    Darwen Town Deal Board Update on Town Deal Accelerated Capital Projects Director of Growth & Development, Blackburn with Darwen Council 24 July 2020 Introduction The Board meeting on 10 July considered and approved three project proposals - Darwen Tower, J4 Skate Park and AFC Darwen - to benefit from the Government’s early award of an additional £750,000 to accelerate their delivery. The Government’s funding contribution is additional to the final funding allocation the Darwen Deal will secure, which is ultimately dependent on the submission of the strongest possible Town Investment Plan by 31 January, 2021. This report provides further detail on the three project proposals and an additional request for feasibility funding support for an emerging project proposal - ANCA, Aldridge North Cricket Academy - which complements the emerging development of a Darwen Sports Village opportunity of both scale and quality. Project Proposals The Board recognised the need to move quickly to seize the additional funding opportunity provided by Government. It was also recognised that the three projects considered and agreed by the Board can: Meet Government spending requirements; Comply with the financial assurance requirements of Blackburn with Darwen Council, as the Board’s accountable body; Evidence a significant level of commitment from project sponsors, including the ability to secure additional financial support for their project proposal; Deliver strategic outcomes that will support the early delivery of the Board’s Town Investment Plan - its objectives priorities and outcomes - with the potential for projects to be further developed over the coming years; and Signal the ambition and relevance of the Town Deal initiative to improving the long-term prospects of Darwen.

Northern Rhodesia (now Zambia) where they gave orders and never did any manual labour work. Within the first 24 hours of leaving my parents I had caught my first flight, train and saw the sea for the first time! While studying at Dover College for my ‘A’ levels I had the continual yearning to see some snow but never saw it for 16 months. When I saw it for the first time, I ran out and looked in wonder. My first contact with my relatives was during the Easter holidays when I went to stay with my uncle Esamama Rokad in Preston. It was while staying with them that I realised how hard they worked in the mills and how they struggled and coped in spite of the cultural and language barriers. My uncle’s family and friends looked after me with so much love that it made me determined to payback my community later on in my life. After my graduation at Cardiff University-Birmingham, I got married and settled in Blackburn in 1971, the town where I had also spent my holidays with my cousin Janab Adam Patel who is known as Adambhai Fansiwala Name: Abdul Ismail Zumla and also known as Lord Adam Patel of Blackburn in Blackburn at his Father: Haji Ismail Mohammed Zumla (from Halderva, Gujarat) house. Adambhai taught me a lot about working for and helping the community. Mother: Hajiyani Amanbahen Ismail Mohammed Zumla My first pharmacy was on Whalley Range-Blackburn in 1972.
