A SYNOPSIS OF VJE5T KAMENG D ISTRICT

West Kanieng District of Aruiiachal Pradesh is lying approx- imately betvreen 9 i ' 30' to 92* 4 0 ’ East longtitudes and 26' 5 4 ’ to 2o« 01' North latitudes* The dist:?ict is surrounded by region of China in the North, in the West, and East Kameng Districts of Arunachal Pradesh are in the North V7est and East respectively„ The southern boundary adjoins of .

msTORlCAL GENESIS ^

The name of the district is derived from the ,

a tributary of Brahmaputra, that flows through the District. Till

1914, the district v;as a part of the of Assam, By a Government of notification of 1914, the area covered by this district became r. part of the ‘Western Section' of the ’North E^st Frontier Tract‘ to which the entry of the British sub­ ject was regulated by an 'Inner Line'» In 1919, this tract was renamed as the 'Balipara Frontier Tract’ having its headquarter at Charduar of Assanu In 1946.. 'L'le district area was curved out of the Balipara Frontier Tract v/ith the name of ' Sela Sub~Agency‘ and its headquarter continuer? to be at Charduar. In 1954, Sela S\ib- Agency was renamed as the Kameng Frontier Division and its headqua­ rter was later transferred to Bomdila® Like other parts of NEFA, it was also under the Ministry of External Affairs and over all in-charge of the district was a Political Officer^ On 1st Septem­ ber, 1965, the Ministry of Home Affairs took over the Administrative charge of NEFA from the Ministry of External Affairs and Kameng Frontier Division was renamed as Kameng District and the Political Officer was redcr-i gnated as Deputy Commiss ioner „

C>n 1st June, 1980/ Kameng District was bifurcated into East and West Kameng District, East Kameng was formed covering the ar’ea of -the then Sub-Division and rest of the area of erstwhile Kameng District was placed under West Kameng. Finally on 6th October, 1984, West Kameng District was again bifurcated and curving out the area of Tawang Sub-Division, Pawang District was formed.

^he topogrophy of the District is mostly mountainous* A part of it falls within the higher mountain zone cons 1st- ^^ss of tangled peaks and valleys* j5: In West Kameng, there are tViree principal monn’feat^ ranges -•> a part of Sela range, Bomdila range anfl Foot-hill range. The Sela range consists a series of mountains arranged in the f-^rm of big line from Tibet in the north, Bhutan in the West and thus forming a tough terrain to pass through it. The altitude of Sela range varies from 14000' to 15000' and is 13714 feet high. The Bomdila range having an average heigh-f- of 900^ feet is sepera- ted by a 4500' high valley of river Chu, a tributary of Kameng river» On this range the district headguarter - Bomdila lies at an altitude varying from 8100' to 9000' above sea level* South of the Bomdila range lies the Foot-hills range having hills of quite low altitudes and the area is mostly plain. Ihe area of Foot-hill range is full of tropical forests with trees of great ecobomic values and various types of wild game.

CLIMAPE ;;

The district is situate<3 t^ithin the temperate zone and is remote from the sea, Phe sea has thus no influence on its climate and the distance from the Equator is immaterial owing to the influ­ ence of the snow-clad mountains. The only factor which determines the climate is the direction and height of mountains and the nature of s o il .

Although the district lies close to the tropic, it furnishes every gradation of climate, from the sultry and suffocating tropical heat of Foot-hills area to the arctic cold of snow-clad peaks« Thus the climate is hot and humid upto 4000' in southern ajrea, temperate upto 7000’ and cold beyond it. Humidity is generally high through­ out the year, the winter months being less humid.

POPULATION 5

As per 1991 Census, West Kameng District is having 169 villa­ ges with a population of 56402 * comprising 30942 males and 2 5460 fe­ males. Bomdila town had a population of 5570 persons.

