    Appendix A Apollo 15: “The Problem We Brought Back From the Moon” Postal Covers Carried on Apollo 151 Among the best known collectables from the Apollo Era are the covers flown onboard the Apollo 15 mission in 1971, mainly because of what the mission’s Lunar Module Pilot, Jim Irwin, called “the problem we brought back from the Moon.” [1] The crew of Apollo 15 carried out one of the most complete scientific explorations of the Moon and accomplished several firsts, including the first lunar roving vehicle that was operated on the Moon to extend the range of exploration. Some 81 kilograms (180 pounds) of lunar surface samples were returned for anal- ysis, and a battery of very productive lunar surface and orbital experiments were conducted, including the first EVA in deep space. [2] Yet the Apollo 15 crew are best remembered for carrying envelopes to the Moon, and the mission is remem- bered for the “great postal caper.” [3] As noted in Chapter 7, Apollo 15 was not the first mission to carry covers. Dozens were carried on each flight from Apollo 11 onwards (see Table 1 for the complete list) and, as Apollo 15 Commander Dave Scott recalled in his book, the whole business had probably been building since Mercury, through Gemini and into Apollo. [4] People had a fascination with objects that had been carried into space, and that became more and more popular – and valuable – as the programs progressed. I appreciate the invitation to be with you all, here in Flagstaff today, and to offer what I hope may be food for thought – and more – regarding the present re-consideration of the notions of Universal Service, the Universal Service Obligation , and the Postal Monopoly, and to join in on the discussion of these important topics. I am here as the owner and publisher of The Flute Network. We are a small entirely volunteer entity now closing in on the end of our 24 th year of service as a “bulletin board service” for flutists, flute teachers, and the people who love these kinds of folks. In addition to a website presence (which has become absolutely requisite in recent years for businesses of all kinds), we continue to organize and publish an adletter of typically 8 – 12 pages, which goes out free of charge 9 times a year, now to some 6,100 different subscribers nationwide. It is on behalf of our subscribers, and all those whom we serve by including their notices, that we’ve been tracking the flow of Flute Network mailings over the years. As with most such things, the timely receipt of our mailings is a large part of what keeps them valuable – for example, it does no good to learn of a concert or other event that one might have wanted to attend, two weeks after it happened. What is frustrating is when this kind of thing happens and those notices had actually been mailed three weeks before those events, and by the Post Office’s own standards should have been received by all in plenty of time.

    FÉDÉRATION INTERNATIONALE de PHILATÉLIE Section for Astrophilately A Guide to Exhibiting Astrophilately FIP Section for Astrophilately Introduction This guide is aimed at exhibitors who have qualified for FIP international exhibitions and jurors who want further insights into exhibiting Astrophilately. The starting points for any exhibitor or juror are three key documents: the General Regulations of the FIP for Evaluation of Competitive Exhibits at FIP Exhibitions (GREV), the Special Regulations for the Evaluation of Astrophilately Exhibit at FIP Exhibitions (SREV) and the Guidelines for Judging Astrophilatelic Exhibits (Guidelines). The three form the basis for a competitive exhibit. Exhibitors must ensure their exhibit comply fully with the GREV, since the GREV are enforced on all exhibits in all the FIP Classes. When exhibiting, the astrophilatelist must also follow the SREV and Guidelines for Astrophilately. The current versions of these documents are available from the FIP website at www.f-i- p.ch. The guide has been prepared by the members of the Astrophilately Bureau with the help of recognised experts in the field. Its purpose is to help exhibitors and jury members better understand the concepts found in the SERV and Guidelines by way of illustrations and background notes. However a word of caution is needed, this guide does not supplant the FIP GREV, SERV or Guidelines. It is simply an aid to guide exhibitors and jurors with exemplary illustrations and background notes. The Guide is not intended to provide an answer to every possible exhibitor's question; nevertheless we hope that this advice will help the jury and the exhibitor to better understand the regulations.

    FIP Section for Astrophilately Special Regulations for the Evaluation of Astrophilately Exhibit at FIP Exhibitions Article 1 Competitive Exhibitions In accordance with Article 1.4 of the General Regulations of F.I.P. for the Evaluation of Competitive Exhibits at F.I.P. Exhibitions (GREV), these Special Regulations (SREV) have been developed to supplement those principles with regard to Astrophilately. Also refer to Guidelines to Astrophilatelic Regulations. Article 2 Competitive Exhibits (ref. GREV, Article 2) An astrophilatelic exhibit is built up on historical, technical and scientific aspects related to space research and space programmes. Article 3 Principles of Exhibit Composition (ref. GREV, Article 3) Appropriate philatelic material of an astrophilatelic exhibit includes the following : 1. Documents handed over by a postal administration for despatch by stratosphere balloons, rockets, spaceships, rocket planes, recovery ships, rescue helicopters and other supporting aircraft or vice versa. 2. Stamps, leaflets and vignettes related to rocket mail, postal stationery, Mailgrams and special envelopes and cards of relevance to the different parts of the space programme including: the related precursors; the launch, the flight and landing of space travelling objects; and the participating tracking stations, ships and supporting aircraft. 3. Among the special characteristics of Astrophilately are envelopes and cards cancelled by the post office at the place and on the exact date of the special events. 4. An astrophilatelic exhibit may encompass all aspects or relate to a self contained section only to the following : (for subdivisions ref.
