RUSVINYL’S ENVIRONMENTAL AND SOCIAL ACTION PLAN IMPLEMENTATION REPORT FOR 2019 RUSVINYL’S ENVIRONMENTAL AND SOCIAL ACTION PLAN IMPLEMENTATION REPORT FOR 2019 KSTOVO, THE RUSSIAN FEDERATION 2019 RUSVINYL’S ENVIRONMENTAL AND SOCIAL ACTION PLAN IMPLEMENTATION REPORT FOR 2019 GENERAL PROVISIONS This report has been prepared by RusVinyl LLC (“the Company”), which was created to implement the 330 kt/year Integrated PVC Plant Construction Project (“the Project”) in Kstovo district of the Nizhny Novgorod region and ensure subsequent operation of the plant. In accordance with its Environmental and Social Action Plan (ESAP), RusVinyl LLC prepares an annual report on the environmental and social aspects of the Integrated PVC Plant. Annual reports on environmental protection, occupational health and social issues, including the implementation of the environmental and social action plan, are made publicly available. This report describes the results achieved by the Company in 2019 in the following areas: 1. Occupational health, environmental protection and industrial safety management; 2. Air quality control measures; 3. Noise control measures; 4. Water protection measures, sustainable use of water resources and surface water quality monitoring; 5. Ground water, subsoil water and soil protection measures, subsoil water quality monitoring; 6. Measures to reduce impact on topsoil and vegetation; 7. Environmental protection measures during production and consumption waste management; 8. Seismic monitoring; 9. Coordination with the investors; 10. Social impact of the plant; 11. Employees’ complaints consideration procedure; 12. Occupational Health and Industrial Safety; 13. Emergency preparedness and response; 14. Plant security; 15. Independent audits; 16. Reporting. RUSVINYL’S ENVIRONMENTAL AND SOCIAL ACTION PLAN IMPLEMENTATION REPORT FOR 2019 1. OCCUPATIONAL HEALTH, INDUSTRIAL SAFETY AND ENVIRONMENTAL PROTECTION MANAGEMENT The Company operates in accordance with the environmental legislation, labour legislation and industrial safety requirements of the Russian Federation and international occupational health, industrial safety and environmental protection rules and regulations. For this purpose the Company implemented a number of respective measures in 2019. 1.1. The Health, Safety and Environmental Unit conducts regular inspections and audits of the activity of RusVinyl LLC’s production units and contractors and verifies that contractors have necessary occupational health, industrial and fire safety, environmental protection permitting documents. Meetings with contractors to discuss topical occupational health, industrial safety and environmental issues are conducted on a quarterly basis. 1.2. In 2019the programme of air pollution research and physical impact measurement on the boundaries of sanitary protection zones was implemented in full and yielded positive results. The atmospheric air is monitored in Kstovo, at the address: per. Nagornyi 35. 1.3. In 2019, the Company operated in accordance with its established Quality, Environmental Protection, Occupational Health and Safety Policy. 1.4. In accordance with the new version of ISO 14001-2015 all environmental aspects were assessed with the account of product life cycle and the risk-oriented approach. To manage the significant environmental aspect – sediment formed during reactant purification of the rock salt brine from calcium hydrocarbonate and magnesium hydroxide in the process of chlorine production by membrane electrolysis (electrolysis sludge)/ by-product mineral mixture SM3 - an action plan was developed and is being implemented, which is aimed at reducing the aspect adverse environmental impact. 1.5. In 2019, Evrokom LLC studied the possible use of by-product mineral mixture SM-3 in the production of gas silicate blocks (GSB). GSB pilot samples with 20–25% content of mineral mixture SM3 were obtained at the pilot plant, as it is exactly such mineral mixture SM3 content that would enable us to compete with the existing gas silicate block producers. For conducting an expert assessment, GSB pilot samples were provided to the Academic department of Materials Science of the Nizhny Novgorod State University of Architecture and Civil Engineering (NNGASU). According to the assessment results, a slight strength non-compliance with GOST was identified, which can be explained by the lack of mineral mixture SM3 pre-production preparation. 1.6. In September 2019, Merkuriy group of companies produced pilot batches of paving stones with 10%, 15% and 20% content of mineral mixture SM3. At the present moment this area for the use of mineral mixture SM3 is considered to be the most promising and in 2020 the works are being continued. 