The literate population of the district as per 1991 Census was 20348 form.ing 36.08 percent of the total population* However, the literacy among males and females was recorded as 44.10 percent and 26. 32 percent respectively. S.3?

rhe average density of population per square kilometre is 7 for the district as compared to 8 persons for Arunachal Pradesh,

The district headquarter, Bomdila, is declared as urban and rest of the areas of the district are still considered as rural, rhe sex ratio indicates-82 3 females per lOOO males, The decennial growth rate of population(1981-91) was recorded as 35#69 for the district,

LOCAL INHABirMSPS :

There are five major tribes in West Kameng, namely Monpas/ MijiSy Akas, Sherdukpens and Khawas, MONPAS s

The monpas belong to the Tibeto-r^ongoloid stock. They are well built, fair in corrplexion and medium to tall in structu­ re, They are hospitable, gentle and unassuming in temparament. Some of them have good business acumen. Their houses are made of stone and timber.

A Monpa family is patriarchal. Monogamy is the general rule though polygamy is also practised. Monpas have castes and clans with no social heirarchy.

Due to slight variations in dilects Monpas can be divided into si~c linguistic groups, namely, Towang Monpa, Diranq l^niDa, Lish Monpa, Boot Monpa^.. Kalaktang Monpa and liOiT >a » i ■ sr.'6up.lias its own d i a l e c t s .

Monpas are Mahayana Buddhist by religion with close cultu­ ral and religious affinities with Bhutanese and Tibetans, All houses have small altars and chapels with statues of Buddha* Offering water in little c\jps and burning butter lamps are daily ritual. The people believe in transmigration of the soul and reincarnation.

The Monpas perform many pantomime dances out of which the 'Ajilamu* dande is very popular, Losar and Choskar are the major religious festivals of l^onpas, Losar is celebrated to commemorate the advent of New Year. There is great merry-making and dancing during Losar festival. In Choskar festival the Lamas tread religious scriptures in the Gompa for a nijmber of days. Thereafter the villagers carry the religious books on their back in the procession under the guidance of the senior Lama and the procession goes round the cultivation fields. The significance of this performance is to ensure better cultivation and protect the grains from insects and wild animals and also for the pros­ perity of the villagers in general, ~

The Monpas are agriculturists. They practise both shift­ ing and permanent types of cultivation. They keep horses, yaks, cows, pigs, goats, sheep and fow'. Is. They do hunting by net, angle, and trap. The Monpas are loiown for wood curving, painting, religious scrolls called Dhankas, carpet making and weaving* ' ' ;4!

MIJI ( Dhammal)s

rhe Mljis live in the valley of Bichom river and they are a small group of people. According to their own tradition and belief, tbey had originally migrated from the plains and even claim to have connections with the Ahom Kings who ruled over Assam, Marriage among the Mijis usually takes place by negoti­ ation, Normal bride price is given by the parents of the bridegroom.

The Mijis belong to the Mongoloid stock* They are divi­ ded into two closes# the Nyubbu and the Nyullu, who do not intermarry. rheir religion is indigenous but they have co^ under certain amount of Bi?*'*dhist influence.

The Miji family is patriarchal. rhe Mijis put prominent tatoo mark on f aces. Basketry is a popvilar handycraft among the men-folk» The Mijis are agriculturist and practise shifting cultivation. They also do hunting and fishing.

The M: j.Ls observe a number of ceremonies in the village, the most important celebration is known as Pungglin or Chindang. The Mijis believe in many Gods. Janglungnui is the most power­ ful of all of them* A festival is observe in honour of the spirit in the month of October* Each village has a Deori or Priest who officiates in the ritual.

There is a village council in each miji village and the council consists of village headman and other elders of the v i l l a g e .

AKA (Hriasso) t

The ^ a s are inhabitants of the South-Eastern part of West Kameng. Their main concentration is notice.'^ in the Phrizi- no area*

The Aka socfiety is said to be mainly based on two broad groups; Kutsun and Kb vat sun. An Aka family is patriarchal'and polygamy is practised. Marriage takes place either by the common Way of negotiation s or by elop-eiient Cross cousin m arriage is preferred to others. Mithuns are essential part of the bride price for marriage. The Aka house is an elongated structure. The Akas have prominent tatoo marks on the faces. The Akas observe a number of ceremonies in the village. The most important commu­ nity festival is known as Nechido, performed by village priest once in a year.

