La empresa Loro Parque, instalada desde 1980 en el Puerto de La Cruz. isla de Tenerife, ha presentado ante las autoridades administrativas competentes la documentaci6n relativa a la construcci6n de un area especifica para la exhibici6n, mantenimiento y reproducci6n de 4 ejemplares de Orca 0 Killer Whale (Orcinus orca), asi como para la importaci6n de estos ejemplares de Se8Worid (Estados Unidos).

Atendiendo a la solicitud de la empresa Lora Parque. esta administraci6n ha acudido a realizar la inspecci6n de las obras que, aun en fase de ejecuci6n, estan realizando para la acomodaci6n de los

ejemplares de orca. encontrando que I en funci6n de 10 realizado, las obras se adaptan a los croquis presentados. de tal forma que, atendiendo a las Rrecomendaciones· que sobre la materia existen a nivel de la U.E., las citadas infraestructuras cumplen con 10 cantemplado en estas ultimas. Revisada asimismo el resto de la documentaci6n aportada, en referencia, al mantenimiento de los mamiferos marinas existentes, esta administraci6n esta en disposici6n de\ asegurar que los documentos son reflejo de 10 que, el pompleja Lore Parque, .alberga ypretende albergar en sus instalaciones.

La experiencia que la empresa Lorn Parque tiene en el ambito de la cria en cautividad de especies acuaticas mamiferas, esta garantizada,al estar especialmente bien dotadas las infraestructuras que, a estos, dedican en el complejo, como son la zona de los leones marinas yde los deffines, en donde no s610 se ha establecido como rutinaria la cria exitosa en cautividad, sino en donde el avance del conocimiento en etologia ha permitido .establecer unprotocolo de entrenamiento y de relaci6n hombre~anjmal altamente satisfactorio. De esm modo, la experiencia de este Parque abarca a numerosas especies, al haher invertido gran cantidad de recursos humanos y mateliales en la forrnaci6n y en la investigaci6n. Por otro lado, la re!aci6n entre laempresa Lora Parque, a traves de la Fundaci6n Lora Parque. y Cabildo de Tenerife, a traves del Area de MedioAmbiente, ha sido un constante en los ultimos arias, lIegando a la firma de diferentes acuerdos y convenios en aras de la colaboraci6n mutua con el objetivo de la protecci6n del medio ambiente y en especial de la conservaci6n de la fauna terrestre y maritima de esta zona del atlantica. De entre los anteriores cabe destacar el convenio firmado entre ambas instituciones para la proteccion de la fauna de mamiferos acuaticos que vive en aguas canarias, en especial en la fosa que existe entre Tenerife y La Gomera,que debido a diferentes circunst~mcias genera numerosos varamlentos y actuacione~ a \0 largo del ano. De asta y otras relaclones con la ernpresa, 58 puede acreditar la excelente cualificacion del personal t8cnico que trabaja en la empresa Loro Parque.

An essential part ofthe prOcess of inspiring' people to care for andprotectqiW natural heritage is through the provision ofeducational inforrmition about the:. environment. In the Canary Islands, theLPF therefore functions as a centre . 'of environmental interpretation. The Foundation is developing the '. programmes based at Loro Parque that use the park's animal collection asa major resource for education aimed at its nearly 1:5 million annualvisitbrs. Toward the end of that same year, and after starting the creation of the new . educational information boards, the Loro Parque Fundaci6p. began the promotion of "La Escuela Navega", the Agreement with the The Department of Education, Culture and Sports ofthe Canary Government, with the objective to exchange pupils and educational resources of local schools among the different Canary Isiands. Later lhe University of Las Palmas, Gran Canaria contributed to this project. ' After all this work, the school visits now increase each year, showillgthe success ofthe projects. During 2000 new signs were developed and the existing ones updated. The production of a new parrot education video directed at primary school children was initiated with extensive filming at our installations and, simultaneously, a set ofactivities for all the education levels was prepared. Also in 2000, a first educational suitcase, called "Animals ofthe World", was prepared and distributed to all educational centres arid schools of the Canary archipelago, with the aim of raising the awareness ofschool children and teachers in matters related to the conservation ofbiodiversity. Every suitcase contains five booklets, five jigsaws and an interactive CD-ROM with information, photographs, sounds, games and activities ofall.the animals of Loro Parque. In September 2002, at the end ofthe school year we received a visit of the new Managing Director ofEducatiortaIPrornqti'on, Miss Isabel de Luis Lorenzo, who accompanied a groupofeducalors·invited by the Education Departmentof the Canary Islands' ,€,qvefI1Jl1ent .,' ' , ' " ' Incidentally, that same week we celebrated the visitof 15:00pth schooLtothe' park. Due to the great reception that the Education Department of the Loro , Parque Fundaci6n received from the Department of Education of the Canary Islands' Government, as well by the schools and their pilpils, we decided to' go ahead with new challenges and to extend educative frontiers. The idea ' arose to develop a project about the Canary coasts, which ,was called "Aula del Mar" (Classroom of the Sea) in the Park, with which we counted again on t.lte collaboration of the ba..1l..1cing organization Caja Madrid.We received an initial donation of l2,300 E. The objective of this project is to offer educative instruments that help to increase knowledge of the marine environment, by means of interactive data processing applications adapted to the different, educational levels. One of the other collaborators of this project is K()d

