(TRANSLATION: Yung aking mata, limitado. Ang mga nakikita ko hindi lalaki, babae lang talaga. Hindi ko makita ang mga lalaki, yung mga magaganda lang.)

Ang problema ani, naadto na ko sa tanang foundation day, anniversary. Ang itagbo nila sa akua, tag-as kaayong mga babae. Walay katupong nimo ba nga patas ang laban. PDP Laban ra ba ta.

(TRANSLATION: Ang problema nito, nakapunta na ako sa lahat ng foundation day, anniversary. Ang ipapares pa naman sa akin, matatangkad talaga na mga babae, hindi mo mga ka- height. PDP Laban pa naman tayo.)

Well, anyway, I’ll just pay my respects to Governor Del Rosario, Senator Angara, Sonny is here; si Vice Governor Alan Dujali, Mayor Allan Rellon, Mayor Maria Theresa Timbol; Postmaster General Joel Otarra, thank you for that commemorative stamp, sir; mga kauban na ko sa gobyerno, ang akong mga kaigsuunan, maayong hapon kaninyong tanan.

You know, I got three invitations today coming from the local government units that were converted into provinces some 50 years ago.

I remember this place because my father was one of the original lawyers of an association noon. Actually, UTA pa rin – the Tagum tillers who tilled the land and there was a case in the issuance of titles and my father was just about, he was very young and I was only — 1950 when I was a child.

Ang tawag namo nari “Ugpo.” That’s the original name of Tagum and by the grace of God, my father became governor but in 1967, ’68, he died. And the one province, one huge province of Davao was divided into four local governments.

Davao City which Lopez — kasi brod man niya si Presidente Marcos, sa Sigma Rho, he was retained as the mayor of the city of Davao.

Then ito, dito naibigay kay Bul-anon ang daghan diri actually sila who got that… nakalimutan ko. It’s a vague memory but nanggana dire, na-appoint and simply it was severely a gerrymandering.

You divide local — one big piece of property, you divide it to accommodate political leaders, which is also good. But that is not the usual practice. But I think that dividing Davao — Davao Oriental also invited me to be there today but I could only accommodate about two.

Sabi ko na ibang panahon na lang kayo because I have to travel to Oriental then cross again. You know my day, hindi ko naman dine-deny ‘yan. My day starts at one.

I work but at one o’clock, after lunch, pagkaligo na ko niyan, I do not have any nocturial life – adventures, wala na. Matanda na ako. I usually sign papers, ganon kakapal lalo na kung hindi ako mag-report sa bahay ko diyan sa, by the river.

Ayaw ko tawagin ‘yan ng “Palasyo,” kasi hindi naman palasyo. I do not like the term “Palace.” It’s just the residence of a co-worker of government, pareho tayo. And I get to —

You know being a lawyer, and going by the past experiences of presidents, delikado ba. You just sign the — even if it is already a processed one coming from your assistance, you still have to read lalo na ‘yung mga contracts because sometimes that is where the fl ag, the red fl ag is.

You know, I hate corruption and if there’s one thing that hindi ka talaga makalusot sa akin is do not do it. Because I’m not doing it and I have never done it in the 23 years of my mayorship in the city and a congressman for one term and another term during the mayorship of my daughter. Noong panahon na nambugbog itong si Inday ng sheriff.

So ayon. That’s my life. I read documents, ‘di ko pinapa- ano ‘yan. Then I have to study. And I — you know, I am today with a heavy heart because by the time I reach home, nandoon na ‘yung papel na briefer for the day and andoon ‘yung mga narratives.

It’s a sort of a journal like the police but it’s makapal, it’s a narrative of today’s events that’s happening in Marawi and I get to read the so many soldiers and police who are dying.

You know, I… it’s almost like akin, pareho ng guilt feelings pero trabaho ko kasi. My only consoling issue there is that I have to do it because it is my constitutional duty to preserve and defend the Filipino people. Wala akong magawa diyan but I — when I read the, ‘yung patay, lalo na sa mga sundalo.

If there is one person in this Republic, in this country who is really traveling with a heavy heart, it’s me because I ordered the Armed Forces and the police to go there and fi ght and perhaps, to die.

So every time I read the casualties, parang it’s very unsettling, gilok sa lawas (TRANSLATION: it’s gruesome) ‘di ko malaman kung anong gawin ko but I cannot stop the fi ghting because I will never, never, never compromise with terrorism.

You know I can perhaps understand, alam mo ‘yung mga komunista, gahi lang mo’g ulo eh. At no other time na kung may Presidente na pwede ‘yung mag-usap ng ganito. Until now, there is no ceasefi re, we have continued fi ghting but walang mga aresto. And even when you go downtown and — it is as if it’s still there.

You know — Maminaw mo karon, mura ra mo’g nagparevise ra mo diha. (TRANSLATION: Makinig kayo ngayon, parang nagparevise kayo diyan.)

Would you kindly stop fi ghting? Wala man koy gipangayo.

(TRANSLATION: Wala naman akong hinihingi.)

Ang problema, itong, kayong mga komunista, you do not want my soldiers — “my” because ako ang Commander-in- Chief eh tsaka parang personal na mga anak ko ‘yun. Ako ‘yung nag-utos sa kanila na — because they have to patrol and control every inch of the territory.

Do not give me that s*** na ‘nisulod man gud ang inyong mga sundalo mayor sa among —‘

(TRANSLATION: — na pumasok kasi yung mga sundalo mo mayor sa aming —‘)

That’s b*** s*** — I am the President and I will never allow that proposition. Though we are not there all the time,

we cannot guard every inch of this Republic but I must insist that I, I own the Republic in behalf of the Filipino people every inch of the way.

So ayaw ko’g tagai ana nga naa moy teritoryo (TRANSLATION: So huwag niyo akong bigyan niyang meron kayong teritoryo), that I will recognize because I will not do it. One, it is wrong. Second, it is a diffi cult stand.

O ngayon, itong… kayong mga komunistang nakikinig ngayon, marami. Unsa pa? (TRANSLATION: Ano pa?)

Talawan man diay. Sige sila’g taas og kamot, labot mo’g bagtas bukid mag gunit og pusil, hambugero kaayo.

(TRANSLATION: Takot naman pala, taas ng tas ng kamay, malakas ang loob maglakad sa bukid na may dalang armas, mayabang.)

You know I was… Alam mo ba itong mga buang na ito? At when I was vice mayor, ‘yung sa setup sa old, just before the regular revolutionary government ni Cory, I was appointed vice governor for one year. I went diyan sa Paradise. Alam mo ang ginawa nitong mga buang na ito? Hinold (hold) ako tapos kinangaroo (kangaroo) court ako.

At sabi nila, ito ‘yung fi scal na nagpo-prosecute sa atin. Sabi ko, “Totoo. Ano pala ang gawain ko sa inyo? ‘Yan ang trabaho ko.” Sabi nila, “’Di wala. Ito fi ring squad.” Sabi ko, “Look.” Magkinig na ‘yan sila ngayon, tanungin mo.

Sabi ko, “Adre, lahat ng tao namamatay sa mundong ito. Walang lulusot. Kung patayin ninyo ako, susunod rin kayo. Pero let it be known that you killed me because I was doing my duty as a prosecutor.” ‘Yan lang ang gusto kong malaman ng tao. Kaya sabi ko, “Patayin ninyo ako, mas madali. Mabuti nga ‘yung bala kaysa sakit, eh.” Eh, kung mag kirig kirig ka’g Malaria, ‘di totoo.

And you know, we can talk. But do not give me a double face. Ako, nakapag- lang ako because I know practically

everybody. We used to talk. We were friends. But that was during the time when I was mayor. I was not then burdened with the responsibility of running the country.

Eh ngayon, iba na ang sitwasyon. ‘Pag kinalaban mo ‘yung pulis ko, ‘pag binaril mo ‘yung sundalo, kalaban talaga tayo. Kung magbarilan tayo, ‘di magbarilan. ‘Yan ang ano ko diyan… But can you just stop fi ghting for a while?

Kasi, ang sabi ng mga lider ninyo sa Europe, there will be a ceasefi re. Una, sabi ng leader ninyo, that the… you were to engage government forces. Tapos, they realized now, at this very late day, that wala kang makuha diyan sa terorista.

There will never be a political, social or economic space for you communists if it is terrorism that prevails the day. Wala kayong makuha diyan. And the terrorists — itong terorista, walang ideology ‘yan.

It is far distant from Islam, which they have corrupted to keep people in the name of God. Wala kayong makuha diyan sa anong nationalism.

Ang MI, MNLF, mak — makasabot ko. I can understand you. That is why I have not declared any overt action against you. I want to talk to you because I know, ang inyo was just a rising nationalism. Alam ko na… meron man akong mamang mestisang Maranao. You all know that, okay. And my father was a Chinese, Lam.

Siguro, basin ig-agaw nako tung Lam nga sugarol na p***** i**ng Patayin ko yung buang.

(TRANSLATION: Siguro pinsan ko yung sugarol na p***** i**ng si Lam. Papatayin ko yung buang.)

Alam mo, ang MI, MN was a product of a sense of nationalism. You know why? Before Magellan landed in Leyte

in 1521, Islam was already ahead in Mindanao by 50 years. Sabi nila, 100 years.

But when I was a congressman, I had the chance to go around Southeast Asia and I dig — dug into the archives. At alam ko itong history ng Southeast Asia, the movements of people and of the natives here.

Puro tayo Malay eh. Indonesian, Malaysian. Kaya lang, nauna dito ang Islam. Doon naman, we were subdued by the Spaniards. And that subjugation was not also easy to accept in the sense that it was also brutal and cruel.