The Ak women make colourful bags. Basketry is the popu­ lar hand3jtcraft amongst the menfolk. The most common form of art is wood painting.

The Akas are agriculturist and they practise shifting cul­ tivation. They keep mithun, cow, horse, goat, pig and poultry. They practise hxinting and chasing by means of spears, bows and arrows. The Akas have a number of songs and dances for different socio-religious festivities. SHERDUKPEN ;

The Sherdu3

The Sherdukpen society is toased on iMe classes? Thong and Chao« The Thongs are said to be descendants of Kin- Japtang Bura and Chaos are the descendants of his partnt^rs and servant class. As such, the class Thong is superior to Chao. The two classes are again devided into several clans.

A Sherdukpen family is patariarchal and they practise monogamous type of marriage. The Sherdukpen hoiases are generally erected on substantial stone foundations. The floor and walls are made of thick wooden planks.

Like MonpaS/ the Sherdukpems are also Buddhist and deeply r e l i g i o u s . They observe a number o f

The Sherdukpens are agricmlturist and practise both shift­ ing and permanent cultivation. Thiey keep livestock like ponies, cows, goats/ sheep, fowls and bullocks. They h\mt with bows and arrows. They practise fishing by means of netS/ angles, traps. The Sherdukpen women are skillful weav^ers. The Sherdukpens perform many dances, the principal dances are the Yak dance, the deer dance and Ajilamu dance which are fe both exciting and entertaining. An inte­ resting feature of Sherdukpens life is their annual migration during the winter month to Doimara and In the adjoining foot-hills area I for the purposes of trade and maintaining their age-long relations with the plains.

KHAWAS (Buoun) s

The Khawas inhabit in some of the villages of Thrizino circle of the district. They call themselves Bugun. The tribe is sub-divided into a nurribeir of clans. All of them are said to have originated from a single tritoal identity called *AGhimpiirr^*-'^* . The t r i b e endogarrY and clan exoganny is the r u le of the t r i b e . Monogamy is the social norm but sometimes biogarry is also practised. » 6 8

The Khawas are agriculturist* Phey practise s h ift in g c u l t i ­ v a tio n and keep domesticated animals like cow, horse, pig, sheep/ goat, fowl end very rarely mithun., They hunt and chase by means of spears, traps,- bows and arrows*

The most important ceremony amongst the Khawas is *Kshyat- s o w a i’ • fhe village priest (phabi) perform the rituals and the ceremonies. The Khawas have a nximber of songs and dances which are mainly associated with their socio religious festivals.

There is a village co-’oncil in each Khawa village which is responsible for the internal administration,

ADMINISTRATIVE SET UP -

:T^ administrative^ set up is based on single line administra­ tion which aims at keepii^g a close co-operation amongst various development departments wich the administration and thus work toge­ ther for speedy developmen^c of the people and the area.

The entire district i< devided into three Sub-Divisions viz. Bdmdlla, Rupa and Nafra-Buragaon,, Bomdila Sub-Division has got ttoee circles i.e* Dirang, Borodila(Sadar) and Bhalukpongj Rupa Sub- Division covers Kalaktang circle; Nafra-Buragaon Sijb-^Division has two circles, namely, Hafra and Thrizino.

The Deputy Commissioner, being the overall incharge of the district, maintains law and order with the help of administrative officers and police force. The villagers have their own customary a<3bninistrative system in the form of traditional village councils. The councils consist of the Gaon Bur as and members. The Assam Frontier Regulation/1945/ authorises the village councils to settle all civil matters and certain criminal matters falling within their jur is diet ions» However, for all matters, the Deputy Commissioner and some other administrative officers have jurisdiction under the si:^ervision of the Assam High Court which holds the appellate and the revisional authority.

The district has been covered by 3 blocks,namely, Dirang, Kalalctang and Narra-B\iragaon.

The Panchayat Raj has been introduced in the district with th North East Frontier Agency Fanchayat Raj Regulation, 1967. Under this regulation (l), the Gram Panchayat exist at the village level (2) the Anchal Samiti at the Anchal level and Zilla Parishad ope- Jtates at the district level.
