respect to Article 64 of the Convention, the Government of Turkey is of the opinion that the disputes which may arise from the interpretation and application of the Convention can be solved through meaningful negotiations between the parties to the dispute, without the need of having recourse to third party settlement.” 6 ICSID/8-B Art. 70 of the Convention EXCLUSIONS OF TERRITORIES BY CONTRACTING STATES Pursuant to Article 70 of the Convention, the following Contracting States have excluded from the application of the Convention the following territories for whose international shall be applied only on the territory effectively controlled by the authorities of the Republic of Moldova.” New Zealand April 2, 1980 Cook Islands Niue Tokelau United Kingdom of Great June 19, 1973 British Indian Ocean Britain and Northern Ireland Territory Pitcairn Islands British Antarctic Sovereign Base Areas of Cyprus New Hebrides 2 Denmark excluded, by a notification received on May 15, 1968, the Faroe Islands; by notification received on October 30, 1968, Denmark extended the application of the Convention to the Faroe Islands as of January 1, 1969. On depositing its instrument of ratification, the Netherlands restricted the application of the Convention to the Kingdom in Europe; by a notification received on May 22, 1970, the Netherlands withdrew that restriction and thus extended the application of the Convention to Suriname and the Netherlands Antilles; Suriname having attained independence on November 25, 1975, the Convention ceased to be applicable to Suriname as of that date. On depositing its instrument of ratification, the United Kingdom excluded, inter alia, from its coverage Jersey and the Isle of Man. By notifications received on June 27, 1979, and November 17, 1983, respectively, the United Kingdom extended the application of the Convention to Jersey as of July 1, 1979, and to the Isle of Man as of November 1, 1983. 3 The International Bank for Reconstruction and Development. ICSID/8-C Art. 25(1) and (3) of the Convention DESIGNATIONS BY CONTRACTING STATES REGARDING CONSTITUENT SUBDIVISIONS OR AGENCIES 1. Article 25(1) of the Convention provides that the jurisdiction of the Centre shall extend to any legal dispute arising directly out of an investment between a Contracting State (or any constituent subdivision or agency of a Contracting State designated to the Centre by that State) and a national of another Contracting State, which the parties to the dispute consent in writing to submit to the Centre. 2. The following Contracting States have designated the subdivisions and agencies listed below as competent to become parties to disputes submitted to the Centre. In some cases, the States concerned have, pursuant to Article 25(3) of the Convention, also notified the Centre that no approval by the State is required for the designated subdivision or agency’s consent to submit disputes to the Centre, and these are also indicated below: Contracting Date of Name of Constituent State4 Designation Subdivision/Agency Australia May 2, 1991* The State of New South Wales The State of Victoria The State of Queensland The State of South Australia The State of Tasmania The Northern Territory The Australian Capital Territory Note: ad hoc designations and notifications made by Contracting States pursuant to Articles 25(1) and 25(3) are excluded from this listing. * This symbol signifies that on making the designation, the Contracting State also notified the Centre, pursuant to Article 25(3) of the Convention, that the State’s approval would not be required for consents by the constituent subdivision/agency to submit disputes to the Centre. 4 The Government of the Republic of Ecuador signed the ICSID Convention on January 15, 1986 and deposited its instrument of ratification on the same date. The Convention entered into force for Ecuador on February 14, 1986.

There has been renewed interest in the establishment of new zones, with talk of a zone in the Arctic and in the Middle East. Progress with current NWFZs is also being made—the protocols to the Treaty of Pelindaba were submitted to the US Senate in May 2011 for consent to ratification, making the United States the final nuclear-weapon state to do so.

HUMAN RIGHTS In relation to human rights issues, contrary to an earlier apparent concession by the Public Prosecutor that the Human Rights Act 1978 applied to the Pitcairn Islands, it would appear not to have been extended to them, at least in so far as the necessary protocols to the Convention have not been signed to enable Pitcairners to appear before the European Court: R (Quark Fisheries Ltd) v Secretary of State for Foreign and Commonwealth Affairs [2005] 3 WLR 7 837 (Tab ).