At this point, we can speak ofa solid education unit within the Funda¢i6ri which is totally integrated into the school life of.the Archipelago; This is especially because it is in an ideal environment where the expansion of /' knowledge and adapted didactic material fits very well the expectations of the Department ofEducation ofthe Canary Islands' Government and the schools. The extracurricular visits to Loro Parque have run parallel to the evolution to our educative services. In 2003 the visits increased up to 30,000 pupils a year. Nevertheless, our Department of Education believes that the key to success is found in constant improvement, and because of this we , began the year 2004 with neW initiatives to reward those schools carrying out. the most interesting educational activities in Loro Parque. Out of this proposal we received suggestions and activities from schools throughout the entire archipelago. They obtained free ,entry to the park as a reward.to continue carrying out their educational activities. In the course ofthe year 2004 the first block of contents of the "Aula del Mar" was completed. From that moment on it was at the disposal ofthe entire Canary Island educational

The word "" is used here for any institution that is a member of EAZA or is applying to become a member of EAZA.

The main aims of modern zoos include conservation and education. Ifconservation is to succeed, people need to be inspired to care about and understand animals and the threats they face in the wild. Everyone should have the opportunity to experience and learn about wildlife at first hand. One of EAZA's aims is to promote knowledge and understanding ofthe natural world through the medium of zoos. Zoos are a valuable educational and cultural resource, together with museums and botanical gardens. Every year 125 million people visit the zoos in Europe. The World Zoo Conservation Strategy (published by IUDZG, now W AZA, in 1993) concludes that, given a professional approach, a knowledge of the zoo public and a clear-cut education plan, zoo education programmes can be successful in increasing the public's awareness of the irreplaceable value of nature. Education is therefore an essential conservation task of zoos.

A. The education role of the zoo is to be clearly stated in its written mission statement.

B. The zoo must have a written education policy, identifying educational components and setting out the methods by which these components are directed towards the different sections of the zoo's visitor audience. The concept of zoo education is broader than a programme for schools and should be targeted at the entire zoo visitation. This should be consistent \vith the \"Jorld Zoo Conservation Strategy.

Explanation Educational components might include such topics as: animal behaviour, zoo animal management, variety oflife, a variety ofanimal-based topics, global or local conservation in situ and ex situ issues, threats to species, the role ofzoos in conservation, sustainability and a respect for and appreciation of wildlife.' Each zoo should have some idea ofhow the visitor audience is constituted in order to target its education programme. Examples might include: general visitors, locals, tourists, families, mixed age groups, friends, school groups, same age groups, teenagers, elderly, handicapped, literate and illiterate people. . Methods for delivering educational programmes might include (a combination of): the exhibits themselves, identiflcation labels, graphic displays, audio/visual presentations, interactive displays, information technology, zoo gUide books, education staff, animal staff, zoo volunteers, permanent or temporary exhibitions, zoo publications and other media.

C. The zoo must demonstrate that it is carrying out its education policy, by reference to specific projects, figures of attendance, evaluation procedures and research.

D. At least one member of staff within the institution should be responsible for a professional implementation of the education policy. Explanation Medium-sized zoos should employ at least one member ofstaff with overall responsibility for education. Larger zoos should also have additional education staff. Staffmust have some training in education, preferably with a university degree and/or teacher training qualification. In small~r . zoos, the education role might be combined with other functions and be carried out by personnel such as: the director, curator, senior keeper and researcher. Staffinvolved must be familiar with education practice andideally have someformal or informal training in education (through education conferences and regional workshops).

E. Animals must be clearly and correctly identified at their enclosures. Threatened species and· species in regional. national and international coordinated breeding programmes should be highlighted.

F. When animal demonstrations form part of the programme. these demonstration must. contain an education or conservation message.

Explanation Displays should demonstrate or extend the animal's natural ability and show behaviours that are ofintrinsic value to the species. They should not be compromised by being made to perform unnatural acts or to become humanised. Care should be taken to avoid the impression that the animals make wonderful, exotic pets. It should be possible to focus on and to give reasons why they are in the zoo. Conservation issues such as loss ofhabitat and animal products' trade can be included. Successful breeding programmes in the zoo and any reintroduction to the wild should be mentioned.

G. It should be emphasised that for education programmes to be successful, zoo animals must be exhibited in the best conditions in enclosures that enable them to live as natural as possible and to participate in natural behaviours as far aspossible.

Explanation Animals that appear to suffer from physical and/or psychological restraint are counter-productive to education and will spoil the conservation message.

H. Interpretation/education should be an integral part of zoo exhibits and the educator should be incorporated in the exhibit planning and collection planning process.

I. A reference library appropriate to the size and complexity ofthe zoo should be maintained and made available to all staff members; and possibly to the public where practical.

Explanation Books, current journals and other media enable staff to improve their knowledge and to keep abreast ofrecent trends in zoo biology and conservation. In tum. this enables them to provide accurate information to zoo visitors.

