The full Growth Zone programme is a partnership between Central Government, Croydon Council, the Greater London Authority and Transport for London to finance and deliver an infrastructure programme of 46 projects which are essential to facilitate growth in Central Croydon. The town centre regeneration aligns with the Croydon Opportunity Area although some projects will take place beyond the central area, especially along transport corridors.

The programme includes an estimated £520 million of projects supported by a loan of £309.9 million. The balance (£210 million) is to be made up by contributions from TfL, the GLA or planning obligations.

This is part of a new devolution deal, which will see Central Government allow the London Borough of Croydon retain 50 percent of growth in business rates in the Growth Zone for the next 20 years which will be used to repay the loan. The programme will run until 2034.

Work is already underway to deliver the Growth Zone and the necessary infrastructure needed, ranging from transport and access improvements, to energy needs, community facilities and health provision.

Croydon Council has sold its land to Brick by Brick, with the development company then developing and building new multi-tenure housing, community facilities and other developments. Initially, the Council will provide development finance at market rates and the interest paid by Brick by Brick provides additional revenue for the Council.
