The plan is intended to assist city officials and emergency organizations to carry out their responsibilities for the protection of life and property under a wide range of emergency conditions. This plan is in accordance with existing federal, state, and local statues and understandings of the various departments/agencies involved. It has been adopted by the city council and reviewed by the Dakota County Emergency Management Director. It is subject to review and recommendation of approval by the Minnesota Department of Public Safety, Division of Homeland Security and Emergency Management and the Metro Regional Review Committee (RRC). This plan is to be reviewed and re-certified annually by the City’s Emergency Management Director. All recipients are requested to advise the City’s Emergency Management Director of any changes that might result in its improvement or increase its usefulness. This document will serve to provide documentation of the knowledge of key individuals and can be used to inform persons who become replacements. "This Emergency Operations Plan shall not be shared or disclosed to any person or agency outside of the City of Apple Valley that do not have direct responsibilities to implement the Plan.” The data in this Emergency Operations Plan is not public data and shall not be disclosed. -

South Central College Crisis Communications Plan Originally Developed: 8/31/16 Most Recent Update: 3/13/2020 South Central College Crisis Communications Plan The SCC Crisis Communications Plan provides guidance for the coordination of communications both internally and externally in the event of an emergency or crisis. The plan outlines the roles, responsibilities, and protocols to guide the college in promptly sharing information with all of SCC’s audiences during an emergency or crisis. Each situation is unique, requiring customized messaging. The SCC Crisis Communications Plan is part of the SCC emergency management portfolio, which includes an All-Hazard Plan and Continuity of Operations Plan (COOP): • The All-Hazard Plan provides information to respond to a multitude of situations faced in daily operations of the college. • The COOP helps facilitate recovery operations for individual departments within the college in the case of a natural or manmade emergency that could endanger the organization’s ability to function (See Appendix A Continuity of Operations Plan). • The Crisis Communications plan is intended to provide a framework for effective coordination and communication should a crisis or emergency occur at the college. 2 Plan Updates and Location The Crisis Communications Plan will be reviewed and updated by the Marketing and Communications department every six months. The most recent version will be available at www.southcentral.edu/crisis. Definitions For the purposes of this plan, a Crisis is defined as a significant event that impacts our students and/or employees, prompts substantial, often sustained, news coverage and public scrutiny, and/or has the potential to damage the institution’s public image or financial stability, or disrupt college operations. -

Inclement Weather Procedure Guidelines School Closure Procedure Guidelines The Montana Department of Transportation and Flathead County have discontinued “Emergency Travel Only” declarations. The ETO declaration has been replaced by a “Severe Driving Conditions” declaration. The SDC declaration will not be countywide and will not be accompanied by driving restrictions. Therefore, there will be no countywide road condition declaration that will initiate a countywide school closure. Each county school will make its own closure call based on district-wide road conditions. A closure applies to all but a skeleton crew necessary to be sure that buildings are open. The District will not use late starts. Once students are transported to school by bus, they will remain in school until the end of the school day. The district will not release children early because necessary parent contacts cannot be assured. Parents may pick up their children at any time. If the decision is made that no buses are running, school will be closed. Schools may be kept open if just a few buses cannot run. The number of bus routes not running to influence school closure on a given day is a judgment call related to appropriate variables. The magic number hovers around seven bus routes. If a bus does not run in the morning because of inclement weather, it will not run in the afternoon. If students can be safely transported, water and electricity are flowing, and heating systems are up and running, classes will be held. In the event of school closure or bus route cancellations, the District will use the AlertNow emergency notification system to alert parents and guardians. -

Minnesota Emergency Alert System Statewide Plan 2018 MINNESOTA EAS STATEWIDE PLAN Revision 10 Basic Plan 01/31/2019 I. REASON FOR PLAN The State of Minnesota is subject to major emergencies and disasters, natural, technological and criminal, which can pose a significant threat to the health and safety of the public. The ability to provide citizens with timely emergency information is a priority of emergency managers statewide. The Emergency Alert System (EAS) was developed by the Federal Communications Commission (FCC) to provide emergency information to the public via television, radio, cable systems and wire line providers. The Integrated Public Alert and Warning System, (IPAWS) was created by FEMA to aid in the distribution of emergency messaging to the public via the internet and mobile devices. It is intended that the EAS combined with IPAWS be capable of alerting the general public reliably and effectively. This plan was written to explain who can originate EAS alerts and how and under what circumstances these alerts are distributed via the EAS and IPAWS. II. PURPOSE AND OBJECTIVES OF PLAN A. Purpose When emergencies and disasters occur, rapid and effective dissemination of essential information can significantly help to reduce loss of life and property. The EAS and IPAWS were designed to provide this type of information. However; these systems will only work through a coordinated effort. The purpose of this plan is to establish a standardized, integrated EAS & IPAWS communications protocol capable of facilitating the rapid dissemination of emergency information to the public. B.
