Super Typhoon Yutu Relief & Recovery Update #4 POST-DECLARATION DAMAGE ASSESSMENT COMPLETED; RELIEF MANPOWER ON-ISLAND READY TO SUPPORT; FEEDER 1, PARTIAL 1 & 2 BACK ONLINE Release Date: October 29, 2018 On Sunday, October 28, 2018, CNMI Leadership and the Federal Emergency Management Agency (FEMA) conducted a Post-Declaration Damage Assessment. Saipan, Tinian and Rota experienced very heavy rainfall and extremely high winds which caused damages to homes, businesses and critical infrastructure. Utility infrastructure on all three islands has been visibly severely impacted to include downed power lines, transformers and poles. Driving conditions remain hazardous as debris removal operations are still underway. At the request of Governor Ralph DLG. Torres, representatives from FEMA Individual Assistance (IA) and the US Small Business Administration (SBA) joined the CNMI on an Aerial Preliminary Damage Assessment of Saipan, Tinian and Rota. Land Molluscs from the Northern Mariana Islands, Micronesia Taiji Kurozumi Natural History Museum and Institute, Chiba 955-2 Aoba-cho, Chuo-ku, Chiba 260, Japan Abstract More than twenty-four species of land molluscs, belonging to 13 families and 20 genera were collected from the 9 islands of the northern Mariana Islands, and 22 species are recorded for the first time from the islands. Six introduced species were recognized, including Achatina fulica and its predators, Euglandina rosea and Gonaxis kibweziensis. Almost all of the genera are widely distributed on Micronesian islands. Only one species, Ptychalaea sp., may show dispersal from the northern area to the northern Marianas. Key words: Land molluscs, Ptychalaea, Achatina fulica, northern Mariana Islands. The population of the Northern Mariana Islands, as of January 1, 2011, is estimated at 50,000. Saipan, our largest island and the proposed site for the 2017 Pacific Mini Games, is the most developed of the Northern Marianas, and is home to most of our population. Saipan offers the visiting athlete an inviting combination of modern amenities, such as a thriving tourism district with world-class hotels, restaurants, and shops, and the beauty of a clean and quiet tropical island. Legal Claims to Newly Emerged Islands
Comments LEGAL CLAIMS TO NEWLY EMERGED ISLANDS If a new island arose from the sea, as is likely to occur between the Volcano and Mariana Islands, to which State would it appertain?This Comment examines four theories of international law through which States might attempt to claim new islands. One theory derives from the 1958 Geneva Conventions on the Law of the Sea. The others are the cus- tomary internationallaw doctrines of contiguity, occupation and discovery. After determining that in this location only occupation and discovery would be applicable,the Comment concludes with an analysis of whether a claim would be polit- ically feasible. There was a tremendous explosion as the liquid rock struck water and air together. Clouds of steam rose miles into the air. Ash fell hissing upon the heaving waves. Detonations shattered the air for a moment and then echoed away in the immensity of the empty wastes. But rock had at last been deposited above the surface of the sea. An island-visible were there but eyes to see, tangible were there fingers to feel-had risen from the deep.' In March, 1974, a Japanese fishing vessel was sailing approximate- ly 150 miles northwest of the Mariana Islands when it encountered a previously unknown area of water no more than ten feet deep.2 The fishermen reported their discovery to the Japanese Maritime Safety Agency, which radioed warnings of the shallow spot. The Agency also requested reports of any other spots discovered. In late 1975 the United States obliged, having found an area only 177 feet deep some nineteen miles from the previous discovery. -

DEFILIPPS Introduction To plant conservationists who must fervently gather botanical intelligence against a time-frame of rapidly dwindling plant populations and habitats, the following statements expressed by M.-H. Sachet and F.R. Fosberg (1955, 1971) are both pertinent and self-explanatory: "The great unsolved problem of modern scientific methodology is that of bibliography, that of knowing what has been accomplished already. In starting any line of investigation the scientist is faced with the choice of ignoring his predeces- sors, possibly wasting much time on work that has already been done and missing valuable information and ideas, or of spending a large proportion of his time in study of current and past literature on the field. -

STEADMAN Biological Survey, New York State Museum, The State Education Department, Albany , New York 12230. Abstract-Twenty-one species of birds were recovered from preliminary excavations in 1990 at a late Holocene bone deposit in Payapai Cave, Rota, Commonwealth of the Northern Mariana Islands. Twelve of these species are extinct or extirpated on Rota. Three of these (Audubon's Shearwater, Puffinus lherminieri; Micronesian Megapode, Megapodius laperouse;Island Swiftlet, Collocalia vanikorensis)are known from Rota in the 19th or 20th century. Two others (White-browed Crake, Polio limnas cinereus;Guam flycatcher, Myiagra cf.freycineti) are previously unknown on Rota but have been recorded on Guam. Three species (Blue-gray Noddy, Procelsterna cerulea;swamphen?, Porphyrio?sp.; Mi cronesian Pigeon, Ducula oceanica)have not been recorded previously from the Mariana Islands but still occur elsewhere in Micronesia. Four species are extinct and undescribed (a small, perhaps flightless duck, Anatidae new sp.; giant ground-dove, Gallicolumba new sp.; large par rot, Psittacidae new sp.; large parrotfinch, Erythrura new sp.). An un named cave on Rota yielded a single bone of the Common Moorhen, Gallinula chloropus,also extirpated on Rota. Although more bones are needed to refine certain identifications and describe new species, the preliminary results from Rota indicate that great losses of birds occurred in the Mariana Islands during the past few millennia. Probably the same is true throughout Micronesia, where the prehistoric record of birds, confined thus far to Rota, is much more limited than in Polynesia. -

The plant was first identified as Zeuxine sakagutii Tuyama on the basis of morphological and macromolecular characters. No nucleotide sequence divergences in the nuclear ribosomal DNA ITS and the two plastid regions (matK and trnL-F intron) were found between the Ogasawara plant and Z. sakagutii samples from the Ryukyu Islands and Hainan Island, China. This result indicates a recent, long distance dispersal of this species to Ogasawara. Z. boninensis Tuyama, described from Ogasawara, was considered to be extinct. We did not find any differences between Z.
