AHSC Tips: Community Climate Resiliency
AHSC Tips: Community Climate Resiliency Communities will experience effects of climate change in various ways, including increased likelihood of heatwaves, droughts, sea level rise, flooding, wildfires, and severe weather. To be resilient to climate change, it is important to understand if the surrounding community is experiencing specific climate risks and how your AHSC project aims to address specific concerns. This section is worth 3 out of 15 points of the narrative, and includes a required supplemental Climate Adaptation Assessment Matrix (Matrix). STEP 1 - IDENTIFY CLIMATE RISKS: If available, use a local climate vulnerability assessments created by the city, county, regional council of government (COG), or metropolitan planning organization (MPO) to gather information about local climate risks to the project area. You can search for local climate vulnerability assessments on the Adaptation Clearinghouse. If no local assessment is available, or if the local assessment does not provide sufficient data, Cal-Adapt.org is a recommended state website to use. To fill out your Climate Adaptation Assessment Matrix for the AHSC program, you will need to use the Local Climate Change Snapshot Tool and Sea Level Rise Tool. They are both easy-to-use and come with downloadable data specific to your project’s geographic area. PREFACE hen the more than 18,000 residents of Los Alamos, New Mexico awoke W on May 6, 2000, they were unaware that within the next ninety-six hours their sleepy, relaxed mount ainside community would be forever changed. A small wildland fire approximately five miles southwest of town was rapidly growing. The fire was named for the peak of it s origin, Cerro Grande. As resident s uneasily watched the column of smoke rising from the thickly forested backdrop to town, over the next days firefighters battled the blaze with mixed success. Dated the 7th December, 1988. RESOLUTION National Forest Policy, 1988 1. PREAMBLE 1.1. In Resolution No.13/52/F, dated the 12th May, 1952, the Government of India in the erstwhile Ministry of Food and Agriculture enunciated a Forest Policy to be followed in the management of State Forests in the country. However, over the years,* forests in the country have suffered serious depletion. This is attributable to relentless pressures arising from ever-increasing demand for fuel- wood, fodder and timber; inadequacy of protection measures; diversion of forest lands to non-forest uses without ensuring compensatory afforestation and essential environmental safeguards; and the tendency to look upon forests as revenue earning resource. The need to review the situation and to evolve, for the future, a new strategy of forest conservation has become imperative. Conservation includes preservation, maintenance, sustainable utilisation, restoration, and enhancement of the natural environment. It has thus become necessary to review and revise the National Forest Policy. 2. Classic ecological concepts and forestry language regarding old growth are not well suited to frequent-fire landscapes. In frequent-fire, old-growth landscapes, there is a symbiotic relationship between the trees, the understory graminoids, and fire that results in a healthy ecosystem. Patches of old growth interspersed with younger growth and open, grassy areas provide a wide variety of habitats for animals, and have a higher level of biodiversity. Fire suppression is detrimental to these forests, and eventually destroys all old growth. The reintroduction of fire into degraded frequent-fire, old-growth forests, accompanied by appropriate thinning, can restore a balance to these ecosystems. Several areas require further research and study: 1) the ability of the understory to respond to restoration treatments, 2) the rate of ecosystem recovery following wildfires whose level of severity is beyond the historic or natural range of variation, 3) the effects of climate change, and 4) the role of the microbial community. In addition, it is important to recognize that much of our knowledge about these old-growth systems comes from a few frequent-fire forest types. -

A major goal of managers in fire-prone forests is restoring historical structure and composition to promote resilience to future drought and disturbance. To accomplish this goal, managers require infor- mation about reference conditions in different forest types, as well as tools to determine which individual trees to retain or remove to approximate those reference conditions. We used dendroecological reconstruc- tions and General Land Office records to quantify historical forest structure and composition within a 13,600 ha study area in eastern Oregon where the USDA Forest Service is planning restoration treatments. Our analysis demonstrates that all forest types present in the study area, ranging from dry ponderosa pine-dominated forests to moist mixed conifer forests, are considerably denser (273–316% increase) and have much higher basal area (60–176% increase) today than at the end of the 19th century.
