Captain Nenchek dis- cusses the philosophy of the evolving insurgent “syndicates,” who are working together to resist the changes and ideas the Coalition Forces bring to Afghanistan. Captain Beall relates his experiences in employing Human Intelligence Collection Teams at the company level in both Iraq and Afghanistan. Lieutenant Colonel Lawson provides a look into the balancing act U.S. Army chaplains as non-com- batants in Afghanistan are involved in with regards to Information Operations. Colonel Reyes discusses his experiences as the MNF-I C2 CIOC Chief, detailing the problems and solutions to streamlining the intelligence effort. First Lieutenant Winwood relates her experiences in integrating intelligence support into psychological operations. From a doctrinal standpoint, Lieutenant Colonels McDonough and Conway review the evolution of priority intelligence requirements from a combined operations/intelligence view. Mr. Jack Kem dis- cusses the constructs of assessment during operations–measures of effectiveness and measures of per- formance, common discussion threads in several articles in this issue. George Van Otten sheds light on a little known issue on our southern border, that of the illegal im- migration and smuggling activities which use the Tohono O’odham Reservation as a corridor and offers some solutions for combined agency involvement and training to stem the flow. Background: The Combat Infantry Badge (CIB) was established by the War Department on 27 October 1943. Lieutenant General Lesley J. McNair, then the Army Ground Forces commanding general, was instrumental in its creation. He originally recommended that it be called the "fighter badge." The CIB was designed to enhance morale and the prestige of the "Queen of Battle." Then Secretary of War Henry Stinson said, "It is high time we recognize in a personal way the skill and heroism of the American infantry." Originally, the Regimental Commander was the lowest level at which the CIB could be approved and its award was retroactive to 7 December 1941. There was a separate provision for badge holders to receive a $10 per month pay stipend, which was rescinded in 1948. From the beginning, Army leaders have taken care to retain the badge for the unique purpose for which it was established and to prevent the adoption of any other badge which would lower its prestige. At the close of World War II, our largest war in which the armor and artillery played key roles in the ground campaigns, a review was conducted of the CIB criteria with consideration being given to creating either additional badges or authorizing the badge to cavalry and armor units.

    IAC Ch 401, p.1 761—401.18(321) Combat infantryman badge, combat action badge, combat action ribbon, air force combat action medal, combat medical badge, fallen peace officers and civil war sesquicentennial plates. Following is the application and approval process for special plate requests under Iowa Code section 321.34(20C). 401.18(1) Design. a. The plates shall be a standard background plate with a distinguishing processed emblem specific to each plate type. b. The distinguishing processed emblem shall be limited to 2.875ʺ × 3ʺ on the registration plate. c. A distinguishing processed emblem owned or subject to legal rights of another person will not be used unless the department receives certification from the person that allows use of the emblem. The certification must include a statement holding the department harmless for using the emblem on a registration plate. d. The vehicle and motor carrier services bureau may consult with other organizations, law enforcement authorities, and the general public concerning distinguishing processed emblems. 401.18(2) Production. None of the special registration plates subject to this rule will be manufactured or issued until 250 paid applications are submitted to the department. This minimum order requirement applies to each of the special registration plates subject to this rule. Each application must be accompanied by a statutory start-up fee. 401.18(3) Discontinuance.
