Tammie & Don Blank USGA Rules except as amended below govern all PRPC events. 1. Out of Bounds a) As indicated on score cards. b) Additional stakes, ropes or landscaping erected by some property owners on property, are not OB markers. Relief may be taken without should they interfere with normal stance or swing. c) In the case of plantation roads, a ball which comes to rest on a road or crosses a road even though it comes to rest on another hole of the course being played, is deemed out of bounds. d) Fencing - fencing around the golf course, outside of the white “Out Of Bound Markers” are not an intricate part of the golf course. As a result, relief may not be taken if such fencing interferes with the player’s stance or the area of his intended swing. e) Barony 1. Left of the water on holes #10, 11, 12, 13, 15, 17, 18. 2. Embedded Ball Anywhere “through the green” a ball embedded in its own pitch-mark may be lifted without penalty, cleaned and dropped as near as possible to the spot where it lay, but not nearer the hole. (“Through the green” is the whole area of the course except and putting green of hole being played, and all hazards on the course.) 3. Danger to Individuals Relief without penalty may be taken if a ball lies on, or near enough to, a fire ant hill or an alligator, to constitute a physical danger to the golfer should an attempt be made to play the ball as it lies. 4. Relief from Wooden Piling On Robbers’ Row #4 and Barony #10 should your ball come to rest against the piling or should it interfere with your stance or swing, find the closest point of relief, no nearer the hole and drop the ball within one club length without penalty. If the ball lies in or touches a bunker, it may be lifted according to this Rule, but must be dropped in the bunker. 5. Ground Under Repair In areas designated by white paint and or G.U.R. signs, you may lift, clean and drop the ball within one club length from the nearest point of relief, no closer to the hole. Relief without penalty may be taken if the ball lies in the areas of erosion and drainage that are outside the water hazard. 6. Sprinkler system control boxes, sprinkler heads and the drainage ditch covers are immovable obstructions. Relief is provided without penalty under

USGA Rule 24-2 only if the obstruction interferes with normal stance or swing. Note: Line of flight relief is not provided. 7. Stakes used to mark water hazards, 150 yard markers and ropes used to channel golf carts are movable obstructions. Relief is provided without penalty under USGA Rule 24. 1. They may be removed whenever they interfere with stance, swing, or line of flight. Replace after the shot has been played. If it is physically impossible to remove such a stake, the ball may be dropped without penalty at the nearest point, no nearer the hole, which avoids the interference with stance or swing and is not in a hazard; except that, if the point where the ball originally lay is in or touching a hazard, it must be dropped in a hazard. 8. Concrete curbs adjacent to cart paths are a part of the cart path for relief purposes. 9. Recently sodded areas are to be treated as “Ground Under Repair.” Relief MUST be taken at the nearest point, no closer to the hole. 10. Ball Drops - Drop areas are not a requirement and their inclusion and placement may change from time to time. If an area is to be a "designated "drop area, it will be marked. If there are no markings indicating a drop area, you then take relief according to the rules for water hazards (rule 26-1). When marked, the designated drop areas will be on Robber's Row #4, Barony #2, #4, #9, and #14, and Planter's Row #11 and #15. You may opt to play from that area or proceed under rule 26-1 (water hazard). There is no additional penalty for moving forward to a marked designated drop area. 11. Waste Areas - Various waste areas exist on Barony and Robber’s Row and will be marked with green stakes. Under the Rules of Golf, a player may ground their club, take a practice swing or remove loose impediments without incurring a penalty.

Waste areas include: On Barony, hole #13, the sandy area between the cart path and the green On Robber’s Row, there are five waste bunkers: - hole #8, the sandy area between the and green - hole #11, the sandy area on the left side of the fairway to the green - hole # 13, the sandy area on the right side of the fairway and the sandy area on the left side of the fairway to the green - hole # 15 the entire sandy area on the hole 12. Winter Rules apply when previously specified or when the courses are restricted to cart path only. PRPC will play under Winter Rules between January 1 through February 29, 2016. 13. Water Hazard Provisional Ball - If there is doubt as to whether a ball is in or lost in a water hazard, the player may play another ball provisionally under any applicable option of Rule 26-1. If the original ball is found outside the hazard, it must be played. If the original ball is found in the water hazard the player may opt to play it from the hazard or continue with the provisional ball. 14. Stones in Bunkers may be considered obstructions and may be removed per Rule 24-1, provided the stone is larger ½”, close enough to the ball to be struck by the club during normal swing, and the lie of the ball is not changed. 15. Relief from Burrowing Animal Activity – At times, there is significant ground disturbance from animal activity. You may lift, clean and drop the ball at the nearest point of relief, no closer to the hole. Relief within allowed without penalty on all courses. 16. Water Hazards. Water Hazards are defined by yellow or red stakes and/or lines. In the absence of painted lines and stakes, the edge of a water hazard shall be defined by the crest of slope at the hazard’s edge. If the slope is not able to be determined, the outside edge or any ornamental grasses should be considered the hazard’s edge.

GENERAL INFORMATION RELATING TO PRPC SCHEDULED EVENTS

1. Mulligans are not permitted unless they are a specific part of the event.

2. All score cards are to be signed and attested in order to be eligible for tournament prizes.

3. All participants must have an established verifiable in order to be eligible for prizes.

4. All scores should be recorded in the computer handicap system whether or not the round was part of a PRPC event. Incomplete rounds should be entered in accordance with the guidelines provided by the USGA. Regularly scheduled Tuesday, Wednesday, Thursday, and Saturday events for ladies and men should not be considered as tournament scores.

5. All individual and two-person team tournaments must be played with another player (team) who will keep the contestants’ score and sign the card.

6. Putts may not be conceded if the putt in question will have a bearing on the score. In all tournaments where Medal Scores are used (gross or net) all putts must be holed out.

7. Handicaps to be used in all PRPC events will be established as follows unless specifically allowed by the golf committee: a. All individual events - 100% Handicaps b.All two-person team events: vs. 90% Handicaps Better Ball of Two 90% Handicaps System 100% Handicaps c. Four Ball Team events:

1 best ball of 4, 80% Handicaps 2 best balls of 4, 90% Handicaps 3 best balls of 4, 100% Handicaps Four-person Captain’s Choice: Add all handicaps & divide by 4, if handicaps are to be used. d. Two-person Captain’s Choice: Add both handicaps & divide by 2, if handicaps are to be used. e. Two-person Chapman System: 100% handicaps divided by 2.

PRPC TOURNAMENT RULES

Under the USGA Handicap System a tournament score is a score made in a competition organized and conducted by a committee in charge of the competition. The competition must identify a winner(s) based on a stipulated round(s) and must be played under the principles of the Rules of Golf. Routine events, such as regular play days, normally are not to be designated as T-scores because they are not significant in the traditions, schedules, formats and membership of our club. Using the above definition as a guideline, the PRPC Rules and Procedures Committee has identified the following events as tournament events and they shall be posted as such in the computer.