J. Resource materiaVeducation information should be made available to the general public and zoo audience. This might include: leaflets. guide books, teachers' notes, resource packs, work sheets and should be displayed and available for purchase or for free.

New Blueprint for Zoos and Aquaria Conservation work

Zoos and aquaria around the world have a new blueprint for their conservation work with launch of "The World Zoo and Aquarium Conservation Strategy - Building a Future for Wildlife" on 3 May 2005,

This important document (the successor of the 1993 "World Zoo Conservation Strategy") was presented at Melbourne Zoo (Australia) by Ed McAlistar, president of the World Association of Zoos and Aquaria (WAZA),

The strategy concludes tha't the zoos and aquaria of the world are preimminently suited to become models for truly integrated conservation, linking conservation, education, research and fundraising programmes inside their institutions to those outside their premises, The strategy strongly recommends that all zoos and aquaria continue to extend their breeding programmes for endangered species, increase their educational effectiveness and strengthen their research and conservation networks, It also advocates that zoos and aquaria become increasingly involved in supporting field conservation projects, This should not only be accomplished by lending financial support, but should as well involve the transfer of expertise and assistance with education and research,

The European Association of Zoos and Aquaria (EAZA) - with almost 300 member institutions all over Europe and the Middle-East and thus the largest partner in the global WAZA network had significant input in the new Conservation strategy, No wonder that EAZA whole-heartedly endorses the conclusions and recommendations of the comprehensive document. Currently EAZA zoos and aquaria run cooperative breeding programmes for over 250 endangered animal species, Conservation education is one of the major objectives of EAZA members, and reaches far over 125 million European visitors annually, Moreover, the combined EAZA member zoos raise over 10 million Euro per year to support hundreds of conservation projects in all corners of the world,

Leobert de Boer, chairman of EAZA, states that "the zoos of Europe are well on their way to become one of Europe's major conservation bodies, The new World Zoo and Aquarium Conservation Strategy will be used as an important directory for acceleration and increase of the conservation efforts and effectiveness of zoos and aquaria all around Europe",

At its spring meeting (Jerez de la Frontera, Spain, 22/24 April 1005) EAZA's Council­ including zoo and aquarium representatives from 25 European countries initiated a brainstorming process that should lead to an EAZA Action Plan for the next 5 years, based on the conclusions and recommendations of the new Conservation Strategy, This Conservation Action Plan will be completed at EAZA'sAnnual Conference, next September in Bristol. We have completed our review ofthe information packet submitted by Sea World, Inc., on behalf ofLoro Parque regarding the proposed export of four killer whales (Orcinus orca) from Sea World ofFloridaiSea World of Texas to Loro Parque, Canary Islands, Spain in accordance with requirements of the Marine Mammal Protection Act (MMPA) (16 U.S.c. 1361 et seq.). This information included a summary of the education program, admission policy, and a description ofthe park. Mr. Wladimiro Rodriguez Brito of the Island Administration ofTenerife, Territory's Environment Management Technical Service provided a ktter of comity and validation of the accuracy of the information. Dr. Barbara Kohn, Animal and Plant Health Inspection Service, U.S. Department ofAgriculture reviewed the material for Animal Welfare Act comparability and approved Loro Parque to receive two male and two female killer whales. We are satisfied that the planned export for purposes of public display complies with requirements ofthe MMP A.

The notification for transport was received on June 22,2005. Therefore, this export may occur on or after July 7,2005. Six animals have been identified for potential transport. Attached are the Marine Mammal Data Sheets for each of these animals (ID Nos. NOA0003087, NOA0005645, NOAOOOS840, NOA0005931, NOA0006172 and NOA0006021 ).Any two males and any two females from this list may be exported to Loro Parque.

We have received your revised notification for the proposed exp!>rt of four killer whales (Orcinu..s orca) from Sea World ofFlorida/Sea World ofTexas to Loro Parque, Canary Islands, Spain in accordance with requirements of the Marine Mammal Protection Act (MMPA) (16 U.S.C. 1361 et seq.).

This updated notification for transport was received on September 21, 2005. Therefore, the export may occur on or after October 3,2005. Eight animals have been identified for potential transport. Attached are the Marine Mammal Data Sheets for each ofthese animals (ID Nos. NOA0003087, NOA0005473, NOA0005645, NOA0005840, NOA0005931, NOA0006021, NOA0006061 and NOA0006172). Any two males and any two females from this list may be exported to Loro Parque.

Under the MMPA, the National Marine Fisheries Service (NMFS) is required to maintain an inventory of marine mammals held in captivity. To ensure an accurate Marine Mammal Inventory, within 30 days, please verify which four ofthe eight animals identified above were transported by completing the circled items in Sec.tion I of the enclosed Manne Mammal Data Sheets and returning them to our office. In the event ofthe death of any of these animals or the birth ofany progeny, NMFS is to be notified within 30 days. Subsequent transport or export of marine mammals acquired from the United States, or their progeny, to another facility. must adhere to the requirements ofthe MMPA.
