Reference by Chair The Chairman made a reference on the occasion of the International Women’s Day. 11-03 a.m. 2. President’s Message The Chairman communicated to the House, the following Message received from the President:— “I have received the expression of Thanks by the Members of the Rajya Sabha for the Address which I delivered to both Houses of Parliament assembled together on 21st February, 2011.” 11-04 a.m. 3. Messages from Lok Sabha reported (I) The Appropriation (Railways) Bill, 2011 (II) The Appropriation (Railways)No.2 Bill, 2011 Secretary-General reported to the House the following messages received from the Lok Sabha as signed by the Secretary-General of the Lok Sabha:- (I) “In accordance with the provisions of rule 96 of the Rules of Procedure and Conduct of Business in Lok Sabha, I am directed to enclose the Appropriation (Railways) Bill, 2011, as passed by Lok Sabha at its sitting held on the 7th March, 2011. “The Speaker has certified that this Bill is a Money Bill within the meaning of article 110 of the Constitution of India.” 8TH MARCH, 2011 (II) “In accordance with the provisions of rule 96 of the Rules of Procedure and Conduct of Business in Lok Sabha, I am directed to enclose the Appropriation (Railways) No.2 Bill, 2011, as passed by Lok Sabha at its sitting held on the 7th March, 2011. “The Speaker has certified that this Bill is a Money Bill within the meaning of article 110 of the Constitution of India.” 4. Matters raised with permission (1) Shrimati Gundu Sudharani raised a matter regarding issues relating to women in the country. 11-09 a.m. (2) Shrimati Brinda Karat raised a matter regarding need for a public campaign in view of recent crimes against women. ^Shrimati Maya Singh and ^Shrimati Viplove Thakur also spoke. 11-19 a.m. ^(3) Shri Narendra Kumar Kashyap raised a matter regarding killing of a dalit child in Chandigarh after kidnapping him. 11-22 a.m. ^(4) Shri Shivanand Tiwari raised a matter regarding demand to issue visa to a Pakistani painter. 11-26 a.m. ^(5) Shri Tarun Vijay raised a matter regarding circulation of fake currency from Pakistan. ^Shri Ramdas Agarwal also spoke. * From 11-05 a.m. to 11-06 a.m. some points were raised. ^ Spoke in Hindi. Oil PSUs hired 4,200 people in FY'12; spent Rs 367 cr on CSR State-owned oil firms, led by Oil and Natural Gas Corporation (ONGC) and Indian Oil Corporation (IOC), hired over 4,200 people in 2011-12, Petroleum Ministry said today. The oil PSUs also spent more than Rs 367 crore on corporate social responsibility programmes last fiscal, it said. "In continuation of fulfilment of their socio economic obligation, the 10 public sector oil companies provided employment to 4,203 persons during 2011-12," said a statement by the ministry. ONGC recruited 1,468 personnel, followed by 1,439 recruitments by IOC. Hindustan Petroleum Corporation Ltd (HPCL) hired 362 personnel; Bharat Petroleum Corporation Ltd (BPCL) - 317; Engineers India Ltd - 243; Mangalore Refinery and Petrochemicals Ltd (MRPL) - 168 and GAIL India Ltd - 131. The rest were employed by Chennai Petroleum Corporation Ltd(CPCL), Numaligarh Refineries Ltd (NRL) and Biecco Lawrie. "The total 49.63 per cent of the new recruitments were from SC, ST and OBC categories," the statement said. "While 984 persons belonged to SC category, 467 persons to ST category and 635 personnel to OBC category." The Ministry in a separate statement said oil PSUs spent about Rs 367.57 crore on CSR activities in 2011-12. ONGC led the pack with Rs 121.08 crore spending on corporate social responsibility (CSR), followed by IOC with Rs 82.73 crore.

    PREFACE The Right to Information Act 2005 is a historic legislation in the annals of democracy in India. One of the major objective of this Act is to promote transparency and accountability in the working of every public authority by enabling citizens to access information held by or under the control of public authorities. Tribal Women are constituted with 62 categories of Odisha. Out of them 15 tribal are major categories. The tribal women have played a significant role in political, economic, cultural and social sphere etc. in Odisha. They have various role perception in different issues on livelihood programmes, the development and major irrigation projects, etc. In the year 2006, Resettlement and Rehabilitation policy was formulated for the tribal women. A survey identifies that during the period 1951-1995, 2 million people have been shifted by development projects, out of them 40 percent were tribal people. It focused on only 25 percent of the displaced people never settled. Tribal women have linked with forest economy. They depend on forest. The Scheduled Tribes and Traditional Forest Dwellers Act 2006 was provided for them. The tribal women and sustainable development, both are coordinative. The forest policy 1988 is a symbol of development between tribal and forest.