    Access Guide to Cronk Keeill Abban (Old Tynwald Site) Manx National Heritage has the guardianship of many ancient monuments in the landscape. A number of these sites are publicly accessible. Please note in most circumstances the land is not in the ownership of Manx National Heritage and visits are made at your own risk. We recognise that visiting the Island’s ancient monuments in the countryside can present difficulties for people with disabilities. We have prepared an access guide for visiting Cronk Keeill Abban (Old Tynwald Site) to help you plan your visit. This access guide does not contain personal opinions as to suitability for those with access needs, but aims to accurately describe the environment at the site. Introduction Cronk Keeill Abban in Braddan is the site of an Early Christian Keeill and was a former Viking assembly site. It is one of four historically recorded assembly sites in the Isle of Man – the others being Tynwald Hill, Castle Rushen and another in Kirk Michael. The earliest written reference to this being a Tynwald site dates from 1429. At this Tynwald sitting the record states that ‘trial by combat’ was abolished. The word Tynwald comes from the Norse thingvollr, meaning place of the parliament or assembly field. The annual meeting held at Tynwald Hill in St John’s would have been the “all-Island” meeting – smaller local groups would have met elsewhere throughout the year. The exact location of the assembly site is not clear, and the present circular dry stone enclosure was constructed in 1929 to commemorate its existence.

    The Equal Rights Trust Legal Brief For Kanalesingam Introduction 1. This legal brief is provided by The Equal Rights Trust (ERT) to Kanesalingam & Co (Kanesalingam). It sets out international and comparative law and jurisprudence arguments in relation to the current case (the Judicial Review) before the High Court in Malaya at Seremban, in which Kanesalingam & Co currently represents (1) Muhamad Juzaili Bin Mohd Khamis, (2) Shukur Bin Jani, (3) Wan Fairol Bin Wan Ismail, and (4) Adam Shazrul Bin Mohd Yusoff in their judicial review claim against (1) the State Government of Negeri Sembilan, (2) the Islamic Affairs Department of ENgeri Sembilan, (3) the Director adn/or highest ranked officer within the Islamic Affairs Department of Negeri Sembilan, (4) the Chief Syariah Enforcement Officer of Negeri Sembilan, and (5) the Chief Syariah Prosecutor of Negeri Sembilan. 2. ERT is an independent international organisation whose purpose is to combat discrimination and promote equality as a fundamental human right and a basic principle of social justice. Established as a resource centre and a think tank, it focuses on the complex relationship between different types of discrimination, developing strategies for translating the principles of equality into practice and balancing the principle of non-discrimination with other rights. The Board and staff of ERT are qualified experts in human rights law and non-discrimination. ERT has professional expertise on equality and non-discrimination law, and its core work focuses on legal research on issues of discrimination. 3. In this brief, ERT provides arguments on which Kanesalingam may wish to rely in their submissions to the High Court to argue that Section 66 of the Syariah Criminal (Negeri Sembilan) Enactment 1992 (Section 66) violates Article 8 of the Federal Constitution of Malaysia (Article 8) by discriminating against the applicants, and others in a similar situation to the applicants, on the ground of their gender identity.

On 25 May 1995, the Director-General launched the campaign to promote the fundamental ILO Conventions with a view to their universal ratification. Each year the Director-General submits a report for information to the Governing Body on progress made in the ratification of the fundamental ILO Conventions during the previous year and on the future prospects for the ratification of these instruments, based on information communicated by the member States. 2. As in previous years, on 11 July 2006, the Director-General sent a letter to governments of countries that had not ratified all the fundamental Conventions, asking them to indicate their position with regard to these Conventions and in particular whether or not their position had changed since their previous communication. The indications given in Part II below consolidate information from the replies received to the Director-General’s letter sent in July, 1 as well as information which had been reported to the Governing Body under this item previously. Part II also includes information provided by governments in the context of the annual review under the follow-up to the Declaration on Fundamental Principles and Rights at Work or to the International Labour Conference, as well as information obtained by the ILO in the course of technical assistance and cooperation activities. 3. The arbitrary administrative requirements have been used to stifle opposition and minority party opinions in parliamentary debate. Introduction This fact sheet gives an overview of the function of the National Assembly and how its role has been compromised as a result of provisions that limit the scope of participation of its members, particularly in relation to parliamentary debates. This fact sheet is written by the Cambodian Center for Human Rights (CCHR), a leading non-aligned, independent, non-governmental organization that works to promote and protect democracy and respect for human rights – primarily civil and political rights – throughout the Kingdom of Cambodia (“Cambodia”). What is the National Assembly? The National Assembly is the lower house of the Parliament of Cambodia. It comprises 123 members that are elected for five-year terms by proportional representation, using provinces as constituencies of 1 to 18 members. In the most recent national elections of 27 July 2008, the CPP won an overwhelming majority of seats in the National Assembly, obtaining 90 of the 123 seats. The Sam Rainsy Party followed with 26 seats, the Human Rights Party with three seats and FUNCINPEC and the Norodom Ranariddh Party with two seats respectively. Pursuant to the Constitution of Cambodia (the “Constitution”), the function of the National Assembly can be argued as being three-fold: first, the National Assembly is the only organ with legislative power.