Noon, ‘pag ‘di ka makakalikom, patay ka. Baka akala mo ‘yung inquisition ng… may pari dire?

You know, the inquisition of Europe and everywhere else came from the Catholic Church. Kita mo si Father GOMBURZA, ‘yung tatlong pari na Pilipino na og tuok (TRANSLATION: … yung sinakal)

Because you know, if you talk independently of the Catholic church noon, you are a heretic and you… they’d torture you to death.

The fi rst tribe, or whatever religion that embarked on this inquisition, ang Katoliko. Pero over the years, nabuotan na sila, og katong niaging eleksyon, nagbinuang na pud ang mga y***

(TRANSLATION: …naging mabait sila, and nung nakaraang eleksyon, naglololoko nanaman ang mga y***.)

T*** i**ng mga obisp — nay Obispo dire? Sige lang pang- atake. You know, kita mo ‘yung isang araw. Or was it four days ago?

A grandmother, a wife, three children, patay. Anong sinabi ng p***** i** niya? “Trip trip lang ‘yun, sir.”

Most of the time, itong human rights defend criminals. Wala na silay kliyente na dili criminal. Kay kung sabihin mo lang na abuso sa pulis o military, we in the government, in the military, in the police, can’t handle it.

Kay kanang patay sa gawas, wa moy labot ana. (TRANSLATION: Kasi yung mga patay sa labas, wala kayong pakialam niyan.)

I have the daily briefer, and you can see, “Arrested, arrested. Nine neutralized, but one or two…” You know, shabu is a deadly game. It’s just like in Latin America. Now they are fi ghting for a territory. Territorial na ang away.

Ang uban, dili mamayad, dili muremit. Eh patyon ka gyud ana na imong mga tagadon, mga pobre. Mao nang kalisod dira, kay mao nang dali nga trabaho.

(TRANSLATION: Yung iba, hindi nagbabayad o nagreremit, eh papatayin ka talaga niyan sa inyong pinapansin, mga pobre. Yan yung mahirap, yun ang madaling trabaho.)

That is why we are trying our best to improve the economy of the country so that we can give gainful employment for everybody. As it is, kulang tayo ng mga trabahante. Kasi atin ‘yung mga plumber, ‘yung mga expert electricians, nandoon na sa Middle East. But if you go to Davao today, if you are not able to go back within a month’s time, you see a new building.

Ako, matingala hangtod — (TRANSLATION: Nagtataka ako hangang—)

And it is last night, it was reported that we heard, ang Davao City, the highest — nine percent ang domestic growth.

Igo nako’g ihawak ang mga p****g i** muabot gud diha. (TRANSLATION: Hinahawakan ko lang yung mga p***ng i** dumarating diyan.) 8 JULY-AUGUST

Look, for all… Sa lahat — military, civilian, police, religious — when I was mayor, sabi ko, “Do not destroy my country. Do not deprive us of our young children. ‘Yan ang pag-asa naming, kinabukasan.” Hindi tayo mayaman. Kaya ‘yang helicopter, hindi akin, inyo ‘yan. Gusto niyo ibigay ko na lang sa inyo ‘yan. Para service ninyo Davao diri. Hindi ko man kailangan ‘yan. Matagak na’g una, awa ra. (TRANSLATION: Mauuna yan na magcrash, tignan niyo.)

Do not do that pagkat.. pagka tudluan nato, kinsa may muhungit sa atong ba-ba? Sino ang magpakain sa atin sa ospital? Who will pay for our oxygens and the medicine? Tayong mga anak.

Ngayon, ang ating mga anak, ‘yan ang trabaho nila pagdating ng panahon. Eh kung gawain mong g*** itong mga anak ko, patayin ng kriminal. imong jugjugon? Sino naman maligayahan na makita ka buhay ka?

Sabi ko, “Do not destroy my country because I will really kill you.” Totoo talaga ‘yan. Ay, anak ng pu—

Eh gusto nako karon ana na pud nagadala ko’g baril.

Hindi, kasi ‘yung iba… mugakos ba, ana. Malay ko ba pag gakos inyo ra bang unahon. Mura ba’g… pag ana tapos … oy dibdib mo pala ito.

(TRANSLATION: Yung iba kasi maghuhug, ganyan. Malay ko ba pag hug nuyo, uunahin niyo pa naman yan. Akala mo namang ano, pag hug tapos… uy dibdib mo pala ito.)

Sabi ko, syempre… you would know when it… there… when it is really an attack. Ingnon nila nga putlan kag li-og sa Marawi, eh subukan mo daw be. Unsa man na murag buang, paputol ka’g li-og? Kaya nako’g putlan og u*** Pirting pakpak sa mga babae oh. Inyo lang bana nagabuhat ana, sus. Mayor

Duterte duha, tulo’y asawa. T*** i** nang imong bana, sunda na sa. Si mayor diri, pila nako na;g kit-an sa Davao iyang asawa.

(TRANSLATION: Sabi nila puputulan ka ng le eg sa Marawi, edi subukan mo. Ano ba yan, parang baliw, magpapaputol ka ng leeg? Kaya kong putulin yung u*** grabe ang palakpak ng mga babae o. Yung mga asawa niyo ginagawa yan, sus. Mayor Duterte, dalawa, tatlong asawa. T*** i** yung asawa mo, sundan mo. Si Mayor dito, nakita ko na yan sa Davao ng maraming beses na kasama yung asawa niya.)

Alam mo, sa totoo lang, walay lalaki na hindi kumakaliwa. Tanggapin ninyo ‘yang mga asawa. Sa sampu, may mga tulu na buotan gyud. Totoo ‘yan. Isa doon, tatay ko. Tanungin mo ‘yang mga… ‘yung naabot… nakaabot ng tatay ko.

Akong tatay mukaon… mukaon, mukrus. Pero kaon na. Unya mulabay’g simbahan, krus. Naay kapilya, krus. Mga babae, dili man na tanan kausa sige lag pangurus dira. Mga ma-impyerno ko sigeg pangurus.

(TRANSLATION: Yung tatay ko, nagsisign of the cross bago kumakain, tapos kung dumadaan sa simbahan, at pag may chapel. Yung mga babae, hindi naman lahat, once, puro sign of the cross. Mga pupunta ako ng impyerno sa kaka sign of the cross.)

Eh, kung nadadaan lang pala ito p****** i** sa krus-krusan, ‘di mangrus ako… Sige.

‘Yan ang isa diyan, terrorism. I cannot accept it. You are living witnesses to what is unfolding in the Middle East. Wala… there’s no redeeming values I know. Mao nang naingnan nako ang Armed Forces o ang Philippine National Police. We will not go out there until the last terrorist is executed.

Mahirap ‘yan ginagawa ninyo na ganon. Why would we allow you to destroy our country like that? Pati ‘yung droga. 10 JULY-AUGUST

Tingnan mo naman kung pumatay. Pero ito, you can never hear the Human Rights or the human rights lawyers, O kanang mga bigaon nga sige ra’g yawyaw nga even just an expression of sympathy and condemnation. Wala.

And you know that everyday, as there is an addict that is killed, there is also an innocent person who is held up, ma- holdapan, mamatay, makawatan.

And these idiots just… he’s put a blind eye. Ay walang pakialam ang mga g***. Tapos ang ayaw ko dito, ito talaga, pumutok ako. Itong EU. Europeans. One of their suggestion was… pareho sa EU parang sa Netherlands… But if you have been to The Netherlands recently, or in Vancouver, Canada kay… peaceful na, beautiful place. Now, it’s dirty. Now, it’s almost… there is a mugging, naay patay. Why? Because ihatag nila ang mga shabu, cocaine, heroin. Libre. Na ‘yung mga clinic didto musulod kana.

The problem is, they might be… it’s an insatiable. You wake up for an… but they could have their fi x for the day. Pero ang utok ng babae, they are imagining things hallugenic… hallucination.

Mao nang manghilabot. Di na man hadlok pero karon nagmahay sila. Ngayon, gusto nila akong magtayo ng mga clinic. Sabi ko, p*****i**. Sabi ko, “come here to the Philippines and sa harap ko, sabihin mo sa — p*****i** ka, sampalin talaga kita.”

Maski sinong ambassador, walang pakialam. L**** ka. Bunutan ta ka — Huwag mo kong ma — Because to me, that is an insult. Why would you suggest a thing like that?

Wala na nga akong pagkain para sa mahihirap. I do not even have a good answer to, “Mayor, bakit mahirap pa tayo ngayon? Ang asawa ko walang trabaho.”

Kalisud-lisod. “Mayor, wala kaming makakain… nasa Marawi, ilang araw na.” And then you come here and then lecture on me. Tapos sabihin mo, “set up clinics and give them free shabu, cocaine, heroin?” ‘Nak ng…

Katilaw gud sila’g taga Davao na… Wala, honestly. P****** i**, sagpaon kita. Really. And if necessary, I will resign as President. Matanda na ‘ko. 72. I will be fi nished with this job 77 years old. Matanda na ako, wheelchair, dito na banda magsalita.

Ano pa man habulin ko sa buhay? Nothing to lo — do not f*** with me because I have nothing to lose. Ayan mga media o, taga-Manila na na. Utro pud nang ABS pati Inquirer, walang ginawa kundi… Eh totoo.

Walang ginawa kundi mag-publish kayo ng ano. Kaming mga taga-gobyerno akala mo magnanakaw. Holdaper. Kayo. Mga l**** kayo. Ayang Inquirer. Ang utang is 8 billion taxes. They occupy ‘yang Mile Long diyan Pasay, doon sa Makati. Ang contract na 50 years, naka-extension kausa. Why extension? Ang kita nung mga tindahan diha, sila’y gakolekta. They are not paying taxes.

