Despite enjoying economic prosperity and political stability, Canada now has fewer women in parliament than many less developed countries such as Mauritania, Uganda, Rwanda, Afghanistan and Iraq. How long will it take for Canada to catch up – thirty years, perhaps forty years?     1 Brokers, Feminists & Populists: Understanding Parties and Social Movements in the Representational Politics of Identity Steve Patten University of Alberta This paper offers a framework for understanding the relationship between political parties and contemporary social movements in Canadian politics. Building on an understanding of political representation as a process that constitutes political identities and interests, it is argued that parties and social movements can both be understood and studied from a perspective that locates them in the ideological and discursive processes of the ‘representational politics of identity’. The empirical core of the paper examines the uneasy association between social movements and brokerage-style partisan politics, explores Canadian feminism’s gradual rejection of constructive engagement with partisan politics, and reveals the hostile relationship between contemporary social movements and the new populism. While exposing the extent to which the representational politics of identity puts political parties and social movements in competition with one another, the paper concludes by arguing that the tension between these competing institutions of representation is healthy for Canadian democracy. INTRODUCTION Political parties have played a critical role in defining the character of liberal democratic politics. Working through the electoral system and the institutions of parliamentary governance, they shape the primary opportunities for—and the character of—political participation and representation. They are often decisive as mediating institutions that influence how we think about politics, our political identities, public policy, and the legitimacy of competing approaches to governance. They are not, however, alone as institutions of political participation and representation. In recent decades, social movements—including feminism, environmentalism, and the gay and lesbian rights movement—have redefined the opportunities for political engagement.

Even after the recommendations from two Royal Commissions clearly outlined political barriers and reinforced the need for more women in politics, gender disparities continue to exist at all levels of government. Some have declared this a ‘democratic deficit’ that must be remedied.1 With women representing over 51% of the Canadian population, only 21% of elected municipal officials are female.2 Reasons for women’s under-representation, the importance of gender equality and the significance of women in governmental decision making must be examined and understood. Theories of gender inequality are offered to explain women’s exclusion from politics. Global comparisons are made and alternate electoral systems considered, using Norway as an example. Numerous barriers to participation are faced by women attempting to enter the municipal arena, and subsequent barriers are encountered once they are elected. These barriers must be overcome in order to narrow the gender gap and increase women’s representation in government. Programs specifically designed to address these barriers and increase the level of women’s representation have been developed by the Federation of Canadian Municipalities, the Equal Voice and the Union of Nova Scotia Municipalities and introduced to municipalities across Canada.

The non-profit, non-partisan group will be dishing up the honours at a conference in the capital city, at an event titled, “Leveraging Women’s Leadership for the 21st Century: Changing the Game” The event marks International Women’s Day, as well as a 10th anniversary for the organization, which is working to change a situation in which 77.5 per cent of members of Parliament elected in the last federal vote were male. Women being feted, aside from Carney, are: former Ontario Liberal MP Jean Augustine; former Prince Edward Island Liberal premier Catherine Callbeck; Nellie Cournoyea, former nonpartisan Northwest Territories premier; Roberta Jamieson, CEO of the National Aboriginal Achievement Foundation; Senator Marjorie LeBreton, who leads the government in the Senate; Alberta Conservative Senator Elaine McCoy; former NDP leader Alexa McDonough; Quebec Liberal Senator Lucie Pepin; and former New Democrat MP and B. Kokila Jacob was one of three Canadian delegates who attended the Forum. Canadian women and politics: In Canada women are more than half the population, but only a fifth, at best, of its politicians. Men still dominate the country’s politics. Men’s grip on politics in Canada is tightening at a time when women in other countries are making exciting political breakthroughs. As Equal Voice chair, Rosemary Speirs, points out the number of women nominated, and elected, is falling across Canada, not just in the federal (national) elections to the House of Commons but provincially as well. We have 10 provinces (states), and in the last nine provincial elections the number of women elected declined across the country. In the 2004 recently concluded elections, 391 women were candidates out of total 1685 candidates, or 23 per cent female. Of them 62 women were elected, but since there are more seats in the new House, female MPs actually hold a lower percentage of seats, i.e., 20 per cent.

Stephens) This paper addresses a number of issues in comparative social policy through a detailed analysis of the Canada’s brief flirtation with a national early childhood education program [2005-2007]. Despite garnering broad public approval and passing through all relevant political veto points, the program was ultimately terminated by the administration of conservative prime minister Stephen Harper at no perceptible political cost. Employing a methodology of analytic induction, I find that the ultimate failure of the program was in its promotion. Notably, the program lacked a credible female champion, allowing its opponents to characterize it as intrusive and paternalistic.     Former Prime Minister Kim Campbell Urges Canada to Adopt Dual Member Constituencies to Elect More Women Toronto: On April 30 2009, the Right Honourable Kim Campbell, former Prime Minister of Canada, delivered a compelling speech urging Canadians to adopt ambitious measures to accelerate women’s representation in elected office. Ms. Campbell spoke to a full house at the Royal York Hotel as the 2009 recipient of the Equal Voice Eve Award (Toronto), in recognition of her achievements in political life. In a speech filled with humour, passion and indignation, she recommended that Canada modify its electoral system to one of dual member constituencies in which one woman and one man would represent each federal riding. “In the end, gender parity in government has to be seen not just as a goal to be achieved, but a right to be demanded,” Ms. Campbell noted before launching her proposal. She described dual member constituencies as “eminently doable” and referred to her own experience of being elected from a two member constituency for the city of Vancouver to the BC legislature in 1986. Ms. Campbell noted that both Norway and Spain have legislated that four out of ten corporate directors must be women in recognition of evidence that women’s participation at senior management levels increases a company’s profitability.
