The Commission has before it a petition for rulemaking filed by George S. Flinn, Jr. (“Flinn”), the licensee of WWJX-DT, channel 51, Jackson, Mississippi. Flinn requests the substitution of channel 23 for channel 51 at Jackson. 2. Flinn states that because channel 52 has now been allocated for non-broadcast use, he “desires to obtain authorization for another UHF channel that would not have allocation concerns implicated by said adjacent operation.”1 According to Flinn, Cellular South, Inc., a service provider in the WWJX-DT service area, has agreed to assist in moving the television station to channel 23 due to interference concerns.2 At the staff’s request, Flinn submitted a supplemental engineering statement dated December 24, 2010, which explains Cellular South’s concerns about potential interference that may occur to Long Term Evolution (“LTE”) cellular base stations operating in the 6 MHz band between 698 to 704 MHZ from WWJX-DT’s adjacent channel operation in the 6 MHz band between 692 to 698 MHz. 3. We believe that Flinn’s proposal warrants consideration.

    THE HISTORY OF THE DEVELOPMENT OF BRITISH SATELLITE BROADCASTING POLICY, 1977-1992 Windsor John Holden —......., Submitted in accordance with the requirements for the degree of PhD University of Leeds, Institute of Communications Studies July, 1998 The candidate confirms that the work submitted is his own and that appropriate credit has been given where reference has been made to the work of others ABSTRACT This thesis traces the development of British satellite broadcasting policy, from the early proposals drawn up by the Home Office following the UK's allocation of five direct broadcast by satellite (DBS) frequencies at the 1977 World Administrative Radio Conference (WARC), through the successive, abortive DBS initiatives of the BBC and the "Club of 21", to the short-lived service provided by British Satellite Broadcasting (BSB). It also details at length the history of Sky Television, an organisation that operated beyond the parameters of existing legislation, which successfully competed (and merged) with BSB, and which shaped the way in which policy was developed. It contends that throughout the 1980s satellite broadcasting policy ceased to drive and became driven, and that the failure of policy-making in this time can be ascribed to conflict on ideological, governmental and organisational levels. SUMMARY: In this document, the Federal Communications Commission (Commission) seeks comment on several proposals that will impact FY 2020 regulatory fees. DATES: Submit comments on or before June 12, 2020; and reply comments on or before June 29, 2020. This study focuses on the relationship between Western transnational broadcasters and East Asian media. It analyzes 1) the processes through which Western media players are localized and 2) the impact of media globalization on local broadcasters in East Asia. Recent developments in the People's Republic of China are the primary focus in the discussion of local media. This study is divided into five chapters. Chapter one is a literature review and general summary of research on the relationship between local and transnational media. Chapter two focuses on Asian audience preferences and the introduction of transnational broadcasting into East Asia.
