Profile Dr. Le Net is a partner in charge of LNT & Partners’ Infrastructure and Financial Services practice group, which is widely renowned for its capacity to tackle complex assignments. His deals have been highly regarded and contributed to the firm’s title of ALB Firm of the Year 2019 and Deal Firm of the Year 2014. His most significant matters include major ODA infrastructure projects, complex ICC arbitrations, oil refineries, and oil rigs. Dr. Net has been selected as a leading lawyer in the fields of project finance, international arbitration, and infrastructure by IFLR1000, Legal 500 and Chambers Global since 2009. In 2012, Dr. Le was awarded the title of “Lawyer of the Year” by Vietnam’s Ministry of Justice. He is a lecturer of civil law at the University of Law, and has authored textbooks that have been published in Vietnam and internationally. Dr. Le is also an arbitrator at the Vietnam International Arbitration Centre (VIAC) in which he has chaired or co-arbitrated more than 30 cases and a member of Chartered Institute of Arbitrators (CIArb). Prior to co-founding LNT & Partners, Dr. Le worked at Baker & McKenzie and Clifford Chance. Banking & finance and energy sector work highlights  Acted as lead counsel for a bank in a project finance for an oil rig of PetroVietnam Drilling Overseas.  Advised Petro Vietnam on a USD 175 million syndicated loan agreement with Citibank () and Citibank (Tokyo). Form: LMA.  Advised PetroVietnam Technical Service Corp (PTSC) on a USD 56 million offshore loan from CGGV Veritas through Societe General. Form: bank’s form.  Advised China Construction Bank (HCMC Branch) on a USD 73 million syndicated loan for the development of Hailide’s USD 150 million fiber textile complex in Tay Ninh (Vietnam).

 Advised Vietcombank on a USD 200 million loan with China Development Bank (Beijing). Form: LMA.  Advised Vietcombank on a USD 250 million loan and USD 1 million domestic loan to finance real estate projects within the territory of Vietnam.  Advised Vietcombank on a USD 65 million syndicated facility agreement with Mizuho (Tokyo), Credit Lyonais Agricole (Tokyo) and SMBC (Tokyo). Form: APLMA.  Advised Vietcombank on a USD 100 million syndicated facility agreement with Standard Chartered Bank (Vietnam) and Standard Chartered Bank (New York), using nostro account as collateral. Form: APLMA.  Acted as a counsel for SCB in a syndicated loan between SCB (Singapore), SCB (Hanoi) and SCB (Ho Chi Minh City) to finance Vietnam Singapore Industrial Park project.  Advised ANZ Singapore on a 25 million USD loan to Phu Thai Trading Corporation.  Advised PVPower on the equitsation of, and sale to a strategic investor of PetroVietnam’s shares in, PVPower.  Advised Bank of Tokyo Mitsubishi UFJ on ISDA with Vietinbank (interest risks).

Other work highlights  Advised PetroVietnam on the negotiation of an offtake agreement with Nghi Son Refinery and Petrochemical LLC (NSRP).  Advised PetroVietnam on the construction of a major power plant valued at USD 1.6 billion.  Advised PTSC on a thermal power plant construction contract with GEDI China.  Advised Kawasaki Heavy Industry in relation to the Uong Bi Expansion Plant.  Advised on Phu My 2.2 BOT Thermal Power Plant project.  Represented the client (the Respondent) in its first major arbitration before Vietnam International Arbitration Centre (VIAC) over construction contracts related to 7 disputes during the construction of an expressway project. The deal size is approximately USD 3.2m.  Represented the client before the ICC International Court of Arbitration in Singapore in relation to the dispute settlement under EPC Contract valued at USD 25m.  Represented the claimant in a dispute concerning a construction services contract for hydropower plants (USD 375m).
