ISCA JOURNAL - JUNE 2016 3 PRESIDENT’S MESSAGE Standard OA Insignia and Memorabilia Catalog (Blue Book): We are getting close to finalizing the rules changes and will then turn loose the lodge editors to start making changes and formally assigning ID numbers to all of the patches issued since the last update. ISCA Website: There have been a number of changes to the ISCA website and we’re planning to make some more in the near future. So, now is the time to let us know what else you would like. Just send a message to James Arriola who is now responsible for website content ([email protected]) or Dave Pede ([email protected]), ISCA Web- master and let them know your thoughts and ideas.

Trade-o-ree Listings: As many of you know, ISCA has always maintained a trade-o-ree listing on our web- site. We have recently changed the management of that section of our website and when you click on the “trade-o-ree link”, it will take you to bsator.com. As stated on the website, BSATOR.com is a free service to help promote Boy Scout Trade-o-ree events taking place throughout the country. The information is gathered by asking people to submit their information and also from other Scouting websites and trade-o-ree organizers. It is managed by ISCA board member Brian Ives. Most trade-o-rees that are listed have an accompanying flyer that you can download and many of them have pictures from the prior years trade-o-ree to give you a better feel of what to expect if you were to attend. At press time, there were 40 trade- o-rees listed for the remainder of 2016 and another 11 were already listed for 2017. A summary is also posted in each quarter’s Journal.

ISCA Donor program Update: In the last ISCA Journal, it was announced that we had kicked off a new ISCA Financial support package or “Do- nor Program.” It has started strong and over $1,000.00 has already been donated. A special donor ISCA patch will be given to each donor over a certain amount and each donor, if they haven’t already, will soon be receiving a complete package in the mail detailing their individual benefits. One of the benefits is that ads that are part of the package can be passed on to anyone, i.e.: a council, lodge, etc. to use in any way that is consistent with ISCA ad guidelines and they have up to 2 years to submit the ad.

Fake Patches on EBay: We had inquired last year to Ebay as to what ISCA could do to help stem the listing of fake Scouting patches on EBay and we finally got a response. Based on their response, we are generating a policy statement that will in- clude what we would suggest members to do when and if they determine or suspect that a fake Boy Scout patch is listed in an attempt to defraud the public. This statement will be posted on the ISCA website and in the Journal when completed.

Bill began an uninterrupted Scouting trek over 60 years ago. In that time the trail led to Eagle Scout with ten palms and a total of 78 merit badges. Along the way he has received the following awards and recognitions – OA Vigil Honor, OA Found- ers Awards, OA Distinguished Service Award, Scouter’s Key, Woodbadge trained, James E. West Fellow, Distinguished Commissioner, God and Country (youth & adult), Philmont Master Track Award, Ph.D. in Commissioner Science, District Award of Merit, Silver Beaver, and Silver Antelope. His service to the includes Lodge Adviser for four years, Section Adviser for ten years, and Southern Region Chairman for five years. He currently serves on the Executive Board, Southern Region Executive Board, National OA Committee, and National Scout Museum Committee.

Bill’s passion for collecting began at the 1960 National Jamboree. He has an OA number, name collection, and specializes in council shoulder insignia. He has the largest RWS collection and the largest CSP Collection that includes over 20,000 dif- ferent pieces. He has been VP – activities for ISCA for two terms and an author / editor of several publications on memo- rabilia collecting. His current priority is generating interest in Scouting history and memorabilia among the younger gen- eration of Scouts. Bill is the retired CEO of Beaver Manufacturing Company in Mansfield, Georgia. He and his wife of 49 years have a son, daughter, and four grandchildren. His son is an Eagle Scout.

