    Better Bryn-y-Cwm The Whole Place Plan for Abergavenny and District Consultation Draft – May 2013 Sustainable Regeneration Solutions Introduction Monmouthshire County Council is changing. Under the banner ‘Your County, Your Way’ the Council has embarked on a journey of cultural and organisational change to enable it to respond creatively to the needs and aspirations of the communities of Monmouthshire. As part of this process, the Council aims to create opportunities that empower local communities to shape and enhance their future prospects, supported by the council but with residents, community organisations and the business community taking the opportunity and responsibility to themselves in order to realise shared aspirations and ambitions for their area. To support this, the Council commissioned Sustainable Regeneration Solutions to undertake the development of a ‘Whole Place Plan for Bryn Y Cwm’ – the area of North Monmouthshire centred on the town of Abergavenny and its neighbouring villages. At the heart of this approach is a recognition that plans, projects and programmes are too often dealt with in isolation. Instead, an integrated approach is needed which draws on the evidenced priorities and concerns of the local community and brings together a range of initiatives to address these. The aim of the ‘Plan’ is to provide a route map of clear projects and interventions that, together, can make a significant contribution to making Bryn y Cwm a better place for those who live, work and come to the area. The ‘Plan’ is not a statement of lofty ambitions but is focussed on getting things done with the community and its representatives, and is about the partnerships and practical steps needed.

PURPOSE: To consider the proposed Order subsequent to representations received following advertisement in accordance with the Local Authorities Traffic Orders (Procedure) (England and Wales) Regulations 1996. 2. RECOMMENDATIONS: Not to hold an inquiry into the proposal. To approve the proposed Order as consulted and advertised and to implement the Order. 3. KEY ISSUES: Following receipt of a petition advocating a lower speed limit on the B4598 Usk – Hardwick Interchange and route R64 Llanvihangel Gobion – Raglan Roundabout roads, and in accordance with the recommendation of the Strong Communities Select Committee on 30th April, conditions on these routes were assessed in accordance with the Welsh Governments ‘Setting Local Speed Limits in Wales’ guidance. It was considered that a 50mph maximum speed limit in lieu of the existing national speed limit (60mph) would be appropriate between Penpergwm and Usk, and between Steelhorse Café and Raglan Roundabout, whilst retaining the existing 40mph maximum speed limits at Llanfair Kilgeddin and Llancayo. Accordingly these proposals were consulted upon and advertised. Consequently two petitions have been received, together with responses from Gwent Police, three Councillors, two Community Councils, and 23 members of the public. The police originally expressed reservations but subsequently stated they do not have any objections to the proposal. The signatories of one petition, the community councils and 17 individual respondents indicate their support, whilst the signatories of the other petition and 6 individual respondents object.

Dr Gibbons said: “Conducting regular reviews of the electoral arrangements in each Council in Wales is part of the Commission’s remit. The aim is to try and restore a fairly even spread of councillors across the local population. It is not about local government reorganisation. Since the last reviews were conducted new communities have been created in some areas and there have been shifts in population in others. This means that in some areas there is now an imbalance in the number of electors that councillors represent.

Image: Elsa Wood Monmouthshire Rare Plant Register 2019 MONMOUTHSHIRE VICE-COUNTY 35 RARE PLANT REGISTER This edition updates the first Rare Plant Register produced by Trevor Evans (Evans 2007). Some additional species have been included whereas others have been removed. The reasons for these changes are given below. Rare and Scarce species In the RPR by Evans (2007) there are several species which have since been found to be more widespread in vc35 than previously thought. These, Ranunculus lingua Greater Spearwort ( widely planted), Iris foetidissima Stinking Iris, Echium vulgare Viper’s Bugloss, Chrysosplenium alternifolium Alternate-leaved Golden Saxifrage, Crepis biennis Rough Hawk’s-beard, Myriophyllum spicatum Spiked Water-milfoil , Samolus valerandi Brookweed, Frangula alnus Alder Buckthorn, Poa angustifolia Narrow-leaved Meadow-grass, Puccinellia distans Reflexed Saltmarsh Grass and Populus nigra ssp.betulifolia Black Poplar are no longer included in this revised RPR as occur at more than 10 sites. Moreover, Anacamptis pryamidalis Pyramidal Orchid occurs at almost 40 sites. The revised RPR recognises locally rare species, both Natives and Archaeophyes, as those that are found in up to three sites in VC35 and locally scarce species which occur in up to 10 sites. Several have been moved from locally rare to locally scarce e.g. Anthemis cotula. Species such as Littorella uniflora Shoreweed with 11 records are therefore not included. Some other species, whilst being recorded at more than 10 sites, are considered under threat in a GB or Welsh context and therefore these have been included in this Register.
