II. Commission Action: • By a vote of 5 to 0, on the plan amendment, landmark designation and special exception, the Planning Commission recommends Approval. • The Commission agreed with the recommendation of the Architectural Review Board to designate this site as a Historic Landmark and support its adaptive reuse for residential units.

III. Request: General Plan Amendment to amend the future land use designation in the general plan, plallorfolk2030, from Institutional to Multifamily Corridor, Norfolk Historic Landmark designation and special exception for multi-family.

IV. Applicant: Monument Development Two, LLC

V. Description: • The site is located on the west side of Colonial Avenue between W. 26th and W. 27th Streets. • This request would allow the former Boys and Girls Club to be converted to 41 residential units.

VI. Historic Resources Impacts: • This building was originally built in 1949 for the Norfolk Boys Club recreation center and is a contributing structure the Park Place State and Federal Historic Districts. • Between 1954 to 1956 a pool was added, and in 1969 the building underwent a renovation in 1986 a substantial addition was constructed. • Although other Boys Clubs were constructed in Norfolk, this building is the earliest and most intact. • It is also the location which marks the merger of the Boys Club of Norfolk and the Girls Club of Norfolk. • The Boys and Girls Club ceased operation and the building was sold in 2001. • The site is a contributing structure to the Park Place federal and state historic district

VII. Public Schools Impacts: • School attendance zones include Taylor Elementary School (73% utilization), Blair Middle School (71% utilization) and Maury High School (98% utilization). • Approximately 4 school aged children could be generated by the proposed development (0.1 school aged children per unit). • Given the low number of potential students and the existing school capacity, no significant school impacts are anticipated (note that full utilization is typically calculated at 120%).

B. Plan Analysis Plan Amendment • plallorfolk2030 identifies this site as Institutional, making the proposed use inconsistent with plallorfolk2030. o An amendment to Multifamily Corridor is necessary for the proposed use to be consistent with plallorfolk2030. • The Identifying Land Use Strategies Chapter of plallorfolk2030 identifies the Multifamily Corridor category as a location for duplexes, townhomes, or smaller apartment buildings that match the scale of surrounding development, minimal setbacks, and limited parking. o It also calls for developing appropriate land use transitions between lower- intensity residential areas and other more intense land uses by stepping down the level of intensity, and by using vegetated buffers to ensure meaningful physical separation. • The prior uses at this site were institutional in nature, necessitating the Institutional land use designation. • The existing building provides an appropriate transition between the commercial and industrial uses to the south and the single family uses to the north. • Since the site would appear to no longer be viable for institutional users, and the existing structure provides an adequate buffer from more intense uses, the Multifamily Corridor designation is appropriate. Historic Landmark Designation • If the plan amendment is approved, the request would be consistent with plallorfolk2030. Special Exception • If the plan amendment is approved, the request would be consistent with plallorfolk2030.

C. Zoning Analysis i. General • In 2014, the Historic and Cultural Conservation and Historic Landmarks Chapter of the Zoning Ordinance of the City of Norfolk, 1992, as amended, was amended to allow for the creation of a Norfolk Historic Landmark designation. • Designation as a Norfolk Historic Landmark requires the following: o Submission of an application to the Architectural Review Board (ARB) to request that a structure or structures be designated as a Norfolk Historic Landmark. o Upon review of a staff report and the application, ARB provides a recommendation to the Planning Commission regarding the designation of the structure(s) as a Norfolk Historic Landmark. o A public hearing is held by both the Planning Commission and City Council. o Approval of the designation by City Council deems the structure(s) a Norfolk Historic Landmark. o The result is that the structure is deemed historic and any modifications, additions or changes to the exterior will be required to be reviewed and approved by the Architectural Review Board. • In February of 2016, the Norfolk Historic Landmark provision was modified to allow for additional uses for structures designated as such. o Uses now include any use permitted in the Commercial or Residential Table of Land Uses and require a special exception. o The applicant proposes to convert the existing building to 41 residential units. • Upon consideration, on July 24, 2017, the ARB recommended to the Planning Commission the designation of this structure as a Norfolk Historic Landmark. • The applicant has successfully completed or has begun construction several adaptive reuse projects in Norfolk including Bright Leaf (formerly Atlas Flats), Linde Air Products Co. building (Dagenhart), Norfolk Coffee and Tee, and the Ghent Warehouse.

ii. Parking • Chapter 15, Parking, requires that an adaptive reuse of a building for residential to provide one parking space per dwelling unit and the proposed development complies. o The applicant proposes 41 parking spaces which complies with the requirements. ■ There are an additional seven parking spaces on site, but because they back out into 26th Street, they cannot be counted towards the required parking. o The applicant also proposes a total of eight bicycle spaces (six in lobby and two outside).

iii. Flood Zone The property is in the X (Low to Moderate) Flood Zone which is a low-risk flood zone.