Kaya ‘yang mga taga-Inquirer. Pero kung magsalita kayo kontra sa amin, akala mo sino kayong malilinis. Kayo ang mga tulisan, p****i** ninyo. Totoo. Kayo man ang tulisan.

One of these days, I’m going to come up with an exposé. Pero… I will not allow you to do that to the Filipino people. You return the property to the Republic of the Philippines. ‘Pag ayaw ninyong isauli ‘yan, I will ask everybody, every Filipino, walang lupa.” Go to the Mile Long, occupy the place because it belongs to you.”

Kaya ito ring korte. Itong mga… kayong mga judges, bantay kayo. Hindi, ganito eh. Pag na gani bidding, maski Consunji at Ayala, nag-fi le o protesta, there is a bidding, everybody is

represented. ‘Pag nai-bidding, matindi ang korte mag-restraining order. So the project is delayed. Pag kahuman, lahat ng protesta, there never was a fi nding that it was overpriced. It always ends up with an agreement na wala na lang niya.

Ang kanang mga negosyante, mga y***. Ingna lang na sila “sige taga-i lang ko gamay” withdraw na ang kaso. So by the meantime, it is really at the expense of the Filipino people. Kaya ko kayong p***hin lahat diyan sa ano, balik kaso, wala kayong makuha sa akin. Wala akong sindikato. Wala akong negosyo. Ituro mo lang sa akin, babae. Tanan man ta. Si Rellon gani duha siguro uyab ana oh.

Mayor… basta Mayor ka, mudagan ka nga walay gi- unfriend Rellon, magpapari pari ka? Mag sige ra ka’g barog og muhatag anang kalawat, mura pud ka’g pari nabuang. Di na madaog. Ayaw mo’g simba, gawas mo sa simbahan tan-aw mo’g mga gwapa unya sultii ko.

(TRANSLATION: Mayor, basta Mayor ka, tumakbo ka na walang inunfriend Rellon, magpapari pari ka? Tayo ka ng tayo at magbibigay para sa communion, parang pari ka na baliw. Hindi yan mananalo. Huwag na kayong pumunta sa loob ng simbahan, sa labas lang kayo ng simbahan at tumingin sa mga magaganda at sabihan niyo lang ako.)

Well, anyway, mao nang nga dili ko ninyo pwede ma — Do not come to me talking about drugs and terrorism. Mag- away lang tayo. Ma-explode… But kung anong problema mo, any other problem. Basta wala ‘yung graft and corruption sa gobyerno, trabaho, ganon. Okay.

O maghingi ka ng project. Basta malinis lang, walang hao shao. At kung may pera, you want this road, a new road, ibigay ko. Total ang hati ko sa pera, equally talaga eh.

Sabi ko kay Finance, kay Sonny Dominguez, “divide it equally among all of us.” Walay… Walang pulitiko na makalapit

sa akin ngayon, maghingi ng project diyan. I do not entertain it and I do not talk to them.

Sinabi ko noon na I have never talked about any project over the phone or any particular mga patronage. Totoo ‘yan. Wala akong cellphone. Hindi ako tumatanggap ng tawag. Indeed, I believe that Davao del Norte, under the command of Governor del Rosario will continue to become one of the fastest-growing provinces in Mindanao.

With its vast resources and strong, resilient, and vibrant people, the province will be able to achieve greater development at par with the rest of the nation.

’m sorry but I was late or I am late today for I passed by I Bulacan to visit the family of Carlos to condole with the father, the only remaining member of the family.

I felt that it was my duty to be there and ask the — assure the people of government’s action. I am not… General Valenzuela, can you give the order of tikas pahinga to the troops, kindly.

You know, I am not one given to reading speeches. Usually, I would like just to talk and talk and have a dialogue with my audience rather than a speech. Kasi nasasabi ko ‘yung — ang nasa puso ko.

But for the rare times that I am in a hurry, not because of any personal errand, but because I… I feel bad that my troops there are getting wet and cold. Babasahin ko na lang itong speech ko. It’s about two pages.

I am privileged to join you today as we celebrate the 70th Anniversary of our Air Force. As we commemorate this milestone, let me also honor the brave men and women of the AFP and the PNP who are now facing the enemy in Marawi and in the other parts of the country.

Especially Philippine Air Force plays a crucial role in preserving our national integrity in the face of challenges from within and from without — from outside our borders.

PAF’s intensifi ed aerial reconnaissance missions and the maritime patrols over the West Philippine Sea and the Benham Rise are testament to our dedication to protect our waters from external threats.

We have also tapped PAF to augment our internal security operations by providing air support to our ground forces and assisting our law enforcement agencies in the surveillance and intelligence gathering operations.

Proving its capability on the ground, the Philippine Air Force has joined almost two thousand counter-insurgency and law enforcement operations, fi ve of which contributing to our ongoing war against illegal drugs and loose fi rearms.

The Philippine Air Force is also playing a crucial role in our efforts to retake Marawi City from the clutches of the ISIS- inspired terrorists.

We have deployed more than 40 of our air assets and more than 400 Air Force offi cers and personnel, and several of which are involved in ground operations.

As we wrap up in our campaign to liberate Marawi, I am confi dent that the Philippine Air Force will once again take an active role in the rebuilding of the city and uplifting the spirit of those affected by the confl ict.

We will rely on your valuable experience in humanitarian assistance and disaster response, especially in surveying war- torn areas and airlifting relief goods and rescuing victims and people stranded.

I assure you that we will build on our past gains to further strengthen the Philippine Air Force.

We will continue the ongoing modernization program by procuring additional attack and combat utility vehicles and unmanned aerial vehicles or UAVs to complement our already existing air assets.

As our country faces the current challenges of terrorism and external security, I call upon the men and women of the Philippine Air Force to live up to your oath with the highest degree of professionalism and competence.

Together, let us create an environment where our people can live in peace and prosperity.

Good Governance & Anti-Corruption: Do What is Fair Play and What is Only Legal and Right (26th Anniversary of the Bureau of Jail Management and Penology [BJMP], Camp Aguinaldo, Quezon City, July 12, 2017)

ou know, a President gets to have so many invitations Y for the day. And my offi ce staff usually prepares only about two pages of —

I could do this in about a minute and a half and we’re gone. But marami kasi akong gusto sabihin sa — what ails our system.

But before that, allow me to give the acknowledgements.

We have with us the Secretary of Justice, Aguirre; then, we have the National Defense Secretary, Delfi n Lorenzana; the Interior and Local Government Offi cer-in-Charge, Catalino Cuy; and the Bureau of Jail Management and Penology Chief, I think, he was assigned in Davao many, many years ago, si Serafi n Baretto; Personnel of the Bureau of Jail Management and Penology; mga kasama ko sa gobyerno; mga kapatid ko.

You know, itong mga kriminal sa Pilipinas, ginagawa tayong. And to think that we are government and we have the power even to kill them para matapos na ‘yung problema and yet, we — because we are a civilized society and we should place them in prison for those crimes that are not punishable by death.

There is a death penalty in the para — criminal books, but the implementation has been suspended. I don’t know why,

but many of the countries really pushing for the abolition of the death penalty. Pati kasali na ang Amerika and the rest of Europe. About 31 of European countries still impose death penalty and they are carried out.

In America, I think, it was three months ago, they executed a guy from state of Arkansas. And tayo, kasi pasunud- sunod tayo, one is the Church, the other one is the bleeding hearts. And those who do not really know how to take care of society.

‘Yung mga libertarians kuno and those with advanced studies of what civilization is, would insist that it is always wrong to kill a person even if he’s the hardened criminal.

And yet, the world is a mound of executions of men, young men, young women — burned at stake for refusing to have sex — and children.

And we keep a blind eye about the only item you see in the international papers — Time and all — are those individual incidents that happen. But they are not really recognizing the fact that the world is afi re.

And in our country, the Abu Sayyaf, the ever cruel and brutal group there, allied with the ISIS, continue to behead in a most — it’s almost animalistic urge to just decapitate people.

Dito sa atin, what makes it really more odious to us is kinokontrol tayo ng mga nasa Amerika. And kagaya ko, pati ‘yung mga empleyado lang ng State Department, whatever the position may be, they just took it upon lightly to — you know, go out in the open and castigate us and criticize us as if —

Kagaya ko, I was a — as if I was a federal postal employee. Kaya sabi ko, itong mga Amerikano, if it’s good for them, wala silang pakialam.

If they think that they would execute an animal or human being, it’s fi ne with them because sila ang gumagawa. Pero kung ibang tao, marami ang nagagalit.

And for example, President Widodo, what is his main complaint when we talked to each other? It’s really America and itong — the rest of the EU, they would call you from time to time and insist that we do away with the death penalty in the statutes.

At ang masakit pa diyan, itong mga — they go around the world and one of their prescription to solve the crime or to make it easy for the criminals, that is how you interpret it, is really we set up stations, parang health stations at make available ‘yung mga substances na sa addiction.

For example, for those who are the rich guys, maybe, we establish in Forbes Park and Dasmariñas, mga cocaine — ‘yung mga heroin. ‘Yung iba naman sa Alabang, ganon din. Pero dito sa Tondo, shabu-shabu lang lang ‘yan sila.

So ako naman, we have been doing it, then it was cut off for no reason at all. I knew that it was not really a matter of quality. Because we took care that our products are really safe for consumption, for the nations to go there exported. Bakit man tayo mag — ?

So I changed a little bit. Hindi ako sumusunod ng — sabi ko, I refused to obey every — kung anong gusto ninyong sabihin sa amin.