Became a in 1966 and went through the ranks to Eagle in 1971, Section Vice Chief and Vigil Honor in Occoneechee Lodge 104, started trading at the 1969 Jamboree, and later worked on many staff positions at National , including Arena Shows and represented the American Numismatic Association for the Coin Col- lecting Merit Badge Booth. Also worked on Shows Staff at many National Order of the Arrow Conferences, and later became Director of Lighting for Shows, in 2015 Directed the ISCA Booth at the NOAC Experience Tent at MSU. Still remain active on many local and council positions with my scouting family, Eagle Scout Jay, leader Meredith, Venture member Madison and wife Jenny.

Passionate collector of Region 6 Southern OA, Merit Badges(especially Teen Variet- ies), and Square Knots. Co-Authored First Book on North Carolina Order of the Arrow Issues, National Logistics Editor for the Blue Book-Standard Order of the Arrow Insig- nia, Merit Badge Contributor to the Standard Price Guide to U.S. Scouting Collectibles, and contributor to the Teen MB Section of the Merit Badge Field Guide and pricing Analysis for the First Flaps in Color. Invented a unique patch protection envelope album system in 1988 which has been expanded to both new collectors and utilized in some of the Top Collections in the hobby. Became VP Advertising since the merger for ISCA, developing the ISCA Crackerbarrel Newsletter and am currently Executive Vice President of Marketing.

DAVID C. SCOTT

As a leading national expert on the origins and development of the American Scout- ing Movement, Dave has scribed his “Way Back When” column for The Journal for the past decade. Over the same time period, he authored four award-winning and bestselling books of the history of BSA. His personal research archive includes over 10,000 pages of Scouting-related documents obtained from various repositories around the globe, along with a nearly complete run of original BSA magazines and Annual Reports that he uses as primary source documentation. As a collector, he specializes in Scouting founding father artifacts and signed artwork, first edition BSA publications, and early BSA paper.

He is an Eagle Scout, a 2012 Silver Beaver recipient, a Vigil Honor member in the OA, a former member of BSA’s National Speakers Bank, and the former Team Lead of BSA’s National Volunteer Training Team that helped train new Scouting executives at BSA’s Center for Professional Development in Westlake, Texas. He served on the National Merit Badge Maintenance Task Force and is a resource for the Design and Development Task Force. By action of the ISCA Board of Directors on April 28, 2010, terms of office of the officers and directors (18 total) have been staggered such that rotation will allow election for 1/3 each year plus any partial term vacancies.

The schedule of the process adopted by the ISCA Board of Directors for election of officers calls for an- nouncement of open seats in the June issue of the ISCA Journal. The newly elected officer terms will begin January 1, 2017.

ISCA President, Craig Leighty, has appointed ISCA Board Member, Kirk Doan, to chair and oversee elections to be conducted this year.

I’ve known Jean since 1975 and considered him to be a great friend. Spent many hours together at TOR’s, traveling to TOR’s and Conclaves together, working on projects for ASTA, and numerous other activities.

Jean had been a Boy Scout and a for the old Crescent Bay Area Council in the late 1940s’-early 1950s. He was a Vigil member of Malibu Lodge 566, held the Silver Beaver and the Shofar Award (Jewish Adult Scouter award). Active for many years in Great Western/Western Council, and was also involved with and Spe-Le-Yai Lodge 249.

It is also the only one of the original fifty-seven merit badges that did not have any requirements yet decided upon and approved when the 1911 handbook was first published. The other fifty-six badges all had their requirements included in the handbook. It said in the first printing of the BSA handbook in 1911 on page 41: “Scholarship - NOTE: The requirements for the merit badge for Scholarship had not been decided upon when this book was published. Information about same may be secured upon application to National Headquarters.”