D. Transportation Impacts • Institute of Transportation Engineers figures estimate that this proposed residential reuse development will generate 273 new vehicle trips per day. • None of the streets adjacent to site (Colonial Avenue, W. 26th Street, and W. 27th Street) are identified as severely congested corridors in either the AM or PM peak hours in the current update to the regional Congestion Management analysis. • The site is near transit service with Hampton Roads Transit bus route 11 (Colonial) operating adjacent to the site. • None of the street segments adjacent to site (Colonial Avenue, 26th Street, and 27th Street) are identified priority corridors in the City of Norfolk Bicycle and Pedestrian Strategic Plan.

E. H. Surrounding Area/Site Impacts • Designation of this structure as a Norfolk Historic Landmark will allow for the preservation of this historic structure and require any modifications to be reviewed and approved by the ARB. • The adaptive reuse of this building to multi-family will be in keeping with the existing development along this portion of the Colonial Avenue corridor.

I. Payment of Taxes The property owner is current on real estate taxes.

J. Civic League Notice was sent to the Park Place Civic League on July 20, 2017 and the applicant is meeting with them on August 21st.

K. Communication Outreach/Notification • Legal notice was posted on the property on July 11. • Letters were mailed to all property owners within 300 feet of the property on July 9. • Legal notification was placed in The Virginian-Pilot on July 10 and July 17.

L. Recommendations Plan Amendment Staff recommends approval based on reasons stated in the report.

Historic Designation • In concurrence with the Architectural Review Board, staff recommends that the structure be designated as a Norfolk Historic Landmark based on the following criteria:

(1) The area exemplifies the architectural cultural, economic, social, political, artistic, or religious history of the city. (2) The area exemplifies the architectural character of a particular era in the history of the city. (3) The area is the site of an historic event which had a significant impact on the history of the city. (4) The area contains open space, street configurations, topographical features, bodies of water, or landscaped grounds of significance with regard to urban planning or landscape architecture. A cloth awning surmounts the primary entrance. The building features fixed, metal and plate glass, storefront windows. Cloth awnings surmount some of the windows on the north and south elevation. The building features metal, hopper windows with rowlock brick sills. There is a single-leaf, metal door on the west elevation that is accessed by metal stairs. Summary Statement of Significance:

The Park Place Historic District is a residential and industrial historic district located north of the center of the city of Norfolk, Virginia. It is primarily defined by turn-of-the-20th-century residential buildings and low-scale turn-of-the-20th-century to mid-20th-century industrial buildings. The district comprises four major developments dating to the late 19'h century: Kensington, Park Place, Old Dominion Place and Virginia Place. Mostly residential in character, an industrial area is situated at the south and west ends of the district, which was influenced by the Norfolk Southern railroad spur that was built in 1884. Development pressure due to the success of Ghent, Norfolk's first planned suburban development, in 1890 led to the sale of numerous small farmsteads surrounding the downtown area to alleviate the increased housing demand. The initial sale of lands within the Park Place Historic District occurred in 1890 with subsequent land acquisitions and suburban development plans in 1896, 1898, and 1902. The addition of the streetcar line in 1898 and the development of Lafayette Park, Norfolk's first city park, made the Park Place Historic District an attractive and convenient place to reside. The easy access to the downtown and proximity to developing industry along the railroad line enabled the area to develop quickly in the 1910 to 1920 period. Additional buildings were added and improved into the 1950s. The district is comprised of'1532 contributing resources and 333 non-contributing resources, and encompasses approximately 347 acres. The Park Place Historic District is significance under Criteria A and C for its association with Norfolk's suburban development and for its architectural character and integrity from the period 1884 to 1955.

Statement of Significance:

The land on which the Park Place Historic District lies was occupied by small farmsteads of less than fifty acres to approximately 200 acres in Norfolk County, just north of the city of Norfolk. A number of property owners were scattered within the approximate 400-acre area bound presently by 23rd Street to the south, Granby Street and Church Street to the east, 38th Street to the north, and Hampton Boulevard to the north. The lands remained open and privately owned through the 19th century.

In 1890 Norfolk's first suburban development was planned north of downtown. Named Ghent, the development's success was impetus for land developers to acquire open lands for the creation of suburbs. The streetcar, which operated as early as 1873 as horse-drawn carriages, had been electrified by 1894 and had been extended to the developing outlying suburbs. The growth of the city coupled 25-7 - General standards and considerations for special exception uses.

No application for a special exception shall be approved unless the city council, after review of the recommendation of the planning commission, shall determine that the proposed special exception use is appropriate in the location proposed based upon its consideration of the general standards set forth below and, where applicable, the special standards for specific uses. No application for a special exception shall be recommended or granted pursuant to this chapter unless the application is determined to be in compliance with the following:

25-7.1 Compliance with ordinance and district purposes. The proposed use and development will be in harmony with the objectives and policies of the adopted general plan of Norfolk and with the general and specific purposes for which this ordinance was enacted and for which the regulations of the district in question were established.

