Chavers, Research Assistant ([email protected], 7-0829) On August 1, 2018, the World Health Organization (WHO) reported that a new Ebola outbreak was detected in the eastern part of the Democratic Republic of Congo (DRC), about one week after having declared that a separate outbreak had ended in the western part of the country. This new outbreak is occurring in North Kivu and Ituri provinces, the most populated provinces in DRC, where a humanitarian crisis affecting over 1 million displaced people is ongoing. Health workers have begun vaccinating people in the districts to control the spread of the disease, though armed conflict in the areas is complicating control efforts. As of October 2, 2018, 162 people have contracted Ebola in North Kivu and Ituri provinces (including 19 health workers), 106 of whom have died (3 of whom were health workers). This outbreak is the 10th Ebola outbreak in DRC since the disease was discovered in 1976, and it stands in stark contrast to the previous outbreak (Figure 1). The outbreak that began in May 2018 was contained and ended within two months after having infected 54 people, including 33 of whom died. In its second month, this outbreak has caused twice as many deaths and is continuing to spread. Issues complicating efforts to contain the current outbreak include the following: Conflict.     The World Health Organization and the Response to the COVID-19 Pandemic: How the WHO failed and why it doesn’t matter Elizabeth Good Northwestern University MAY 2021 As COVID-19 remade the world in 2020, the World Health Organization (WHO) came to occupy center-stage as the global institution with a mandate to deal with pandemics. How did it perform? In this paper — published as part of the Global Governance in the Age of COVID research project at the Weinberg College Center for International and Area Studies, Northwestern University — Elizabeth Good, Project Assistant for Global Governance in the Age of COVID, examines the WHO’s mixed results in response to COVID-19: some success, some failure, and many lessons on the limits of governments and global governance. With 3.5 million dead and 160 million confirmed cases across 223 countries and territories, containing the novel coronavirus clearly exceeded the capabilities of the World Health Organization (WHO). Despite methodical preparation and the Organization’s use of every tool and preventative measure at its disposal, the WHO was unable to live up to its self-professed goals of controlling and preventing pandemics. This article examines how the world’s singular institution for managing global pandemics failed. It traces how the Organization’s internal bureaucratic structure combined with the inescapable limitations of the international system guaranteed this result. By tracing the process of organizational failure at the WHO, I show that no international organization built along traditional lines would have succeeded where the WHO failed. This has large implications for all global-problem solving that rests on the traditional model of inter-state inter-governmental organizations.

    Keynote address of Dr Peter Salama, Deputy Director General, WHO at IFPMA General Assembly, 2018 Thank-you to the organizers for inviting me to give this address- it is an honour to be here. The pharmaceutical industry is a crucial and intrinsic part of the global health architecture- our partnership is essential to reach our collective goals of improving global health, especially for the poorest and most vulnerable around the world. As we speak, we are battling the second largest outbreak of Ebola that the world has ever faced, in perhaps the most complex context we have known. And the partnership between WHO and your members is right at the centre of the response- I will return to that subject later. Together we can be very proud of what has been achieved in recent years, especially in the period of the Millennium Development Goals. And it is with great pride that we can say that since 1990, the number of children dying before their fifth birthday, mostly of preventable causes such as malaria, pneumonia, diarrhoea and vaccine-preventable diseases, has been halved. In the same period, HIV has, through access to life saving anti-retro-viral medicines, been transformed from a death sentence to a chronic disease. The treatment of severe acute malnutrition has been revolutionized. And global life expectancy continues its steady, positive trajectory. Most of these gains were made with tools produced by the pharmaceutical industry. It has been my great privilege to serve with the UN at field level for much of my career, rolling out such programmes in countries such as South Sudan, Afghanistan, Zimbabwe and Ethiopia and to witness first hand, their tangible impact in some of the toughest places on earth.