So I started to — not really separate. Because we have this RP-US pact. So I could not enter into any other military alliances, that would be a violation of the treaty.

But on economic and terrorism, which actually war, I can always go to other nations for help.

And that is why, I’m going to China and I’m going to Russia. Expect Russia to help us in due time. China has sent it.

There’ll be another shipment of arms on September. But I never suggested anything about alliances. But sabi ko sa China, we can do joint military maneuvers.

And I have been inviting Malaysia, kind of — But I cannot talk about it. Ang Indonesia has the same problem. They are being attacked there. Not really in the newspapers everyday, but they have also a barangay there or a munisipyo, it’s being attacked everyday by the ISIS.

So we have a problem and — Ang sakit dito sa terrorism, as I have insisted along, you know, nandito sila. During the fi rst command conference. During — the ever fi rst time that I faced the military and the police, we’re talking about the problems of the Philippines. Tapos, pinakinggan ko lang sila. Drugs and, you know, and everything, criminality. But little was said about Mindanao.

Sabi ko sa kanila, “Look guys, I hope I am wrong. But I see in the horizon the darkening clouds of trouble and it would be ISIS and terrorism.”

On the dot ako. Tama ang sabi ni ano, ni Secretary Lorenzana. We never expected. We knew, ako ang unang nagsasabi, “Drug is fueling terrorism.” Kasi ‘yung mga perang remittances sa kanila could not really be suffi cient to sustain a widespread terror acts.

Sabi ko, ang shabu because there was aplenty, more than the local consumption can consume. So sabi ko, “Bantay kayo diyan sa droga.”

And that was — the Visayas was poisoned. Marami, I thought all the while that it was there in — Sabi ko nga, sa Iloilo is the bedrock.

Doon pinapadaan ang shabu sa Visayas. It contam — contaminated all.

I’m not — But I see Cebu as also a hotspot sa droga, kasali ang pulis. Now, medyo nalinis ‘yun. We changed guards there. We brought in the SAF. Hindi ko kayo ma-ano because, you know, we have to temper our moves in accordance with civilized practices.

So ‘yung pasok-labas, I can really understand because I have been mayor for several years. BJMP doon kung anong kulang — And I might — Pwede akong mag-yabang dito ngayon. You should visit Davao. Tingnan niyo ‘yung presuhan ng babae.

Because when I became mayor it was only separated by a chicken wire. Doon sa lalaki and a plywood to boot, but that was it.

I said, “There’s a vacant lot there owned by DOTC. Hindi naman ninyo nagagamit ‘yan because satellite na eh.” We were overtaken by the events of technology.

So ginawan ko na lang ng ano, hiningi ko kay Arroyo, ginawa ko ng presuhan sa babae. Tingnan mo ang presuhan sa babae doon. It’s not actually — well, there’s a high wire, nakapaikot sa buong compound. But inside, it’s really houses.

I built several — How would you call it? Small bunk — chalets. Parang mga chalets, iba-ibang kulay. ‘Pag nandiyan ka sa loob, hindi mo malaman na presuhan ‘yan. I entered into a partnership with Gawad Kalinga noon.

Kung mas mabigat pa sa murder, patong mo diyan. Patong mo lahat. Then ngayon, doon sa reinvestigation, lumabas na homicide.

If you try to grab something, a gun or whatever, if there is a violence there, even how slight, it is always a reason for the lawmen to do something which is very drastic.

But na ano, sabi niya na, ‘yung ano, sabi ko, “Vit, wala akong pakialam diyan. Kilala mo ako. File ninyo kung anong gusto niyong i-fi le.”

But sinabi ko and in front of the cabinet, “I will never, never allow a military man, a government man, a policeman na makukulong for doing his duty and obeying my order.

Hindi talaga ako papayag. Mag-demanda na kayo kung ano inyong demanda. Eh ngayon si Marcos, suspended. O ‘di suspended siya. Tapos, tapos na ang suspension.

Sabi ko, “Ibalik ninyo sa trabaho ‘yang mama na ‘yan. Wala naman doon ‘yan eh. He was too far away here. He was not part of the raiding team.”

Why is it that, that stupid rationale there na, “Alam mo, sir, ‘yang kriminal, buhayin mo because alam mo, presumption of innoncence, ganun.”

That’s the catchword now. Basa ka ng Time Magazine. Pati ‘yung — globalization, nationalism, pati ‘yung democrats. Democracy actually. Are you a believer of democracy? Sometimes, I just say democrat. It’s a form of government where people are elected as representative. That’s what — Republican- Democratic form.

So ito ang, ito ang naka-problema natin. So ako ngayon, tatanungin ko sarili ko, “Magpatalo lang ba ako nito?”

So I will institute reforms. ‘Pag natapos na itong sa Marawi. Marawi, I promised them maski galit sila akin, alam ko man ‘yang sentimiyento nila, we will help you. We will rebuild Makati — ah Marawi. Makati, huwag na ‘yan.

Maraming — mayaman na ‘yang mga ‘yan. Wala tayong pakialam diyan sa kanila. Let them have their business. Huwag mo na sila galawin. Our job is to help the poor and the poor are many, aplenty.

Eh ‘yung sanay talaga diyan, i-postpone na lang ninyo, huwag ngayon, for the next fi ve years. Kasi, well, kayong na — You have a chance sa — who have been assigned in Davao, marami kayo. Alam man ninyo doon, for 23 years, I never allowed ‘yung mga ganon.

And so maybe, I really survived the 23 years and, of course, including the presidency. I never lost an election actually. Tuluy-tuloy na ako. But if there is one policy that I really followed — Alam ninyo ‘yan, kayo mismo — it was fair play and what is only legal and right. Hanggang doon lang ako pati sa pulis.

Pero ‘yung to protect government and the people from — itong mga insidious ano, alam mo kasi kung hayaan mo ng ano, hindi — we will not be able to protect the people.

Take the statistics before I became President and see how many died in the hands of criminals, drug-related? Akala nila, ako ang pinakamarami. Ako ang pinakamababa sa totoo lang. At least ngayon, wala masyadong krimen na —

Good Governance & Anti-Corruption: A Bangsamoro Basic Law that is Consistent with the Constitution and Aspiration of the Moro People (Turnover of the Proposed Bangsamoro Basic Law by the Bangsamoro Transition Commission, Malacañang Palace, July 17, 2017)

K indly sit down. Salamat po.

Today marks a new milestone in our history that will stand as proof of our resolve to set aside our differences and stand united to achieve a common goal of peace.

This moment is a signifi cant step forward in our quest to end centuries of hatred, mistrust and injustice that cost and affected the lives of millions of Filipinos.

The draft Bangsamoro Basic Law embodies our shared aspirations of a peaceful, orderly and harmonious nation. After decades of armed struggle and violence, we will soon come up with a constitutionally consistent legal instrument that will lay the foundation for establishing the real and lasting peace in Mindanao.

The proposed Bangsamoro Basic Law puts into life and spirit the constitutional mandate provided in the 1987 Constitution for the establishment of a truly autonomous region in Muslim Mindanao.

This paves the way for meeting the just aspiration of the Bangsamoro people for self-determination. And that is consistent and refl ective of the distinct and historical, cultural

35 PS • 2017 heritage, and economic and social structures common to the people residing in the Bangsamoro.

This will be realized while preserving and strengthening the territorial integrity of the Republic of the Philippines.

The draft bill jointly written by our Muslim, Christian, and Lumad brothers and sisters, shall give rise to a genuine autonomous region as well as bring forth healing and reconciliation to the historical injustices committed against the Bangsamoro people.

Indeed, the entire country will benefi t from it along with the region for the Bangsamoro people. May this new entity be marked by good governance, equitable sharing of wealth and generation of revenue, and normalized, stable environment.

Insha’Allah! We will achieve sustainable and inclusive peace and development in the Bangsamoro, Mindanao for the entire country.

This is not included in the speech, but may I say to you, my brother Moros, that I commit to support in front of everybody, my covenant with you that I will support and husband this instrument as it goes in the legislator for its consideration.

And there will be no objections of the provisions of all that is consistent with the Constitution and the aspiration of the Moro people.

I am for this, within the context of the Republic of the Philippines, there shall be a Bangsamoro country.

I would like to extend my sincerest condolences to the families of our troops who perished fi ghting for the liberation of Marawi.

I know that no amount could equal the precious lives of your loved ones. May you fi nd solace in the fact that the whole nation condoles with you in these trying times.

Our troops knew of the danger that they will face upon the venture into the warzone. Still, they bravely took up the challenge so that they can bring peace and liberation to the besieged city.

The Philippines will forever be grateful for their heroism.

I would like to commend our partners from the private sector for their participation in the rehabilitation of the City of Marawi. Your humanitarian activities are continuous sources of hope for the thousands of displaced families in the region.

Pero civilian ako at ako yung Commander-in-Chief nila. And if there is anybody, kung may tao dito na dumudugo every night, magbasa ako ng briefer at bilangin ko yung mga sundalo kong namatay. Ako po yung nagdudusa sa lahat. Kasi ako yung tumawag, nag-deklara ng martial law, at ako yung nag-utos ng mga sundalo na pumunta doon at magpakamatay.

Now, wala akong — hindi na madala ito sa pera. Hindi ‘to madala sa anong bagay ngayon, alam ko yan. But, just like a father, eh kasi ang trabaho ko naman rin nung mayor ako, panay ang akyat ko sa bukid kasi gusto kong makita yung mga proyekto

Kaya naman noon, sarili ko pati sa asawa ko, pamilya ko, baka sa trabaho ko, madidisgrasya rin ako. Kasi hindi ho lahat naman panahon, nagsisigaw-sigawan ka lang. Itong mga taga-bukid na mga NPA, akala mo naman, sila ang may-ari ng mundong ito.

