Insert i This page intentionally left blank ____________________________________________PINNACLE: JOINT OPERATIONS MODULE Module Overview Purpose: The PINNACLE curriculum helps prepare prospective joint/combined force commanders to lead joint and combined forces, building upon the progression of knowledge imparted first by CAPSTONE and then by the Joint Flag Officer Warfighting Course. The goal is to enhance their joint force decision-making capabilities and thus better prepare them for duty in key leadership positions now and in the future within Joint and Combined Force Headquarters staffs worldwide. Length: Four days Classification: Determined by module supporting materials (ranges from UNCLASSIFIED to SECRET) Mission: Convey to the prospective joint/combined force commander an understanding of national policy and objectives with attendant international implications and the ability to translate those objectives/policy into integrated campaign plans. The overarching goal is to set conditions for future success in the joint, combined, and interagency arenas by utilizing advanced knowledge of operational art to underpin the instinct and intuition of the prospective commanders. Learning Areas: Learning Area 1 – The Joint/Combined Force Environment Analyze the changed nature of operations for a joint/combined force commander, vis-à- vis a Service or functional component commander, identifying fundamental differences in the way a joint/combined force commander must think about the environment as its nature and complexity changes. Synthesize operational-level lessons learned from the full spectrum of recent major operations in order to evaluate them with regard to potential future operations. Synthesize means and methods to more effectively harmonize all elements of national power at the theater strategic and operational level to achieve national goals and objectives in a complex global environment. Learning Area 2 – Building and Sustaining the Joint/Combined Force Examine the impact of a comprehensive, whole of government approach across the spectrum of joint/combined force operations. Evaluate specific joint plugs and enablers that can be used by joint force commanders to enhance their organic capabilities. 1-1 ____________________________________________PINNACLE: JOINT OPERATIONS MODULE Apply transformational concepts to traditional planning, forming, and manning options to develop alternative planning and forming options. Learning Area 3 – Commanding the Joint/Combined Force Synthesize processes to further the understanding of, identify the challenges associated with, and effectively blend the art (synergy) and science (synchronization) of commanding joint/combined forces. Apply an understanding of and appreciation for translating national objectives and policies into objectives and conditions, and development of an operational design to visualize and describe the necessary framework for actions to achieve those objectives. Analyze the impact of strategic communications and information operations on unity of effort and the achievement of national objectives. Evaluate emerging technologies that mitigate the challenges of the “death of time and distance” with regard to the operational environment. Evaluate various issues related to deployment, employment, and sustainment of forces from the perspective of the joint/combined force commander. Evaluate command and control challenges and associated insights facing the joint/combined force commander, including the personalities of external principals (DOD, interagency, and international), transitions, mission approval / decentralization, information sharing and Commander’s Critical Information Requirements. Analyze seams a joint/combined force commander may face, which could include interfaces with key Service, interagency, multinational, and functional combatant commander representatives. Evaluate key national authority and Rules of Engagement issues which could impact the joint/combined force, including national policies and prerogatives, information sharing, and Titles. 1-2 ____________________________________________PINNACLE: JOINT OPERATIONS MODULE Course Description: The unit learning strategy is built around interactive seminars that utilize targeted formal presentations to provide a baseline and establish themes for further discussion. VTCs with current joint and combined force commanders provide additional discussion opportunities. Senior Fellows play a key role in guiding the discussions, and Subject Matter Experts provide a wealth of additional expertise. The biographies of Senior Fellows and Subject Matter Experts participating in this class are provided in the Participant Guide Front Matter. A policy of non-attribution is in effect throughout whereby all persons associated with the module can be assured that any comments, opinions, or other statements they make during the sessions will in no way be associated with them beyond the confines of the meeting rooms without their expressed permission. This allows all persons involved – both presenters and participants – the latitude to speak candidly, ask questions, and offer opinions and solutions to all types of training situations without reprisal or otherwise being connected to the comments. Instructional and reference materials: The items below are provided to/used by the Fellows throughout the module. Participant Guide. This Guide contains all UNCLASSIFIED materials used at various points during the module. It includes copies of seminar slides, background references and information, and other instructional materials and learning opportunities for use during the module and in the future. Participant Feedback. This form is completed during/at the end of the module, as applicable. Feedback is used to assess and monitor the content of the module to ensure it remains current and responsive to Fellows’ needs.
