Home Overview Ellesmere Port Location Description Assisted Area Status Further Info Assisted area status The Ellesmere Port Assisted Area is defined by 10 wards covering the entire urban area which includes Ellesmere Port town centre; major employment areas including Vauxhall Motors and the Stanlow Refinery; key existing employment sites such as Rossmore Business Park and Pioneer Business Park; and major potential employment sites including Hooton Park, Port Cheshire, Newbridge Road (including the Cabot Carbon site), and sites subject to release within the former BP Stanlow site. The area also includes housing, education, and leisure and retail attractions and embraces Cheshire Oaks. In addition there are various infill sites and land remediation opportunities. The principal benefit - an ability to offer higher levels of public assistance Assisted Area status ‘levels the playing field’ with existing areas such as parts of the Liverpool City Region, which has enjoyed Assisted Area status for many years. The principal benefits of the Assisted Area are two fold in that it enables: • the provision of certain forms of public sector assistance (“aid”) in respect of initial investment costs incurred by large businesses and other organisations engaged in “economic activity“ in the Assisted Area; and • higher levels of certain forms of aid to be given to businesses and other organisations engaged in “economic activity“ than that which would be available in non-Assisted areas. While Assisted Area status provides a framework for providing higher levels of support in various respects, it does not in itself provide funding resources. There are potentially a variety of funding opportunities, which may well include the Regional Growth Fund (‘RGF’), the Growing Places Fund (‘GPF’), and the North West ‘Evergreen’ Fund, as well as the new European Structural and Investment Funds (‘ESIF’) and perhaps the Local Growth Fund/Growth Deal (important components of which will be channeled through the Cheshire & Warrington LEP). Particular projects may also benefit from, for example, the Growth Accelerator programme, the Manufacturing Advisory Service, UKTI, the Skills Funding Agency, and the Department for Work and Pensions (DWP). The Local authority would be happy to discuss Assisted Area Status in greater detail in respect of the advertised sites. Manchester Ship Canal History The Manchester Ship Canal (MSC) was opened in 1894 and at the time, was the largest navigation in the world. The Canal is 58 km long, linking Eastham on the Mersey Estuary to Manchester, terminating upstream at the four docks in Salford (formerly known as Manchester Docks) and four smaller docks at Pomona (1 km upstream). The docks prospered and became one of Britain’s largest ports, reaching a peak in the 1950’s. During the second half of the twentieth century, however, containerisation and changing world trade patterns led to the demise of the docks and they were closed in 1984 leaving an abandoned 60 ha site including a polluted water course. Legacy Problems The industrial history associated with the Mersey Basin, Excessive bubbling encompassing the Rivers Mersey and Irwell and the MSC, left a legacy of poor water quality and sediment contamination. The MSC was one of the most severely polluted waterways in the UK with a one hundred year legacy of industrial, agricultural and sewage pollution. Water quality was very poor, being characterised by low Sediment rafts water column dissolved oxygen, high levels of suspended organic material and elevated nutrient concentrations. There was also excessive gas production from the anoxic sediments which produced foul odours and lifted mats of sediment to the surface, both of which acted as a serious deterrent to waterside development. The structure of the MSC (deep, slow flowing and with steep vertical sides) further exacerbated the water quality problems.

    Liverpool, Manchester and market power: The Ship Canal and the North West business landscape in the late nineteenth century Graeme J. Milne The grooves in which trade runs are exceeding deep, and it needs an infinite amount of trouble to make it face the jolt and effort of the change even when the new groove is demonstrably far better than the old. The opening of the Manchester Ship Canal in 1894 was an important event in the history of late Victorian engineering, trade and transport, and its construction and early operations have spawned a considerable body of literature.2 Some of the canal’s wider and longer-term implications are less well known, however. The Ship Canal raised major questions of civic pride and identity, becoming a shibboleth for ‘patriotic’ Liverpudlians and Mancunians, and challenged assumptions about the relative power and influence of seaports and inland, manufacturing cities. This article focuses on Manchester’s attempts to expand its trade after the opening of the canal, and the extent to which it was thwarted by obstruction from Liverpool and by the inertia of established trading systems.