But we go, our work with — usap-usapan lang. But ngayon po, nung Presidente ako, nag-iba na ang panahon. Hindi na po ako pwedeng mag — yung just na bunganga ko, parang walang kalaban.

Kaya ako, medyo, dahil sa trabaho ko, magkaibigan man kami noon, sabi ko, prangkahan ko talaga sila, “ngayon kalaban na tayo”. And yun yung isang parte ng trabaho ng sundalo, trabaho ng mga sundalo ko, pati mga pulis ko.

Hindi lang ako magtagal. Alam mo, kaming mga tatay, maski ako, magsakay ako noon ng eroplano; barko; sometimes, bangka; sometimes, maabutan ako ng fl ood; sometimes, maabutan ako sa gitna ng bakbakan, I am always conscious. Takot ako. Duwag kasi ako. Duwag akong mamatay dahil ang nasa isip ko pamilya.

Ito, ikuwento ko sa inyo, totoo ‘to at alam ng mga matatandang sundalo. Minsan, pinara nila ako sa bukid, New People’s Army at pagpara ko, tinutukan ako ng M14 — kasi nakita ko yung baril bago ko natupad yung — Tapos itinutok sa akin, ang pumasok sa isip ko — hindi ako takot mamatay; sabi ko sa isip ko: “Kawawa naman ang mga anak ko.” Sabi ko, “Diyos, ikaw na lang ang bahala. So pinababa nila ako, tapos, pinaupo ako nila sa isang bato na hindi naman upuan. Tapos, kinangaroo court nila ako kasi prosecutor ako noon.

Pagdating sa korte, ako yung nagdadala ng kaso para sa gobyerno. Most of the time, hindi naman ako nagyayabang, totoo naman ‘to, ako yung humahawak ng kaso sa mga rebelde, sa lahat ng rebelde.

So nakilala nila ako, tapos, usap-usap sila. Sabi ko, “Bakit?” Sabi nila, “Bakit ka nandito?” Sabi ko, “Tatakbo ako ng Presidente —” Ah oo, presidente, vice mayor ako noon. Sabi, “So, ito ‘yung tao na gusto tayong ikulong.” Tapos, nung hindi ako umimik, sinagot ko sila.

Sabi ko, “Alam ninyo, trabaho ko yan. Pag hindi ko kayo yayariin sa korte, lalabas kayo, libreng tao. Ang aking mandato is to put you behind bars. Trabaho ko yan eh. Pero pag pinatay ninyo ako, okay lang. Basta sabihin lang ninyo sa mundo na pinatay namin itong taong ‘to dahil kalaban sa gobyerno at nagtatrabaho siya sa trabaho niya.” Sabi ko, “Okay lang.”

Lahat ang tao may panahon. Lahat ng tao, may panahon. Sa Islam, it’s always Allah. Siya yung mag-decide at meron siya. For the Christians, then we have the Ecclesiastes 4.

That there is — everything: a time for things under the sun. A time to be born and a time to die, a time to fi ght and time to lose, a time to be happy and a time to be sad, a time to be aplenty and a time of want. And there’s always a time to die. Hindi natin kontrolado yan.

When? Kung kailan natin — as Christians, kung kailangan malaman talaga natin, we just read the bible. And it says: “At the end of the world, He shall come to judge the living and the dead.” I don’t know what that means because to judge, you have to be at least in the state of what I am now, alive.

But that is what is promised in the Bible. And also, there are promises in the Qur’an about death and life. So when we shall die? We will never know.

Kaya ako, sa lahat ng mga kakilala ko, I always say “death is a matter of destiny.” There is always a time, a date to be born. At maski saan ka; kami dapat; ako, 72; ang rami ko ng dinaanan. Akala ko, yung panahon na yun na pinara nila ako at tinutukan ako ng sangkatutak na M14, M16, I thought that was the time. I just asked God. I was not afraid. Totoo ‘yang sinasabi pala nila, in a moment of crisis, walang natatakot.

But at the back of our minds is really the bugging question, “Diyos ko po, may mga anak ako at asawa. Mahal ko sila. Sana makalusot ako dito.” Pero, pag hindi, the usual last message is, “God please take care of my family.”

That is the spiritual promise. Pero ngayon, ano yung magawa ng kagaya natin tao lang sa mundong ito? So ito ngayon, mga negosyante na may konting pera na pwede naman nilang — to share with you, para at least, makatulong lang man maski konti.

So you have the president, former president, kasama din to condole with you. President Arroyo makes it a point to share your grief.

Joey, he’s an active organizer at yung mga kaibigan niya, negosyante, marami pong salamat sa inyong lahat and we will remember you. I will wait for you in heaven.

Bakit? Wala kayong siguro na pupunta doon?

You have the pension and everything given to you by the Armed Forces of the Philippines. In addition to that, there is a one single soul dito na sobra-sobra yung magnanimity niya.

Ayaw kong sabihin, kasi ayaw rin niyang sabihin. Ayaw niyang sabihin ko sa publiko o kanino man. Sabi niya, “Huwag lang malaman, basta ako magbigay.” Bigay siya ng one million para sa inyo, isa’t isang pamilya.

Ke kung ako rin yung Diyos, ano mang kasalanan niya, babae siguro o ano diyan, sabihin ko na lang kay Peter, “Pedro, buksan mo na yang gate diyan.” Si Pedro, yung manok niya, hanggang ngayon, hindi namatay, hindi naman nadagdagan. Inisip ko lang kung sinong maglilinis doon sa gate na puro iti na yung manok niya.

Well, ako, meron rin ako; long, long before. Wala, yung una pa, Mamasapano before, kasi alam ko eh. Matagal ako sa gobyerno, 23 years akong mayor, so every time may pulis, mamatay sa Davao, akin talaga yan. Lalo na in the line of duty, akin yan. Akin talaga yan. In addition to all, akin yan. So, alam ko kung paano magdala ng — itong masasakit na pangyayari sa buhay.

Alam mo, yung rally kagabi, pinuntahan ko talaga sila, kasi sabi ng mga security ko doon sa Congress, minumura daw ako. Pinuntahan ko sila. Sabi ko, “Ano? Tapos kayo nga yung —”

Ito ngayon, mga Kadamay, itong mga Left, you are almost anarchists. Yung para sa inyo, wala nang batas, basta’t na lang inaagaw ninyo kung — as if walang gobyerno, walang nagko- control.

Ngayon, huwag ninyo akong pilitin. Ayaw ko ng masakit. Huwag ninyong — yung mga additional — kasi ako meron rin akong 1,000 units para sa mga sundalo. Yung kay Inday, yung mga sa pang — sa mga mahirap.

Ito naman, kasali niya si Ramon Ang. Hindi man nagbawal si Ramon Ang sabihin ko yung pangalan niya. Itong akin, sa NHA talaga, para ito sa mga sundalo.

I’d like to acknowledge the following: former President Gloria Macapagal Arroyo, ma’am, maayong gabii; Senate President Aquilino Pimentel III; the Executive Secretary Salvador Medialdea, okay na ba ‘yung gout mo o ‘yung—?; Finance Secretary Carlos Dominguez III. Siya ‘yung dapat sumagot sa lahat except for the law and order and to normalize things. But if it is an issue of money, ang alam ko lang, kung talaga ako — kung tanungin mo ako, where can I get the money? Mag-hold up sa bangko, it’s about — and maybe, the collection of taxes. That’s the only sources that to me is visible and available.

We have the members of the Consular Corps and the members of the Cabinet; the members of the House of Representatives; Mr. George Barcelon, Philippine President of the Chamber of Commerce and Industry; mga kababayan ko at mga amo ko. Look, itong shabu and drugs, etcetera, cannot be solved by one man for a President for one term. It has bogged nations. Hindi nga kaya ng Amerika, tayo pa? Amerika is under siege because of drugs.

And they are far worse than us. Yes, of course, they do not admit it. Pero until now, I said, they’re fi ghting a useless war there that never ends. And the sad part of it is that most of the drugs are provided by their good neighbors. It has until to a point where President Trump almost mimic my threats and said that he would, you know, waste them all. And even Theresa May said that I’ll rip the law on human. You know, those were just expression of leaders in exasperation.

Ako, madali lang talaga, kung gusto lang ninyo, I can maybe reduce the drug people by almost one half tomorrow. But ‘yung lahat makita ko diyan sa kanto, nagpapabili ngayon, talagang papatayin ko ‘yan. There’s another way to do it because I’ve been —

Then after a few years, titingnan ‘yung complainants, buhay pa ba o patay? Or are they ready to testify or they are dead tired, bone-weary to go to the courts? So if the things that he wants to happen, happened. Sabihin niya, nawala na, walang interesado. Or even that idiot there who serves the notice, sabihin lang niya doon na witness cannot be located or Rodrigo Duterte cannot be — is no longer — has transferred to another residence, unknown. Nobody would really —

There’s no a follow-up unit that’s dedicated really to follow up persons who have jumped bail or criminals on the loose. Sonny, most of the time was there in our meetings with the businessmen of Davao. Sinabi ko — classmate ko man ito si Sonny. ‘Yung Economics niya noon sa school, 95; ako, 75. O how can you compare me with him? So you have to listen to him. And I told, ito si Wendel Avisado, he’s — ito ano, tao ni Ayala talaga.

Sabi ko, “Sir, I can only guarantee you that I will impose law and order in this city, my way. But when the road is paved where you’re safe enough to — pasok kayo.” You take care of business. And so it was the arrangement. You have Sonny here to tell you that is true. Wendel Avisado was the top man, the top honcho of Ayala. ‘Yun ang sinabi ko sa kanila and we succeeded. And my warning to everybody was: Do not destroy my city. I’m trying hard to improve on it.

