Contoocook and North Branch Rivers Local Advisory Committee (CNBRLAC) Minutes April 18, 2016 Attendees: Chair, Janet Renaud, Jack Shields, Brian Maloy, Jon Manley, Bill Preston, Joe MacGregor, Paul Krampfert, Ruth Ward, John Haley, Rod Zwirner, Ben St. Pierre Regrets: Jim Young, Ken Messina, Joe McGregor Meeting began at 7:01 at Monadnock Paper Mill. We welcomed new member Ben St. Pierre from Hopkinton. Ruth made a motion to accept March minutes, Bill seconded, passed. Treasurer reports $535.44, no motion to accept was made. The goal is to rehabilitate a 2,000 foot long segment of the road beginning at the southerly end of the intersection with Pine Street and to the northerly limit at the intersection with the Hopkinton Middle/High School driveway. Additionally, project improvements include extending the existing sidewalk facility and closed drainage system along the eastern side of the road from approximately 200 ft. north of the Pine Street intersection to the northerly project limit. The Spring Street intersection layout retrofit will include improvements to the roadway widths and radii and will match in within 100 ft. of the edge of Kearsarge Ave. Total permanent impacts: 1,125 sf Total temporary impacts: 1,074 sf Please submit comments by Friday, June 03, 2016. The committee reviewed project plans, this plan is still under technical review and categorized as a minimum impact project by DES. After discussion, the committee voted no objection to the project provided DES rules are observed. Motion made by Jack, seconded by John, passed. The existing shoreline is undermining in a way that is potentially harmful to the existing house. A fieldstone walk is also proposed to provide lake access. Total temporary impacts: 700 sf Please submit comments by Thursday, June 16, 2016. Please notify the inspector as soon as possible if you intend to submit comments. The committee is concerned about this project; we are not in favor due to the transfer of erosive energy downstream when shoreline armoring is used to protect property. We feel DES should require further study of the hydrogeological effects of such an alteration. The committee voted to send a letter of concern, motion made by Jon, seconded by Bill, passed. VRAP We reviewed sampling sites, Janet will submit our sites to Ted. Brian asks that we get new solutions for all kits, Janet will pass along the message to Ted. Paul will be attending the VRAP training, possibly Ben St. Pierre as well. Other Business Ruth will be attending the NHDES 2016 Drinking water Source Protection Conference on Wednesday May 11 at the Grappone Center. It appears there is lots of interest in hosting the Invasive Species training. So far, Greenfield, The Monadnock Mill, Stoddard, Hidden Lake Association and Highland Lake Association are considering hosting the sessions. Janet will write a letter of support to establish the Warner River as a scenic river. Paul gave a short report of the Water’s Worth It! Legislative Breakfast. Water and wastewater infrastructure is under serious stress due to neglect. Huge investments in water systems and treatment plants are needed to continue to provide safe drinking water and responsible wastewater treatment. The committee thanked Paul for his plea to Deering to provide a representative member. The conservation committee is considering the request. Jon informed the committee about the progress of various water and wastewater related bills making way through the legislature. Thank you Jon. Greenfield is celebrating Earth Day with a town wide clean up. Bennington will sponsor a breakfast followed by hard physical labor on Earth Day. And lastly, Stoddard will be celebrating Earth Day beginning at 10:00. There being no further business before the committee, Jack motioned to adjourn at 8:46, Janet seconded, passed.
