So, I would request the Government to fulfil all the conditions. … ( Interruptions ) RAO INDERJIT SINGH: Madam, before NITI Aayog was formed, the Planning Commission used to address the issue of disparity among States through a Fund called the ‘Backward Regions Grant Fund’. Ever since the Planning Commission has been substituted by NITI Aayog, the States get funds as per the recommendations of the 14 th Finance Commission. … ( Interruptions ) The recommendations of the 14 th Finance Commission in toto have been accepted by the Government. It means, in a sense, the devolution of funds to States will increase from the earlier 32 per cent to now 42 per cent. So, a 10 per cent increase from the Central divisible pool of taxes is now accruing to various States. The States themselves are now competent to address these intrastate disparities with this extra fund. … ( Interruptions ) As far as the schemes of the Central Government are concerned, their number has been brought down from 147 to 66. Agriculture Minister spoke about various initiatives by the Government to empower the youth. He also mentioned that if the country has to develop, proper Human Resource development should be the focus. He urged the students to take up the initiative of creating awareness among farmers about various Government programmes. Addressing the students, in the National Seminar titled “Empowering youth in agriculture”, Sh. Singh emphasised on creating awareness about Soil Health Card and Pradhan Mantri Krishi Sinchayee Yojana. He also mentioned that Soil Health card will be issued in the next 3 years to all farmers in the country. With this card, farmers will be able to use fertilizers as per the advice of Soil Testing laboratories about the nutrient content of the soil.Mentioning about new initiative in the form of Pradhan Mantri Krishi Sinchayee Yojana, likely to be launched shortly, he said under this programme every field in the country will be brought under the ambit of irrigation facility. He also pointed towards the growth potential in the fisheries sector, where youth could play an important role. He mentioned that in the first and second quarter of 2014-15, a growth of 8.5% and 13.2% has been registered over the corresponding first and second quarter of 2013-14 in fish production.

Over the years, the organization has attempted to bring about meaningful social change in partnership with government, corporates and civil society. From inception, REACHA effort was always to see how government work can reach the ground level and make impact in lives of people and promote environment conservation. In earlier days, much of the work was voluntary, and advocacy was used to achieve desired objectives. With the coming of Corporate Social Responsibility (CSR) from 1st April 2014 as a mandated expense for qualifying companies, funds were available to achieve the same objectives. Corporate India has been more than willing to partner REACHA to complement and supplement government projects/work. Infact, the very intent and objective of the CSR legislation is to see how corporate India can partner nation building efforts along with government and civil society – by sharing its expertise in technology, project management, innovation etc.