My job is not to kill criminals. I am here to build a city. But kindly avoid Davao, because if you destroy the rhythm, I will kill you. And if you keep on selling drugs to our young daughters and sons, you’re almost killing the next generation. Probably kayo dito, you can. But most of us, kami, we rely on pension namin sa gobyerno including the fi remen and the policemen.

Kapag — are only — kung hindi maintindihan ‘yang mga human rights, ang pag-asa namin, papatapusin ‘yung anak namin because by the time we grow old, we only can expect GSIS or SSS. And that is where we expect to be the source of — to buy medicines, hospitalization for some time.

Then after that, you hurry up because you want to die because you have no more resources. And your children na maasahan mo for the food, ‘yung lugaw na kakainin mo at susubo ng lugaw sa bunganga mo, ‘yun ‘yung mga anak namin. Hindi man kami mga mayaman.

I can afford a hospitalization, I get a bigger sum because I peg to the last salary that would already be big. Unlike the

others, half of the time lang sila. I can afford to be hospitalized, maybe, until it goes a fl at line. ‘Yung iba, diyan sa ospital, ospital, clinic, they are only good for about three months. At ‘pag nawala na ‘yung medisina, no heroic efforts, patayin mo na lang ‘yan, wala na, matanda na rin eh. And we are drained fi nancially. Lahat ‘yang taga-gobyerno, tanungin mo sa baba, ganon talaga. That is the typical and true story of the —

No, there’s no middle class here. So ‘yung sa baba. You have to jump from A to Lower C, D, and E. ‘Yan ang society ngayon ng Pilipinas. Kasi ‘yung pagsabi ng — when you are asked how is the campaign against drugs? At sabihin mo na parang walang nawala.

Look, I have lost to date when I was President, I have lost about 92 policemen. Soldiers, almost 200. Why? Why more soldiers than policemen? This is just an example, because in Mindanao and other places, when you raid, when you conduct a seize and seizure, you cannot just do — ‘yung police with a shotgun and rifl e, M-16. You have to bring along with you a machine gun, a bazooka and everything, and it is always war there.

Ayaw lang kasi naniwala because nabaon ‘yung issue sa — I’m not saying that it is true or it is not true. For all I care, they can say that it is really true that I killed people. Nabaon ‘yung issue sa — ‘yung human rights, human rights. Sinakyan kasi nila, you know very well, we are all Filipinos. It was an issue of Nograles. ‘Yung congressman, ‘yung speaker. ‘Yun ang dapat kung gusto kong patayin talaga. Hindi ko lang mapatay-patay ang gag — nakikinig ‘yung buang na ‘yun eh. Kasi ‘yung asawa niya, pinsan ko. Kasi ‘yung nagko-connect ‘yung every death there na ano, may saksakan. Meron silang tiga-ano.

Ako naman, I’m the type na, “Maniwala ka diyan? O sige, maniwala kayo.” So if it’s really a stupid story and you want to believe? Sige, sige. So that was the issue in Davao, always

every election: Drugs, killings, extra-judicial, tapos women. “Si Duterte daw —” Totoo ‘yan. Bakit? Babae na ‘yan, ayaw mo pa. Gago ka pala. That’s — ako, ganon ako.

So when I ran for the presidency and no one really expected that to happen, ‘yung issue where I was, inano nila. But my God, I could not have killed 7,000. Itong mga bobo na — they think it’s just — lahat ng namatay doon. How can you kill 7,000 and not raise a howl? Aba, ano bang tingin niyo sa mga taga-Davao, bobo? Unless, you’re ready to say na itong si Bebot Bello who was from Davao, eh walang ginawa ito except to condone and to —

My other Cabinet member is a priest, Evasco. You think that we are friends and he would not tell me, “Stop it, you’re going overboard.” I’m saying this because ‘yung pagsabi kasi na ano, nainsulto ko si ano, sabi ko, “Gunggong.” Kasi sabi ko, “Marami na akong patay na pulis at pati sundalo.

Ano, pagka sinabi mo kasing “walang nangyari,” you are not only belittling but you are insulting me, the Philippine National Police and the Armed Forces. And I am over-sensitive because tell me straight, during the fi rst day of the siege of Marawi, how it — how was it done or what precipitated actually? There was not a rebellion, right, ganun. They were there to serve a warrant of arrest for drugs ‘di ba?

The police there went but needed a backup so there was the Marines. Little did we know and I must admit to you now that although, may alam siguro noon pa at naririnig ninyo ako about Lanao, Lanao, Lanao and nobody was just listening, the nonchalant Manila.

Kaya talaga, ang sakit ng mga taga-probinsya, gusto kong magmura eh kaya lang, nandiyan si Presidente eh. At tsaka, ayaw ko na. Sabi ko kanina, ako, nag-usap — kaya sinabi ko lang, huwag kayong magkamali. Not during my time. I really do not really

care if general, general. General problem ka lang eh. Huwag mo akong gawaing gago. I was there but I was also to assure them.

Masakit sa akin kasi I proclaimed martial law there and I sent the soldiers there to die. So they had the tunnels and they accumulated the explosives overnight.

Kaya hirap tayo ngayon and what is stopping us now is there are 300 — baka kasama ‘yung pari doon, who are held hostages. Gusto ng Army doon, i-assault. Sabi ko “Huwag. We will just have to wait it out.” If it would take 10 years there, eh ilan na lang ang naiwan diyan, and you’d have to give them food.

You might hate really the Maute guys but how about the Christians there who are being hostaged? And if you go there and start the killing, they’ll be beheaded immediately and mas dinagdagan mo ‘yung problema. Eh nag-order ka na ng— kaya ako, oversensitive.

So huwag kang basta-basta na lang magbitaw ng salita diyan because these things are happening. And I suffer everyday kasi may patay talaga, araw-araw. I can assure you, two or three soldiers die, o pulis, kasi dinagdagan na namin ng pulis doon. I had to get sa ano.

You know, I’m warning you but they would — they know. Tell me what will happen if that thing in Marawi happens in fi ve cities in the Philippines tonight? Sige nga. Sleep on it tonight. Ito, dito, it took us how — ? We are now on the third month. If this kind of thing happens even in three, four, fi ve places, walang giyera eh, it’s about terrorism. Three, four, fi ve, six, with many explosives, how do you think we can cope up?

That is why, we’ll just have to take care also of those guys there who are dying. What will happen to their children?

I promised them that I’d put up a P50-billion fund. Sabi ko, ‘yung — so that — alam mo, ayaw ko namang insultuhin. Everybody is listening all throughout the country. My apologies, but I do not mean to offend anybody. ‘Yung silang mga graduate lang kung saan-saan diyan. But if they go for higher learning, eh limited schools lang ang talagang merong — you’ll have Ateneo, UP, La Salle. Hindi nila kaya ‘yan eh. But kung meron sana lang silang enough to sustain, alam mo ‘yung the grey matter between the ears, tawag ko nga diyan eh.

If they have that, they can always aspire for a higher learning. They can make use of the 50 billion. Meron na akong 20. All I have to do is — kaya gusto ko marami, mag-evade ng taxes. Pagka may nalaman ka, nag-evade ng taxes, okay lang, hayaan mo. Ma-one-time ko ‘yan, tingnan mo. Kaya Sonny? Sabi ko, “You know, Sonny, I need money.” “We will look for it. Maybe —”

Sabi ko nga eh, the favorite refrain is, in the fullness of God’s time, we might be able to get it. Gusto kong mag-iwan ng 50, kasi kung ‘yung 50, hindi nila maubos ‘yan. Because that is intended for a higher learning nga. Libre naman ngayon.

So, Sonny has to sit on his ass thinking every night, anong gawain niya to kuwan, to — kasi, universal education na ‘yan eh. Pag sinabing libre, libre.

Kaya mas gusto ko ‘yung maraming bugoy, ke kung hindi na mag-aral, mas menos gastos natin.

May — saan ba ‘yun ako nagsabi na ano, talking about Masteral? Sabi ko, “How many years did you fi nish?” Sabi niya, “I took Master’s, ganun.” Sabi niya, “Almost seven years.” Sabi ko, “Ah, pareha pala tayo.” “Ah,” sabi niya, “Kumuha ka rin ng Master’s?” Sabi ko, “Hindi, seven years ako sa high school.”

Nauna na ito si Sonny, nag-graduate na kung saan-saan; ako, nag-aaral pa, l****. Pero okay rin ang Master’s degree. As you can see, Tugade, bright, valedictorian. Sonny, top. Pero mga bata-bata ko lang ‘yan. Wendel, they are all working for me. It’s good to have a Masteral even in high school. Okay na.

Security, Peace & Justice: A Better and More Equipped Police Force to Fight the Enemies of the State (116th Police Service Anniversary, Camp Crame, Quezon City, August 9, 2017)

’d like to acknowledge the presence of former President I Joseph Ejercito Estrada, sir; excellencies of the diplomatic corps; Executive Secretary Salvador Medialdea and the other members of the Cabinet; Undersecretary Catalino Cuy, offi cer in-charge, Department of Interior and Local Government; Police Director General Ronald Dela Rosa; AFP Chief of Staff General Eduardo Año and the major service commanders; our outstanding PNP awardees for 2017.

I bring with me the warm felicitations of the Filipino people and of the entire country for your service to the country. Mga opisyal at empleyado ng Philippine National Police; mga kasama ko sa gobyerno; mga mahal kong kababayan.

