Advised the community to call 999 or 101 when necessary. PCSO Gerard then left the meeting. 21/18 OPEN FORUM 21.1 NS asked for any further comments or questions from the floor. Several parishioners raised the issue of the Planning application appeal document APP/K/1128/W/17/3185418 in respect of 28 proposed dwellings at Ngr Sx77664245 at Mill Lane Frogmore, TQ72BA. PH outlined the positions of both the council and the developer and said there were several grounds to object to the appeal. He said the deadline for comments was the 6th March 2018. A parishioner told the meeting that the 138 objections to the scheme are no longer available on the SHDC website. RF is to investigate this issue. 21.2 A question was raised over situation regarding Application 0429/18/FUL in relation to the erection of a barn. The applicant claimed the site chosen was the only one suitable and had only moved the proposed barn by 2.5 metres. The reason for the location was unclear and the revision did not appear to address the reasons for refusal. 21.3 There was a general discussion on the procedure of appeals and re-applications. 21.4 The forum returned to the planned scheme at Mill Lane. The public was assured that SHDC would find the missing objections to this scheme, and if necessary would extend the deadline for comments. Any comments should be made in writing. It was agreed to hold a workshop on Friday 23rd February to help parishioners understand their role within the planning process. The Chair closed the Public Forum at 7.45pm 22/18 COUNTY COUNCILLOR D. Councillor Brazil informed the meeting that there would be a 5% increase in council bills for 2018/19. This was made up of 2% for social care and the 3% permitted increase. An extra £6.5m had been found for road repairs for the county of Devon. He asked that the public let the council know of any issues with potholes, edging of roads or flooding. NS said there was £1,500 available for local flooding and highlighted the issue at the top of Sherford. 23/18 DECLARATIONS OF INTEREST: NS declared an interest in the planning application and Sherford Down and would leave the meeting for the duration of that discussion (Minute 27.1). 24/18 APPROVAL OF MINUTES OF THE LAST MEETING The minutes of the meeting held on the 15 January 2018. Agreed to be signed by the Chair as a true and correct record. The minutes were then signed. Redrafted minutes of June 2017: accepted 25/18 OPEN ISSUES Only one matter arising and that was the parking issue at Pool Road. However, that seemed now to have been resolved 26/18 APPOINTMENT OF CLERK NS introduced Ally Goddard as the new Parish Clerk. Her appointment was proposed by APH. BJ seconded. The appointment was carried unanimously 27/18 PLANNING APPLICATIONS: 27.1 Application 0683/17/OPA Land at Sherford Down Road, Sherford TQ7 2BA NS left the meeting as anticipated. PH acting chair. The location of the house had been moved and no further objections were raised. 27.2 Application 0429/18/FUL (277765, 42630) It was felt that the access to the main road was unsuitable and the barn’s proximity to houses a major issue. The revision had only moved the barn by 2.5 metres. The applicant had been asked to look for an alternative site as the proposed location was in the AONB. The width of the road seemed excessive. If it wasn’t repaired by suggested that the work be combined with the repair to the creek steps. The repair to the steps was to be actioned as soon as possible. 32/1 PARISH ISSUES 8 32.1 Traffic calming There had been a meeting of interested parties, including DCC Highways on site in Frogmore to discuss traffic calming. It was agreed that this be placed on a subsection of the Neighbourhood Plan. 32.2 Salt grit bins NS told the meeting that both Sherford and Frogmore have a grit bin each which are filled by the council, free of charge. 32.3 Road warden scheme It was agreed that this would be reviewed 33/1 NEIGHBOURHOOD PLAN: 8 APH thanked the parish for returning 180 questionnaires. He reported back on the statistics. There was now a draft for the plan which would take some time to finalise 34/1 COUNCILLOR REPORTS 8 34.1 Ben Johnson had asked for clarification regarding the boundary situation for high speed Broadband so as to minimise disruption and cost. 21st January was targeted as the finish date for the Frogmore area. 34.2 Paul Harding informed members that there would be fortnightly dog waste collections starting on 20th February 2018 34.3 Steve Hart: the condition of South Pool Hill was not being helped by water leaks which exacerbated the issue of the potholes. Some pipes were blocked which created large puddles. He agreed to report this on DCC website 34.4 Peter Hadley: Creek Close Boundary. APH attended a meeting on 31st January 2018 regarding the half garden issue.
