USE YOUR RULE BOOK It is better to refer to the Rules and suspend play of a game long enough to decide a knotty problem than to possibly have to replay a protested game. Rules, or portions of rules that apply specifi cally to Dixie Youth Baseball, have been shaded to distinguish these from offi cial baseball rules. The following policy and rule changes were adopted by the National Board of Directors of Dixie Youth Baseball, Inc., at its annual meeting held August 9-11, 2010 in Gonzales, Louisiana effective for the 2011 season. These descriptions of the adopted changes may contain only a brief statement. Please refer to the referenced section of the rule book for the exact wording of the new or modifi ed rule. DATES TO REMEMBER - Page 22 - Please review calendar changes for the 2011 Season, especially, the dates relating to important program deadlines and tournament schedule. OFFICIAL PLAYING RULES 1.10 All Bats (C) - Page 31 Change to read: (c) Bats with a maximum barrel diameter of 2 ¼” which are manufactured and clearly marked approved for play in the Dixie Youth Baseball program shall be legal for league and tournament play. Exception 2 ¼” wood bats and 2 5/8” metal, wood, or composite bats for use in the ‘O’ Zone division only and T-ball bats do not have to bear DYB markings, but must not bear the markings of any other program. A violation of this rule 1.10 ( c ) shall carry the same penalty as noted in paragraph (b) above. 1.17(a) & (d) Change sentence to read: 1.17–(a) Each catcher must wear a catcher’s helmet which meets the following requirements: The catcher’s helmet shall be made of Ultra High Impact Plastic or High Impact Plastic shell with a heavy rubber padding or similar material. The helmet must be of such construction so as to either be a part of the catcher’s mask or to fi rmly attach to the mask. The mask must cover the top of the head, temple and ears. The hockey-style catcher’s mask if manufactured to meet the above requirements is approved. All catcher’s masks (excluding the hockey- style masks) must have a hard plastic throat protector as specifi ed in paragraph 1 .17(d) attached to the mask at all times. 1.17–(d) CATCHERS MUST WEAR A CATCHER’S MASK ATTACHED TO A HELMET AS DESCRIBED IN PARAGRAPHS (a)–(c) ABOVE. A HARD, PLASTIC PROTECTOR MANUFACTURED FOR THE PURPOSE OF PROTECTING THE THROAT SHALL BE SECURELY ATTACHED TO THE MASK EVEN IF THE MASK HAS AN EXTENSION AT THE BOTTOM EXCLUDING THE HOCKEY- STYLE MASK. (Homemade devices made from other pieces of equipment may not be used for this purpose.) 4.10 (a)(9) 10 Run Rule - Page 47 Change to read: 4.10 (a)(9) 15 RUN RULE - A game shall be considered a regulation game when a team is ahead by fi fteen (15) runs after both teams have batted three times, or in the case of the home team when it is leading, two times. Pitchers shall only be charged for innings actually pitched. NOTE: THE VISITING TEAM WILL BE DECLARED THE WINNER OF A GAME UNDER THE 15 RUN RULE PROVISION ONLY IF THE HOME TEAM HAS HAD AN EQUAL NUMBER OF TIMES AT BAT. 4.10 (a)(10) 10 RUN RULE - A game shall be considered a regulation game when a team is ahead by ten (10) runs after both teams have batted four times, or in the case of the home team when it is leading, three times. Pitchers shall only be charged for innings actually pitched. NOTE: THE VISITING TEAM WILL BE DECLARED THE WINNER OF A GAME UNDER THE TEN-RUN RULE PROVISION ONLY IF THE HOME TEAM HAS HAD AN EQUAL NUMBER OF TIMES AT BAT. 4.10(c)—League championships decided by one game shall be played to a conclusion, regardless of the score or inning, unless the game is shortened because one team is ahead by 15 runs or 10 runs pursuant to Rules 4.10(a)(9) or 4.10(a)(10) or the team behind wishes to concede. If the game is suspended for any other reason, it shall be completed at the earliest possible date and shall be played from the point of termination. Regulations VIII – Schedule (F) - Page 82 Add as new paragraph (F): (F) CHAMPIONSHIP GAMES are playoff games played by two or more teams tied at the end of regular season play with identical won/loss records to determine a league champion; or when applicable, fi rst or second half winners to determine a league champion or playoff games between tied teams to determine fi rst or second half winner. These are not scheduled regular season games but additional games required to determine a league champion or fi rst or second half winner. They are not to be considered as tournament games and are to be played according to regular season rules with the exceptions provided in Rule 8.07 (f), (g), (h). 2 XII.