25-7.2 No substantial impairment of property value. The proposed use and development will not substantially diminish or impair the value of the property within the neighborhood in which it is located.

25-7.3 No undue adverse impact. The proposed use and development will not have an adverse effect upon the character of the area or the public health, safety and general welfare. Conditions may be applied to the proposed use and development, as specified in section 25-8 below, to mitigate potential adverse impacts.

25-7.4 No interference with surrounding development. The proposed use and development will be constructed, arranged and operated so as not to interfere with the use and development of neighboring property in accordance with the applicable district regulations.

25-7.5 Adequate public facilities. The proposed use and development will be served adequately by essential public facilities and services such as streets, public utilities, drainage structures, police and fire protection, refuse disposal, parks, libraries, and schools.

25-7.6 No traffic congestion. The proposed use and development will not cause undue traffic congestion nor draw significant amounts of traffic through residential streets.

25-7.7 No destruction of significant features. The proposed use and development will not result in the destruction, loss or damage of natural, scenic or historic features of significant importance.

25-7.8 No pollution of environment. The proposed use and development will not cause substantial air, water, soil or noise pollution or other types of pollution which cannot be mitigated.

25-7.9 No negative cumulative effect. The proposed use and development will not cause a negative cumulative effect, when its effect is considered in conjunction with the cumulative effect of various special exception uses of all types on the immediate neighborhood and the effect of the proposed type of special exception use on the city as a whole.

25-7.10 Compliance with standards. The proposed use and development complies with all additional standards imposed on it by the particular provisions of the ordinance authorizing such use.

Originally organized as the Boys Club of Norfolk in 1919 under the auspices of the Rotary Club, this Club was initially housed in the basement of St Paul's church. Later, it moved to 315 Chestnut Avenue, Berkley. Though an exact date for the move was not found, the property at 315 Chestnut Ave was vacant in 1928; the club must have occupied the building thereafter. In 1949, the Club moved to its newly constructed facility at 2607 Colonial Avenue and by 1950, the 315 Chestnut Avenue address was demolished in anticipation of construction of the downtown tunnel and Berkley Bridge.

The Norfolk Boys Club had 300 members immediately prior to opening to the facility on Colonial Avenue; in its first year of operation (1949-1950), membership grew to over 1000 boys. The Colonial Avenue club was purpose built to house the vast array of offerings provided to members of the Boys Club (annual membership was scaled based on age, ranging from 25 cents to $1 per year). The available offerings included:

• Gymnasium • Leather tooling • Game rooms • Plastic moulding • Library • Photography • Woodworking and metal shops • Outdoor playground • Art classes • Sports • Model airplane making • Movies

A primary purpose for the Club was to provide leisure activities in a "democratic" and monitored environment. The Club director expected the boys to supervise one another, with only limited intervention by adults. This strategy appears to have succeeded; statistics document that between 1949-1952, police reported a 22% reduction in 'pickups' in the school districts served by the club. The Club Director expected boys to enjoy the Club, but also to participate at home, in church, and at school.

Initially, the Club was designed to include a swimming pool. Though a critical aspect of the planned programming, the pool was cut from the budget due to cost overruns during construction. However, the Club board and larger community stepped in and provided funding to construct a pool between 1954-1956. Articles in the Virginian Pilot indicate that free swimming lessons were offered for two weeks just after the pool opened. In that short time, 818 boys and girls registered for swimming lessons. Offerings continued to expand over the years, and even eventually included free dental work.

The Colonial Avenue Club underwent a second renovation in 1969, and then a major renovation and expansion in 1986 (at this time, the expansion was designed to accommodate a merger of the Boys and Girls Clubs of Norfolk into a single facility). The pool was modified and enclosed in glass, an addition to the west was constructed to house girls' activities and interior finishes were upgraded. The original Club building was retained.

As the popularity of the Colonial Avenue Club grew, the organization sought to expand. A companion club called the WW Houston Boys Club, was built in c1967 at 3401 Azalea Garden road. It has since been converted into the Christian Fellowship Church. Likewise, records indicate another Boys Club was opened in Berkley in the former Lodge Building. This facility opened in 1966/67 and required much sweat equity from the Executive Director and members, as the building was in poor condition. Sadly, this club was demolished in conjunction with construction at 1-264. The Colonial Avenue Boys and Girls Club is earliest and most intact Club remaining in Norfolk. It served as a lynchpin of the youth community for the surrounding neighborhoods for decades, serving over 1000 children at a time. It is also the location which marks the merger of the Boys Club of Norfolk and Girls Club of Norfolk, representing an important change in the philosophy and programming of youth activities.
