Watts is Professor of Economics at East Texas Baptist University in Marshall, Texas. Abstract This paper presents a monetary explanation for the U.S. recession of 1797. Credit expansion initiated by the Bank of the United States in the early 1790s unleashed a bout of inflation and low real interest rates, which spurred a speculative investment bubble in real estate and capital intensive manufacturing and infrastructure projects. A correction occurred as domestic inflation created a disparity in international prices that led to a reduction in net exports. Specie flowed out of the country, prices began to fall, and real interest rates spiked. In the ensuing credit crunch, businesses reliant upon rolling over short term debt were rendered unsustainable. The general economic downturn, which ensued throughout 1797 and 1798, involved declines in the price level and nominal GDP, the bursting of the real estate bubble, and a cluster of personal bankruptcies and business failures. -

CHAPTER 4 Life in the Colonies 4.1 Introduction n 1723, a tired teenager stepped off a boat onto Philadelphia’s Market Street wharf. He was an odd-looking sight. Not having luggage, he had I stuffed his pockets with extra clothes. The young man followed a group of “clean dressed people” into a Quaker meeting house, where he soon fell asleep. The sleeping teenager with the lumpy clothes was Benjamin Franklin. Recently, he had run away from his brother James’s print shop in Boston. When he was 12, Franklin had signed a contract to work for his brother for nine years. But after enduring James’s nasty temper for five years, Franklin packed his pockets and left. In Philadelphia, Franklin quickly found work as a printer’s assistant. Within a few years, he had saved enough money to open his own print shop. His first success was a newspaper called the Pennsylvania Gazette. In 1732, readers of the Gazette saw an advertisement for Poor Richard’s Almanac. An almanac is a book, published annually, that contains information about weather predictions, the times of sunrises and sunsets, planting advice for farmers, and other useful subjects. According to the advertisement, Poor Richard’s Almanac was written by “Richard Saunders” and printed by “B. Franklin.” Nobody knew then that the author and printer were actually the same person. In addition to the usual information contained in almanacs, Franklin mixed in some proverbs, or wise sayings. Several of them are still remembered today. Here are three of the best- known: “A penny saved is a penny earned.” “Early to bed, early to rise, makes a man healthy, wealthy, and wise.” “Fish and visitors smell in three days.” Poor Richard’s Almanac sold so well that Franklin was able to retire at age 42. -

SPITZER* I INTRODUCTION In its important and controversial 2008 decision on the meaning of the Second Amendment, District of Columbia v. Heller,1 the Supreme Court ruled that average citizens have a constitutional right to possess handguns for personal self- protection in the home.2 Yet in establishing this right, the Court also made clear that the right was by no means unlimited, and that it was subject to an array of legal restrictions, including: “prohibitions on the possession of firearms by felons and the mentally ill, or laws forbidding the carrying of firearms in sensitive places such as schools and government buildings, or laws imposing conditions and qualifications on the commercial sale of arms.”3 The Court also said that certain types of especially powerful weapons might be subject to regulation,4 along with allowing laws regarding the safe storage of firearms.5 Further, the Court referred repeatedly to gun laws that had existed earlier in American history as a justification for allowing similar contemporary laws,6 even though the court, by its own admission, did not undertake its own “exhaustive historical analysis” of past laws.7 In so ruling, the Court brought to the fore and attached legal import to the history of gun laws. This development, when added to the desire to know our own history better, underscores the value of the study of gun laws in America. There is no doubt that from the late 1600s to the mid-1850s, less time was devoted to pure leisure than today. The reasons for this are many – from the length of each day, the time needed for both routine and complex tasks, and religious beliefs about keeping busy with useful work. There is evidence that men, women, and children did pursue leisure activities when they had the chance, but there was just less time available. Toys and descriptions of children’s games survive as does information about card games, dancing, and festivals. Depending on the social standing of the individual and where they lived, what leisure people had was spent in different ways. Activities ranged from the traditional sewing and cooking, to community wide events like house- and barn-raisings. Men had a few more opportunities for what we might call leisure activities but even these were tied closely to home and business. Men in particular might spend time in taverns, where they could catch up on the latest news and, in the 1760s and 1770s, get involved in politics. -

Children’s Defense Fund Protect Children, Not Guns The Truth About Guns March 2018 1. A gun in the home increases the risk of homicide, suicide, and accidental death. Contrary to what many people believe, having a gun in your home doesn’t make you safer but instead endangers you and your loved ones. A gun in the home makes the likelihood of homicide three times higher,1 suicide three to five times higher,2 and accidental death four times higher.3 For every time a gun in the home injures or kills in self-defense, there are 11 completed and attempted gun suicides, seven criminal assaults and homicides with a gun, and four unintentional shooting deaths or injuries.4 2. Many children live in homes with loaded and unlocked guns. Every parent and grandparent must be careful where their children play and ask if there is a gun in the home. One third of all households with children under 18 have a gun and 45 percent of gun-owning households with children do not store all of their firearms safely.5 Three in 4 children ages 5-14 with gun-owning parents know where firearms are kept in the home and 22 percent have handled a gun in the home without their parents’ knowledge.6 More than half of youths who committed suicide with a gun obtained the gun from their home, usually a parent’s gun.7 3. Guns make violence more deadly. Contrary to what the gun industry says, guns do kill people. Guns make killing easy, efficient, and somewhat impersonal, thereby making anger and violence more deadly.8 An estimated 41 percent of gun-related homicides and 94 percent of gun-related suicides would not occur if no guns were present.9 The use of a gun in family or intimate assaults increased the risk of death 12 times.10 4. -

The Constitutional Status of Women in 1787 Mary Beth Norton* I am tempted to make this presentation on the constitutional status of women in 1787 extremely brief. That is, I could accu- rately declare that "women had no status in the Constitution of 1787" and immediately sit down to listen to the comments of the rest of the panelists here this morning. However, I was undoubt- edly invited here to say more than that, and so I shall. If one looks closely at the words of the original Constitution, the term "man" or "men" is not used; rather, "person," "persons" and "people" are the words of choice. That would seem to imply that the Founding Fathers intended to include women in the scope of their docu- ment. That such an assumption is erroneous, however, was demonstrated in a famous exchange between Abigail and John Ad- ams in 1776. Although John Adams was not present at the Consti- tutional Convention, his attitudes toward women were certainly representative of the men of his generation.
