Background »» By 2041, York Region is projected to grow to 1.8 million people and 900,000 jobs – road improvements to increase capacity and improve connectivity on the existing road network are important parts of planning for the Region’s future

»» The proposed West Gormley Secondary Plan and the new Gormley GO station on Stouffville Road are expected to be large traffic generators that will further strain the existing two-lane facility

»» York Region’s 2009 Transportation Master Plan identified the need for capacity improvements along Stouffville Road to accommodate anticipated growth and to improve overall network connectivity MCEA PROCESS PROJECT TIMELINE OFFICIAL PLAN - LAND USE DESIGNATION MAP EXISTING NATURAL & CULTURAL HERITAGE FEATURES

The volume-to-capacity percentage provides an indication of level of congestion. Road modifications are typically considered when the percentage exceeds 90%. A percentage greater than 100% indicates over capacity. AREA TRAFFIC ANALYSIS

Area network traffic conditions were assessed by combining the volume of the five roads shown in the figure to the left. The total volume was then compared to the practical capacity of the area network.

The chart below provides a summary of the capacity analysis for eastbound traffic in the AM peak hour. Even with recent improvements to Bloomington Road, the total traffic volume will exceed capacity by 2021. King Rd Newmarket

PROBLEM / OPPORTUNITY STATEMENT Problem

Transportation analysis confirms that by 2021 / 2031 the traffic volumes will exceed available capacity of the road network. With Gormley GO station expected to open in 2016 and the proposed West Gormley Secondary Plan expected to add an additional 2,000 homes to the community, the existing two-lane road will not have enough capacity to accommodate the projected growth.

Opportunity

There is an opportunity to improve Stouffville Road to accommodate the existing and future traffic demand, and provide better connectivity for the overall regional road network. The proximity of the new GO station also provides an opportunity to review sustainable transportation (cyclists, pedestrians, transit, etc.) options for this corridor.
