Conflict Prevention in the Greater Horn of Africa
UNITED STATES INSTITUTE OF PEACE Simulation on Conflict Prevention in the Greater Horn of Africa This simulation, while focused around the Ethiopia-Eritrea border conflict, is not an attempt to resolve that conflict: the Organisation of African Unity (OAU) already has a peace plan on the table to which the two parties in conflict have essentially agreed. Rather, participants are asked, in their roles as representatives of OAU member states, to devise a blueprint for preventing the Ethiopian-Eritrean conflict from spreading into neighboring countries and consuming the region in even greater violence. The conflict, a great concern particularly for Somalia and Sudan where civil wars have raged for years, has thrown regional alliances into confusion and is increasingly putting pressure on humanitarian NGOs and other regional parties to contain the conflict. The wars in the Horn of Africa have caused untold death and misery over the past few decades. Simulation participants are asked as well to deal with the many refugees and internally displaced persons in the Horn of Africa, a humanitarian crisis that strains the economies – and the political relations - of the countries in the region. In their roles as OAU representatives, participants in this intricate simulation witness first-hand the tremendous challenge of trying to obtain consensus among multiple actors with often competing agendas on the tools of conflict prevention. Accepted 17 January, 2011 Between 1957 and 1966, Kwame Nkrumah of Ghana fought vigorously for the creation of a Union of African States with a Common African Government. His optimism for the unity and cohesion of Africa as a lever for continental development was unparalleled. However, his dream never became a reality due to stiff opposition from African leaders, most of whom feared the loss of their sovereignty, and the West, due to selfish interest. This notwithstanding, this paper posits that Nkrumah’s mooted idea of unity government is still the best option if Africa will be able to overcome her precarious socio- economic and political tragedies of intermittent wars and conflicts, poverty and exploitation of her natural resources by the West; even in the face of daunting challenges. The paper concludes that only a union government could enable Africa to compete favourably with other political and economic blocs in this age of globalization and continental integration process going on in various other continents of the world. CHAPTER 5. THE PAN-AFRICAN PARLIAMENT Sani L. Mohamed 1. Introduction In all democratic systems, parliaments, as the directly elected bodies, are the institutions through which the people express their will and exercise their sovereignty. They are the primary constituencies that link the people to the government, represent and act on behalf of the citizenry. The Pan-African Parliament (PAP) is established for the same purpose, although it is not fashioned in the same form as those in the member countries of the Union. It is established “to give concrete expression to the common vision of a united, integrated and strong Africa and to act as a common platform for African peoples and their grass-root organizations to be more involved with discussions and decision-making on the problems and challenges facing the continent.”1 The idea of establishing a Pan-African Parliament could be traced to the dreams of the founding fathers of the African Nations, who contended that only a United Africa can achieve true democracy and meaningful development. The legal basis of the Pan-African Parliament is to be found in the Treaty establishing the African Economic Community (AEC),2 which enumerated it as one of the organs of the Community (Article 7). 29 January 2021 Report of the Washington Group (WG) on Disability Statistics including an Executive Summary of the 20th Annual Meeting Purpose The main objective of the Washington Group on Disability Statistics (WG) is the promotion and coordination of international cooperation in the area of health statistics by focusing on disability measures suitable for censuses and national surveys. The aim is to provide basic necessary information on disability which is comparable throughout the world. For the primary purpose of informing policy on equalization of opportunities, the WG has developed, tested internationally, and adopted the Short Set on Functioning (WG-SS) comprised of six disability measures suitable for use in censuses, sample- based national surveys, or other statistical instruments. A second priority is to recommend one or more extended sets of survey items to measure disability that can be used as components of population surveys or as supplements to specialty surveys. To that end, the WG has developed, tested and adopted the Extended Set on Functioning for adults (WG-ES); an intermediate-length question set (WG-SS Enhanced); a Child Functioning Module (CFM) in collaboration with UNICEF; and a Labor Force Survey Disability Module (LFS-DM) in collaboration with the International Labour Organization (ILO). In addition, in collaboration with UNICEF, a module on inclusive education to identify barriers to school participation for all children is currently being tested. These extended sets of survey items either include or compliment the WG-SS. The World Health Organization's (WHO) International Classification of Functioning, Disability, and Health (ICF) has been used as the basic framework for the development of all questions sets. -