As usual, I have only two pages of speeches here.

I will fi nish this in about one minute and two seconds. Is that all right with you, media? Then after that, we go home.

You know, I might — if I have time to read the prepared speech. It is short but it is almost words of dedication and tears for our policemen.

But let me ramble on fi rst to a few nagging questions.

There had been a lot of police operations in the past that resulted in the killing of —

For example, the Albuera Mayor who was killed inside the detention cell; and of recently, Mayor Parojinog of Ozamiz City.

You know, the police and the military — let us be clear on this — are directly under me. I am your Commander-in- Chief and for the police, you are under the local governments which I direct and supervise and control in the person of your former Police General Catalino Cuy.

There are many cases of encounters. Some killing my policemen, some others killing my soliders.

To date, I have something like — can I have this? —

You know, policemen killed in police operations, drug- related, I have lost 83 lives of policemen.

The AFP, including the raids in Mindanao where they are met with M-16s and bazookas, I have lost 289 assisting the police in the war against drug.

And time and again, I’ve been warning this country about the pitfalls of being a narcopolitics country.

Albuera was controlling the drug syndicates on the Western side of — Eastern side of the Visayas.

Ito namang Ozamiz na ‘to, he was controlling drugs.

In one instance, there was about one team of police operating against the drug people and he never really bothered to ask who they were and they were mowed down. About fi ve policemen in the team, ang nabuhay, ang team leader.

It’s a policemen under the hold and sway of the narco- politicians, mayors, governors, the barangay captains against government.

In the subsequent investigations, particularly the Albuera mayor who was killed inside the cell and while being served with a warrant by the police, prominent of whom was the supposed leader Colonel Marcos? Major.

And it was an operation gone awry and the police killed the mayor there. When the report came to me, I asked and I’ve been asking you to tell me the truth. Whatever your problem, maybe, in connection with your work, tell me the truth. Do not lie to me. So that I can help you with the truth.

When the news broke out, I asked the people there on the ground and I said, “What really happened?” They said that he had a gun. And that he was gunned down by the police while being served the warrant. And other said that he was rubbed — it was a case of a rubout and he was killed extrajudicially.

You know, as the Chief of all the police, because the Constitution says, the President shall be Commander-in-Chief of all Armed Forces in the country. So I asked the police side. And they stuck to their story that it was really a case of a gunfi re. And I had no reason to believe that the policemen were lying.

Albuera Mayor killed more than seven policemen during his time who resisted these illegal, criminal syndicates. And nothing happened.

In this country before, even if you are a colonel, police, army, and if you’re up against politicians, powerful, who have been there for decades controlling the votes or no voting is allowed on that day in an election.

They were so powerful then because they had the connections upstairs. And all they have to do is call the governor and some, but not all congressmen and would simply pick the phone and call Malacañan and say, “Mr. President, stop this because he is our valuable leader in politics.”

So, I thank God that I was elected President. There was no congressman except about my hometown, actually, Davao and no more. Two. Another one, a lady from Mindanao also, a governor. But since she is a lady, we will not name her. Basta’t tumulong lang siya sa akin. So there are about two governors of so many — how many? We have about 120 governors?

And I had no single congressman. No city or municipal mayor supporting me. I won by 16 million, six of which was really my margin against my next opponent.

So you would say that I am a President who is freed of the vagaries of politics. Until now, I can tell you.

You can bug Malacañan everyday if you want. I do not call upon politicians for favors. I do not allow them to ask for favors from me, especially about in the assignment, in the mobility or movement of police and I do not entertain a special request for special assignments.

Hindi ko ginawa ‘yan. It’s all professionals. And every time a governor or a politician would attempt to start or initiate a talk about politics, I would always say, “If you do not want your police chief, you go to General Dela Rosa and talk to him. Do not talk to me because this time, it will be a merit system.” And I tell you now, marami ito sila.

They are still excavating about — how many bodies now? 21?

Me, when I was mayor, I was charged for killing — not civilians; not political followers; not priests — we’re killing criminals. But it was a — always, a thing about performance of duty and life preservation. I never allowed — and you can ask anybody here, If I allowed a policeman to kill a human being kneeling down or their hands astride in surrender.

But I’ve always told you that if you have to shoot, shoot them dead. And this is what the human rights idiots are trying to complain.

You know, when I say, “I’ll shoot them dead,” I’d prefer they’d shoot them in the heart or in the head. And that’s the end of the problem. Because if we’ll just arrest them with the money, billions of it, they can always go out, hire the best lawyers and that is why, all these years, the country has always been on the edge when confronted with cousins of senators and the mayors. So this is what I really did.

I called all the mayors, I did not inform you about it. I called all the mayors, no military man, no police was there, all of them just plain mayors: municipal and city. And I told them, “Do not play with me or suffer the consequences.” And General Loot, your general before was also there. And I pointed out to him.

“There’s one idiot general here who’s been at it.” I said, “You better shape up because you will suffer the consequences.” I’m sure, Parojinog was there and everybody. So wala tayong sisihan. There’s really no remorse for you and for me. Fair warning, I told you.

Do not dis — like when I was mayor for 23 years in Davao. How many? That’s an idiotic number, 7,000. How would you kill 7,000? If you place the number at around 4 to 600, yes, during my time as mayor of Davao City for 23 years, that many, because I was fi ghting drugs and criminality.

And I told them, “Do not destroy my city because I will kill you. And do not destroy the youth of the land, our only asset, because we are poor.

The tomorrow of the Philippines.” They are the assets. We do not have money. We are always short of money. But

with an enlightened, educated society, maybe, in the fullness of God’s time, we will have a better Philippines. So at this time, it is our sacred duty to protect them.

And I told everybody, “Do not mess up with the — for after all, we are all poor. Because if you are rich there, media and the troops, lahat dito and the spectators, if we are rich or we were rich, we would not be standing there under the heat of the sun and I would not have to bother myself about governance, what happens to this country.

But we took this course in life because this is what we believe we can do most. I repeated that warning when I was President. “Do not destroy my country because I will kill you. Do not destroy the youth of the land because still I will kill you.” Now, fi nd me a law: local, international; be it in Somalia or Yemen that says it is illegal to say those words, “I will kill you if you destroy my country and the youth of my land.”

We are poor, all of — working. We are not even average earners. So if you go old, who will buy you the medicines? Who will pay for your hospitalization? Who will buy the oxygen and pay the funeral parlors when we’re all old? The cycle of life in the Philippines is always like that. We take care of our young and they will take care of us when we’re old. It is the way of life, the Filipinos.

Our parents stays with us until kingdom come. Then in the meantime, tayo ‘yung nagbibili ng lahat. The medicines and even some of us will mortgage the acquired lands that are all conjugal just to see that our parents live. Now, you do away with the second generation, anong maiwan sa atin? What do you want me to do? Rot in the sidewalk streets? So that has been a fair warning to everybody.

And I tell you now: Do your duty and I will protect you. Do not abuse, do not commit crime, not the extra-judicial killing pictured by the human rights, just leave them alone. 85 PS • 2017

You know, people judge best when they condemn. That issue, you know, all of you who are policeman, once upon a time, you were assigned in Mindanao. It started as a political issue, picked up nationally by the opposition, then those idiots there in Europe and in America pretending to be the moral guardians of this planet called Earth invented all of these things.

Kayo, you were once upon — your chief was once upon a time my — General Cuy also once upon a time, he passed by my place as chief of police. Well, there are many of them. Si Apol, Apolinario. You could ask them frankly, did I ever, ever, ever order them to kill a person on bended knees? Just give me one contradictory word and I will step down as President.

But you know, the one thing that I really hated and that’s why, I’d give them a bad mouth is because they are so naïve and stupid that they come here and visited the Secretary of Justice who was all along running the show of shabu and illegal drugs inside the prison.

And that is what is happening in Mexico and in China. And they are now back with vengeance in us. It’s all directed — the mafi a does it inside the jail. ‘Yan ang problema dito and we are helpless.

We cannot kill them because they are already inside. We cannot imprison them because they are already in prison. But I would tell everybody: No matter what it takes, there are always consequences. Me, if there is a shootout, if they offer the slightest violent resistance, if you have to shoot them, shoot them in the head. For after all, we have had training about shooting. If they want to put up a violent fi ght, thereby placing yourself, the lawmen in jeopardy, go for it. That is my order. You feel that your life is in danger, go ahead. Do not come empty-handed.

You know, in the case of the policeman who are now charge, Marcos. The Secretary of Justice is here, Vit Aguirre.

Not only that he’s a Chief Justice — ahh, Justice Secretary rather. At — justice who are my classmates, we are all classmates. There are about three of them, two — three of them in government; two are justices of the Supreme Court, one is our —

In a Cabinet meeting, I told them — with you: “Go for the truth there. I have the theory of the police. Go and fi nd out what’s the truth.” And he said, “From the witnesses, we gathered from outside, not from the policemen.” He said, “It all points to murder.”

And I said, “Go ahead, go ahead, fi le the case.” Hindi ako nakikiusap. ‘Yan diyan, tanungin niyo. I never infl uenced my Secretary of Justice and say, “You better fi le a lesser charge.” “Go ahead, fi le. Let the courts hear it.” Then, if they are convicted, it’s my turn now. There is a trial, convicted, sentenced and — that’s the last step, and there is the President. And if after the trial, if I still fi nd out, with all the cross- examinations and all of things, if they are really innocent, I will pardon them immediately after.

The reading of the promulgation of judgment either for conviction or — Sabihin ko sa judge, “Judge, you free him because I just pardoned him.” “Why?” “Because I believe in his story.” Why?” “Because he is my subordinate.” You are all my subordinate and you are supposed to follow the instructions.