1.7. Throughout 2019, the Company worked on implementing the approved annual Industrial Environmental Monitoring Programme, which includes: analyses of atmospheric air near stationary emission sources and on the boundaries of sanitary protection zones; analyses of surface, ground, wastewater and technical water; measurements of noise emissions and soil pollution; studies of the snow cover and EMF strength levels; and control of waste management. 1.8. In 2019, in order to raise the environmental awareness of its employees, the Company continued to implement the internal environmental training programme. The programme makes use of visual aids such as presentations and photo slides. 1.9. As part of the All-Russian Community Cleanup Day “Green Spring” in May 2019 the territory on the bank of the Volga River, in Old Kstovo area was cleared out. More than 26 employees of the company took part in the clean-up campaign. 29 plastic rubbish bags were collected. 75,000 square meters of territory were cleared out and a big amount of household rubbish was collected RUSVINYL’S ENVIRONMENTAL AND SOCIAL ACTION PLAN IMPLEMENTATION REPORT FOR 2019 1.10. In October 2019, a Cleanup Day was held on the territory of school No. 6 in Kstovo. Employees of RusVinyl LLC helped in clearing the territory from bushes. 1.11. Every spring, the Company holds an Occupational health and environment day in order to summarize the results of the HSE Unit work and to promote the health, safety and environmental awareness. 2. ATMOSPHERIC AIR PROTECTION ACTIVITIES 2.1. In 2019, the Company performed monitoring of the air quality near air pollutant emission sources and on the boundaries of the Company’s sanitary protection zones. Air samples were taken and tested by the certified laboratories of "RPN-Sfera" LLC (Chemical analytical laboratory), Moscow; Federal State-Funded Healthcare Institution “Centre of Hygiene and Epidemiology of Nizhny Novgorod region in Kstovsky, Bolshemurashkinsky, Buturlinsky, Dalnekonstantinovsky and Perevozsky Districts”; of Institute of Chemistry in accordance with the approved Industrial Environmental Monitoring Programme for 2019. When warned by the Nizhny Novgorod Hydrometeorological Centre about unfavourable meteorological conditions, RusVinyl LLC, during its operation, implements measures aimed at reducing emissions. 3. NOISE CONTROL MEASURES 3.1. Noise monitoring and control were performed in accordance with the approved Industrial Environmental Monitoring Programme. Noise level control was performed at appropriate points at the boundaries of the sanitary protection zone. The results of measurements do not exceed the limits established by the sanitary rules and norms. Equivalent and maximum sound levels were measured during the day and at night: Point 1 (day): equivalent = 41.3 dBA, maximum = = 47.0 dBA. Point 2 (day): equivalent = 42.2 dBA, maximum =46.3 dBA. Point 3(day): equivalent = 42.6 dBA, maximum = 46.3 dBA. Point 4 (day): equivalent = 41.9 dBA, maximum = 45.4 dBA. Allowable sound levels (day): equivalent = 55 dBA, maximum = 70 dBA. Point 1 (night): equivalent = 40.9 dBA, maximum = 44.3 dBA. Point 2 (night): equivalent = 42.1 dBA, maximum = 46.8 dBA. Point 3 (night): equivalent = 40.6 dBA, maximum = 44.1 dBA. Point 4 (night): equivalent = 40,6 dBA, maximum = 44.3 dBA. Allowable sound levels (night): equivalent = 45 dBA, maximum = 60 dBA. The allowable sound levels were not exceeded. 3.2. The following noise protection measures were implemented during the Plant operation in accordance with the environmental action plan: Timely repairs of the damaged equipment producing high levels of noise; Use of acoustic liners; Use of low-noise equipment; Stop of noisy activities at night; Use of hearing protection by the contractors’ and the RusVinyl LLC employees; Location of diesel generators far enough from the work areas to ensure noise protection. 4. PROTECTION MEASURES, SUSTAINABLE USE OF WATER RESOURCES AND SURFACE WATER QUALITY MONITORING RUSVINYL’S ENVIRONMENTAL AND SOCIAL ACTION PLAN IMPLEMENTATION REPORT FOR 2019 4.1. On a regular basis throughout 2019, RusVinyl LLC carried out measures aimed at preventing potential surface water pollution. These measures included: Strict compliance with the storage and handling rules for chemicals, other pollutants, fuels and lubricants; Denial of access to the Company’s territory for unserviceable equipment and vehicles; Temporary accumulation of wastes in special places arranged in accordance with the sanitary and environmental requirements, guidelines and work procedures. Compliance with the Industrial Environmental Monitoring Programme in the waste management field. Thorough organization of activities. 4.2.
