGL reserves the right to contact any Interested Party during the evaluation period, to clarify information only, without informing any other Interested Party. 6. All work submitted shall be property of CGL. 7. The Interested Party shall accept the CGL’s interpretation of any specific requirement in the Proposal documents or Specifications should there be a difference of interpretation between the Interested Party and the CGL. 8. Interested Party’s name and address should clearly appear on the outside of the proposal documents and on the envelope. 9. Should the CGL consider it necessary, the Interested Party shall agree to an inspection of the resources and works of the Interested Party, if so requires. 10. The Interested Party accepts that the CGL will have the right to contract with any other Service Provider for provision of services not covered by this specification. 11. Any material submitted by the Interested Party, which is considered to be confidential in nature, must be clearly marked as such. No. 1977/002554/08 Final scoring will be based on: • 25 points - technical inclusive of the following; o A well-thought through high level car wash services marketing and promotion plan including client acquisition and retention (10-points). o A well thought through water saving and management solution (5-points). o Staff deployment plan including demand management (5-points). o Proposed service level agreements with CGL, sponsors, suppliers and customers (2.5-points). o Bidder presented a detailed and well-thought through performance management scorecard and KPIs measurement tool (2.5-points). • 50 points - Price. Please propose a revenue share model with a detailed forecasted monthly profit and loss statement for year 1. • 25 points – BEE Shareholding. o 25-points to Level 1 with a minimum of 30% black female shareholding. o 20-points for Level 1 with less than 30% black female shareholding. o 15-points for Level 2 o 10-points for Level 3 o 5-points for Level 4 o 0-points for Level 5 and below All submissions must be emailed before 17h00 on Friday, 15 January 2021. Three recent reference letters not older than twenty four months clearly indicating your company’ service provision and services offered. CGL plans to contact all shortlisted service providers before close of business Wednesday, 20 January 2021. All shortlisted shall be expected to present on Friday, 29 January 2021. All work submitted shall be property of CGL. Phase Three – contract negotiation All shortlisted bidder will be contacted for final contract negotiation before