According to the 5th annual BSA national report in the merit badge summary the first Scholarship merit badges were awarded in 1913 and ten were awarded that year. In the December 1, 1913 issue of Scouting Magazine on page 1 it was announced that a “new merit badge” named Scholarship was available. This would seem to indicate that the ten 1913 recipients all earned them in December of 1913 or close to it. In the May 1914 issue of Boys Life on page 22 it was announced “A New Merit Badge...The design for the Merit Badge of Scholarship has just been completed. It is published here for the first time.” This means the ten 1913 recipients could not have received a actual cloth badge until likely April or May 1914. With that said Stephen H. Porter earned it in mid 1914 and his badge is the design everyone is familiar with, meaning without the wreath and clouds. The 1914 Porter Scholarship badge is pictured (top right). The announced design was the same that was actually awarded in the early years except it included in the design a wreath around the border of the icon and also had clouds that the hand holding the torch came out of. (see illustration)

The two requirements to earn it was also included in the May 1914 announcement. The first requirement was you had to attend any level of school for twelve months. The second requirement was that you had to have a certificate from your principal stating that your attendance had been satisfactory, your deportment (behavior) had been above Illustration of Scholarship Merit Badge shown in average and that the overall average of your grades was 1911 BSA Handbook satisfactory.” This did not seem too hard to accomplish and the following year in 1914 the number of Scouts earning it So what happened? There was only 56 merit badges actually available to earn originally and not 57 although there were 57 named in the 1911 BSA handbook. How do you earn a merit badge that has no established requirements? And the badge design they first published in May 1914 is not what they awarded, at least not to Stephen H. Porter who received his by mid year 1914. The reality is there was not fifty-seven merit badges available to earn in 1911 or 1912 or most of 1913 but only fifty-six merit badges. There was not 57 merit badges that could actually be earned until late in 1913. This fact is further verified by the BSA published official 1913 and 1914 Boy Scout calendars that had actual photos of every merit badge that existed on each calendar each of the two years. You can count them and there is only fifty-six pictured on each calendar and not fifty-seven. The one merit badge that did not exist yet when the calendars were published and was not pictured with the others on the calendars was the Scholarship merit badge. The name existed in 1911 and 1912 but not the badge. With all that said I believe there could still be a Scholarship merit badge out there that survived that includes the wreath and the clouds although it likely was a prototype that they ended up rejecting for whatever seems very excessive. It was long enough that they reason. One thing is for sure and that is that there was not reintroduced it as a “new” merit badge in late 1913. In southern California, San Gabriel Valley Council (Ta Tanka Lodge 488) and (Siwinis Lodge 252) have merged to form the Greater Los Angeles Area Council. In March a combined committee considered submissions and se- lected Tuku’ut Lodge as the name and the saber tooth tiger as the totem. The name is taken from the Tongvan language (a southern California tribe) and means “bobcat” or “mountain lion” (the Tongva did not have a word for the saber tooth cat, which was probably extinct by the time of their arrival in the area). Still in January, Bill Topkis reported the addition to his totem pin collection of a silver Nentico Lodge 12 pin, this one showing the traditional Nentico eagle standing with spread wings on an arrow, as portrayed on most lodge insignia. The pin was unknown to current lodge members but Bill tells us the provenance traces to the lodge. He did not have an accurate date for the pin, but provisionally assigned it to the late 1940’s, early 1950’s.

In February a member of Tulpe Lodge 102 offered their new first flap on eBay as a buy-it-now offering for $10, we believe on be- half of the lodge. The first time we saw it the listing noted that 94 had been sold. It was relisted and 61 were sold and then a third relisting we noticed in early March noted 33 sold. This is a mar- keting initiative new to us, at least for first flaps.

Shawnee Lodge 51 issued an earned centennial flap in addition to other centennials that were fundraisers. Rick Obermeyer has written to tell about the significance of the design of the standard Tipisa Lodge 326 flap, which is essentially unchanged since first adopted in 1965. The twelve arrows represent the twelve parts of the . The quiver that holds them is for the Brotherhood that binds us together. The Bow is the bow you tested the first night of your Ordeal. The calumet, or peace pipe, stands for the friendship and fellowship in our Brotherhood. The rising smoke stands for the ideals of our Order that stay with us as we rise through life. The shield stands for Service, to which the chapters, represented by feathers, contribute. He notes that as the number of chapters has changed over the years, so have the number of feathers.