If I think that your behavior was misinterpreted or because of politics, or simply they just don’t want you, or you want out, especially Parojinog, all those policemen assigned there all these years, some of them who went against his illegal activities were killed. There were a lot of policemen murdered by Mayor Parojinog including the killers of those policemen with him.

I will be visiting Ozamiz. I will not tell you when. But I will warn the policemen there. Yung kasama ni Parojinog and his cahoots who are members of the PNP and who were responsible for the deaths of the six soldiers before, you will have your comeuppance. I will see to it that you too, will get a fair share of a — and there is the Secretary of Justice and you can ask him.

That’s about the only time that we talk about the case of Marcos. He said, “It points out to murder.” Sabi ko, “fi ne”. Because right in front of me was the Chief of — or the police.

In a Cabinet meeting, General Bato is always there. Because when I need some information, I always require them to be present during Cabinet meetings.

We will do it legally. Convict kayo? Okay, sige, convict mo, walang problema sa akin ‘yan.

But I am giving you advance notice. The Constitution says, the President can pardon a criminal, either conditional or absolute or grant amnesty with the concurrent of Congress. Period.

It does not even say, he can pardon everybody except to himself. It does not — say that. So when I sign a pardon for you all, my name will be included. And the letters, D, Duterte.

Ganoon lang ‘yan eh. I will not preside, if I get to live for fi ve years, over this country with a drug craze population. I am not about to go on experiment like Colombia and Mexico. All the criminals here, if you insist on a drug war, I will kill you all. I will kill you. That is my warning to all. Do not destroy my country. We are poor. And as a matter of fact, we are trying not to offend countries because they might suspend their aid and something. That’s why, I was very frank with some ambassadors.

There will never be a time that I’ll go to your countries because if you refuse to understand our problem, I do not think you’ll be able to understand anymore. You are so engrossed in the lives of criminals, forgetting the narco-politics which could bring this country down; they say that, teetering edge.

The lives of those idiots there if I kill them a hundred a day will not bring this country down to the dogs. But if you allow politics to enter into the mainstream of the Filipino life, then we are in danger.

So for my — for my take, do not do it during my time. Kayong mga durugista, you will live a little bit longer. You just wait, but never, never — I have shown it and I will do it, and do it again and again, until I shall have wiped out you from the face of the Earth. ‘Yan lang ang tandaan ninyo.

So all those — The police chief of — who supervised the killing of Parojinog and Marcos who was — is being prosecuted now, they will have my protection. Not to disrupt justice. I will allow justice to run.

But there is a time where a President will have a part of it. And that is where I can assure you: You will have the justice that we all want. Remember that. But do not go into the contraband itself. Like the policemen who are now shortlisted in the killing of so many civilians buried in a cemetery there at the back of a barangay hall. Each of you, those policemen carry on their head now, I am announcing, two million per head. And you are free to — you are free to go and leave. Ano lang —

You just — I’ll cut short my speech here so that you will have a chance for a crack at the two million for those idiots of your men there, the Filipinos. ‘Yun lang ang iwan ko. Two million per head. Dead or alive. Better dead because I have to pay for the funeral parlor. That is an added expense. I’d rather buy rice for the people.

This will be — the shotgun, it will always be for the forensics: two wounds, two large wounds.

Yung ano hirap tayo ngayon, I do not have the money yet but I am ordering the AFP to start the training of about 5,000. And sa police 2,000, I want you SAF-trained. I have — I do not have the luxury of waiting. But we are not as yet really, well —

But we are there almost, so I have to prepare. I do not have the funds but I can, maybe, provide fi ve and two or fi ve and three. Three police SAF-trained, just the one that — my twin brother there standing. Pati ‘yung sa Special Forces or Ranger.

I want tough and learned soldiers. I want a strong military, a strong Armed Forces and a strong police.

And when we are there, we’ll be able to fi ght the enemies of the state better and more equipped. I said, you will have a priority in governance. And this time, I have disallowed the PNP and the Armed Forces to buy second-hand arms, airplanes from anywhere.

If we do not have the money, we will just fi ght them with the bolo. But if you want to buy things, helicopters, I want all, all of the equipments for you, brand new, new ones.

K indly sit down. Thank you for the courtesy. Vice President Maria Leonor Robredo, pangatlo; Excellencies of the diplomatic corps; Defense Secretary Delfi n Lorenzana and other members of the Cabinet; Historical Commission of the Philippines Chairman Rene Escalante; Taguig City Mayor Maria Laarni Cayetano, ma’am; General Eduardo Año and the other major service commanders; Police Director General Ronald Dela Rosa and the offi cers of the Philippine National Police; the offi cers and enlisted personnel of the Armed Forces of the Philippines; ang mga magigiting nating Pilipino, beterano; mga kasama ko sa gobyerno; mga kababayan.

I’d like to just start by giving you — hindi ho kasali sa speech — about the rationale of the award.

I have felt a long time ago, na ang karamihan kasi ng mga heroes natin, puro taga-Luzon. We had Dagohoy and I forgot the other one, pati si Lapu-Lapu who was the fi rst Filipino to kill the invaders, si Magellan.

And all these years, ang Commission, not the present one, Mr. Badoy, wala namang ni-recognize na Muslim na hero. And to think that Lapu-Lapu, in all probability, was really a Muslim. He resisted imperialism because may poste sila eh. He had a post, the rallying point and even in Mindanao until today. Nandiyan ‘yung poste, ang Islam.

So nung bakbakan sa Mactan, siyempre mas matapang talaga ‘yung native na — I don’t know how we will call that, we were all Malays. Tinaga talaga niya si Lapu-Lapu, and Dagohoy, pero wala sa roll of ating heroes. I don’t know who was the offi ce responsible for this fi asco.

But instead of giving him honor, a place under the sun, ang pangalan tuloy ng Lapu-Lapu, ginawa nilang isda. Kaya sabi ko, pala itong mga taga-ano. Eh kaming mga Bisaya, we have kept our silence long enough, kasi wala man rin akong magagawa.

I urged just everybody to take into account the exploits of Lapu-Lapu. So when I became President, I made a promise that I will recognize the fi rst — the very fi rst, I don’t know what was his name before because Philippines is from King Philip. But he resisted imperialism, and of course, maybe, when they were overwhelmed by the Spaniards, he died. But hindi siya hero.

Ngayon, gumawa ako ng Executive Order. Was it a Proclamation? I do not know. But raising to the level and dignity of a national hero, Lapu-Lapu.

Kaya pasalamat ako sa Commission for agreeing with me. Kasi ‘pag hindi, ‘di wala kayong budget next year. Purposely omitted. You can — there, exist there, but no budget, no operational something.

So every Filipino who has actually done something for our country must be recognized, living or dead.

Ako, naiinggit ako sa kanila. Of course, everybody will die. Wala mang question ‘yan. But they went out of this planet blazing and living a legacy of the term “bravery.”

Every year, we come together, every last Monday of August to celebrate the bravery of all Filipino heroes, named or unnamed.

In these trying times, when our people are in need of heroes to look up to, we pay tribute to those whose heroism made our nation what is — it, today.

More importantly, we honor our nameless heroes whose exploits are never published in history books, whose death anniversaries are not celebrated as public holidays.

We thank them still for their deeds and remember their exploits forever.

As we further our efforts to build a stronger, peaceful, and more secure nation, we count on our people to emulate the patriotism of our heroes so that we may all prevail against the looming threats of criminality, terrorism and drugs.

Today, we confer the Order of Lapu-Lapu, individuals who rendered extraordinary service to our country; of utmost signifi cance are the fallen heroes of Marawi, of Jolo, Sulu and in other places in the country fi ghting terrorism and subversion of the New People’s Army and the ISIS, Maute terror groups in Lanao.

I cannot thank them enough for their valuable service to our nation, and we shall forever be in debt. To the awardees fortunate enough to be here with us today, your contributions to our efforts to build a better life for our people have earned you the right to be called heroes.

Treat it not as an honor but a responsibility and always live your lives in a manner befi tting the title.

Again, I urge our people to just follow our heroes by becoming heroes in their own private ways. Join the government in building a stronger nation that is capable of providing a better life for its people.

I will cut this by inserting something which — Espenida? Espedillo? Espinido, where are you? Diyan ka lang, okay lang. I will ask you again. You asked for the assignment sa Leyte. Namatay ang mayor doon. You asked for another assignment sa Ozamiz, namatay ang mayor doon, si Parojinog.

Ngayon, gusto mo sa Iloilo, kasi si Mabilog has been identifi ed as a protector Mayor. Mabuhi kaya siya? Gusto ko lang tanungin, kasi ako naman ang pagbibintangan. Ikaw nga ang nagbaril diyan, tapos ako ang napa-publish kung saan-saan eh.

Pero if you do the country a favor, I will support you. And we all — then, we’ll all go to jail, do not worry. Just follow the rules of engagement, the requirements of the performance of duty, which you have learned in your PNPA, for all those four years.

Murder and homicide or whatever, unlawful killing is not allowed. But in the performance of your duty, tell your men that whenever their life is in danger and they are in the actual performance of a duty, your duty requires you to overcome the resistance of the person you are arresting.

Not only just shouting at him to surrender, because if he does not, and he resists, and it is a violent one, placing in jeopardy the lives of my policemen, and of course, the military, you are free to kill the idiots. That is my order to you. Always in the performance of a duty.

Because if there is violence, then, you have to overcome that violence to bring him to the folds of the law, and you can put him under your custody. But if he resists, and if it is a violent one, I hate to see dead policemen and soldiers performing their duties. Do you hear me? Your next assignment is Iloilo.
