    STATE OF NEW HAMPSHIRE AGENCY REAL PROPERTY REPORTS REQUIRED BY RSA 4:39-e FOR THE FISCAL YEAR ENDED JUNE 30, 2019 4:39-e Real Property Owned or Leased by State Agencies; Reporting Requirement. I. On or before July 1, 2013, and biennially thereafter, each state agency, as defined in RSA 21-G:5, III, shall make a report identifying all real property owned or leased by the agency. For each parcel owned by the agency, the report shall include any reversion provisions, conservation or other easements, lease arrangements with third parties, and any other agreement that may affect the future sale of the property. For each parcel leased by the agency, the report shall include the lease term. II. Each state agency shall file the report with the governor, the senate president, the speaker of the house of representatives, the chairperson of the senate capital budget committee, the chairperson of the house public works and highways committee, the chairperson of the long range capital planning and utilization committee established in RSA 17-M:1, and the commissioner of the department of administrative services. III. The commissioner of the department of administrative services shall develop a standard format for agencies to use in submitting the report required under this section. The form of the report shall not be considered a rule subject to the provisions of RSA 541-A. (Source. 2012, 254:1, eff. June 18, 2012.) Introduction and Notes In developing a standard format for all agencies to use in submitting the report required by RSA 4:39-e, Administrative Services (DAS) staff designed and constructed a central state real property database to receive, store, maintain and manage information on all real property assets owned or leased by the State of New Hampshire, and from which all agency reports are generated.

Such were the sentiments of Celia when viewing the Forest of Arden as portrayed by the immortal Bard of Avon in "As You Like It"; and such have been the thoughts of the thousands of visitors who have been attracted to Jaffrey by its Monadnock Mountain, its tree-clad hills, its crystal lakes, its sparkling brooks, and its shady roads. And a goodly proportion of those who have come once to taste those pleasures have returned year after year not only to "waste time," in the words of Celia, but to renew strength and vigor of body and soul by breathing the pure air, tramping over the hills, resting in the cool woods, and bathing in the shining lakes. Neither history nor tradition tell of the beginning of Jaffrey as a pleasure resort, but more than one hundred years ago the town found it necessary to license places of refreshment for mountain visitors (see The Grand Monadnock), as appears from John Fife's advertise­ ment in the New Hampshire Sentinel of August 6, 1824: The subscriber will be ready to wait on who shall visit Monadnock this season after Tuesday next at the brook about one-half hour's walk southeast of the pin­ nacle where he is erecting a sufficient building as shelter from the sun, rain or the chills of night. Tea and coffee, with suitable meats and drinks will be provided. Horses may be left at his house on the turnpike.

O’Donovan, Division Director OFFICIAL LIST OF PUBLIC WATERS Published Pursuant to RSA 271:20 II (effective June 26, 1990) IMPORTANT NOTE: Do not use this list for determining water bodies that are subject to the Comprehensive Shoreland Protection Act (CSPA). The CSPA list is available on the NHDES website. Public waters in New Hampshire are prescribed by common law as great ponds (natural waterbodies of 10 acres or more in size), public rivers and streams, and tidal waters. These common law public waters are held by the State in trust for the people of New Hampshire. The State holds the land underlying great ponds and tidal waters (including tidal rivers) in trust for the people of New Hampshire. Generally, but with some exceptions, private property owners hold title to the land underlying freshwater rivers and streams, and the State has an easement over this land for public purposes. Several New Hampshire statutes further define public waters as including artificial impoundments 10 acres or more in size, solely for the purpose of applying specific statutes. Most artificial impoundments were created by the construction of a dam, but some were created by actions such as dredging or as a result of urbanization (usually due to the effect of road crossings obstructing flow and increased runoff from the surrounding area).