Rick also shared that their name in Lakota Sioux means “red tipi.” A Sioux village was arranged in a “U” open to the east. One of the end tipis would be for the chief or medicine man and it would be painted red. If a visitor came to the village, the leader would be expected to provide hospitality in his red tipi. Thus “Tipisa” can be loosely translated as “The Lodge of Brotherhood.” It is a tradition that every lodge or chapter activity patch has a small red tipi on it someplace. 2015 World Jamboree Whoops

At the special BSA contingent leaders’ reception each Scout as- sociation was given a walking stick made for inviting them to the 2019 World Jamboree. They were produced by Gail Roper of Orem, Utah. He has a produced hundreds of walking sticks. To make the 5-foot walking sticks, Roper begins with 10-foot lengths of wood, cuts them in half and routers the indentations made to facilitate gripping the stick. Next, he sands, stains and puts a coat of sealant on the wood, then sands again and re-coats before using the laser to decorate the sticks with words and im- ages.

BSA also had a minor error in their Ex- hibits and Activities badge. The letters for the 23rd World Jam- boree stated “23rd Word Jamboree”. Again the badges were remade, but the BSA staff re- ceived the woops badges to swap or give away.

Canada’s first issue of the 2015 World Jamboree Canadian contingent scarf had a problem: it could represent someone being in dis- tress. The ribbon edging, which included the Canadian flag, was sewn on upside down. The second issue was corrected and anyone having the first issue could trade it for the corrected ver- sion at the Canadian HQ.

But in making the 2015 World Jamboree walking sticks there was a slight mistake. Iceland and Ireland are closer than we thought, one letter. Note, Iceland and Ireland did receive corrected walk- ing sticks.

OA GATHERING AT THE WORLD JAMBOREE UPDATE

OA members gathered in their uniforms and OA sashes on the morning of August 3rd at the World Jamboree BSA Headquarters in Japan. A special recorded message from National Vice Chief Donnie Stephens was played to the U.S. contingent to signify the start of the 100th an- niversary NOAC. To commemorate the event of the Order of Arrow Commemorative Order of a special BSA authorized commemorative flap was to be made. At- the Arrow Flap tendees could order the flap. Early in March 2016 the flaps pre-ordered started to ship.

ISCA JOURNAL - JUNE 2016 27 Collecting Camp Patches Mystery Patch Contest

By I coined the term “Mystery Patch” a number of years ago in this column to describe probable camp patches Bob Sherman that did not easily identify which camp it was from or which council owned the camp. Most are early camp patches, often made of felt, with one or two letters. Back in the day, most Scouts did their camping at their ISCA 0091 Council’s Summer camp and everyone in the area knew which camp was represented by the simple felt [email protected] patch with a letter or two.

As time passed and transportation improved, Scouts were able to camp at different facilities further away from home. In addition, the technology of manufacturing patches kept improving so more detail could be sewn into each patch.

I would like to devote this column to showing as many mystery patches as our editor has space for. To make things interesting, I am going to offer a significant piece of historic scouting memorabilia as a prize to whichever reader can identify the most patches shown. Only the first reader to ID a particular patch will get the point and the reader with the most points will receive the prize.

Contestants may email their submissions to me ([email protected]) or snail-mail them to 4 Timberland Way, Beacon Falls, CT 06403. Include the ID number of the patch, the name of the camp and it’s council along with a brief comment about how you know the ID of this particular patch. Simple guesses with no explanation will not be considered for the prize. The decision of the judge (me) will be final. I will read your submissions in the order they were sent so obviously email is faster than snail-mail. There may be some patches shown that are not BSA camps but just in case they are, I have included them for your consideration.

If any readers have their own mystery patches that they would like identified, please send me scans saved at 300 d.p.i. as I will probably do this again if there is a decent response to this column. Good luck!!!
