The Commission concluded its work in November 1992, producing two major reports on the conduct of government in Western Australia between 1983 and 1989. In the second of these reports, the Commission made forty separate recommendations for the reform of Western Australian Government, to be implemented by a Commission on Government. This conference examines the legacy of the Royal Commission, the work of the Commission on Government and issues in the reform or 're-invention' of government. The conference concludes with presentations from the current generation of political decision makers on the reforming of government and the role of the media in the work of the Royal Commission. Unabashedly pessimistic in sentiment, the letter drew substantially upon that great work of political allegory- George Orwell's Animal Farm. The idea of a Conference which examined the legacy of the Part Two Report and might accomplish something more positive, namely, provide a stimulus to the reform process, had its genesis around this time. I wrote to Associate Professor Harry Phillips in the Department of Social Sciences explaining the idea. In co-operation with Harry and Professor Geoffery Bolton, the Conference developed over the ensuing year with formalisation of the programme in June, 1994. The Conference Committee agreed that in as much as possible, the holding of the Conference should await formal appointment of the Commission on Government. Allowing for appointment of the Commission, the Committee decided that the second anniversary of the Part Two Report, due in November 1994, afforded the best opportunity for a Conference of this kind. Perhaps fortuitously, rather than by intent, the appointment of the Commissioners coincided with the Conference proper, providing for a highly successful Conference and the first opportunity for West Australians to gain an insight into how the Commission on Government ('the child of the Part Two Report' ) would go about its job. Given the difficulties in putting together a programme of this kind, involving key thinkers and participants, the enthusiasm of others for the project was vital to its success. In this respect, the enthusiasm of Associate Professor Harry Phillips (co-editor for these proceedings) and Professor Geoffrey Bolton from Edith Cowan University's Department of Social Sciences was outstanding. In the Department of Library and Information Science (LISC), valuable encouragement was similarly offered by Karen Anderson, Vicky Wilson and Department Chairperson, Marie Wilson. A special thanks is also due to the staff of SASTEC (Roger Vella Bonavita, Kay Noble, Yvette Drager and Stephanie Moir) for their work on Conference organisation. During the various stages of Conference planning, it had not been intended to produce formal proceedings for the Conference. The emergence of these papers (as presented with only minor editorial corrections) reflects the tremendous public interest generated by the Conference. Dr Harry Phillips, Associate Professor of Politics, Edith Cowan University. The Establishment of the Royal Commission The Royal Commission into the Commercial Activities of Government and Other Matters, popularly referred to as the W.A Inc. Royal Commission, unfolded into one of the most dramatic events in the State's political history. It provided the citizens of Western Australian with two most comprehensive public reports on the operations of government and a suggested reform framework. In addition a confidential report was provided for referral to the Independent Public Prosecutor. In the wake of constant agitation, particularly from the Opposition, members of a high profile group 'The People for Fair and Open Government' and a reference from the Deputy Ombudsman, Premier Carmen Lawrence had foreshadowed the inquiry on 19 November 1991. The Governor, Sir Francis Burt, formally issued a Commission on 8 January 1992 to Justice Geoffrey Kennedy, of the Supreme Court of Western Australia, Sir Ronald Wilson, formerly of the High Court of Australia, and Mr Peter Brinsden, retired Judge of the Supreme Court of Western Australia. They were to inquire and report on whether there had been corruption, illegal conduct, or improper conduct by any person or corporation in the affairs, investment decision and business dealings of the Government of Western Australia or its agencies, instrumentalities and corporations in respect of twelve matters listed in an accompanying schedule and dating as far back as 1977 in the case of financial assistance by government to Bunbury Foods Proprietary Limited (see Appendix One). The original reporting date for the Commission, allocated a six million dollar budget, was to be January 1992. However, the Commissioners were required to seek extensions of time as after nine months they had completed hearings in only three areas namely; the Fremantle Gas and Coke sale, the Northern Mining Diamond Deal and the Burswood Casino Licence.

He quoted 2GB breakfast jock Chris Smith from a week earlier saying the IPCC had ‘fessed up’ that its computers had drastically overestimated rising temperatures. ‘That’s a relief,’ said Barry, and how do we know this? ‘Because Chris Smith read it on the front page of last Monday’s Australian newspaper. When it comes to rubbishing the dangers of man-made global warming the shock jocks certainly know who they can trust.’ But wait. The Australian’s story by Environment Editor Graham Lloyd—‘We got it wrong on warming says IPCC’ was not original either. According to Media Watch, Lloyd appeared to have based his story on a News Limited sister publication from the United Kingdom. Said Barry: ‘He’d read all about it in the previous day’s Mail on Sunday,’ which had a story headlined ‘The great green con’.

    A police whistleblower in a corrupt political system Frank Scott Both major political parties in West Australia espouse open and accountable government when they are in opposition, however once their side of politics is able to form Government, the only thing that changes is that they move to the opposite side of the Chamber and their roles are merely reversed. The opposition loves the whistleblower while the government of the day loathes them. It was therefore refreshing to see that in 2001 when the newly appointed Attorney General in the Labor government, Mr Jim McGinty, promised that his Government would introduce whistleblower protection legislation by the end of that year. He stated that his legislation would protect those whistleblowers who suffered victimization and would offer some provisions to allow them to seek compensation. How shallow those words were; here we are some sixteen years later and yet no such legislation has been introduced. Below I have written about the effects I suffered from trying to expose corrupt senior police officers and the trauma and victimization I suffered which led to the loss of my livelihood. Whilst my efforts to expose corrupt police officers made me totally unemployable, those senior officers who were subject of my allegations were promoted and in two cases were awarded with an Australian Police Medal. I describe my experiences in the following pages in the form of a letter to West Australian parliamentarian Rob Johnson. The Australian editor-in-chief Chris Mitchell has also denied claims by Media Watch host Paul Barry over the national broadsheet’s financial position. Mitchell, the nation’s longest-serving editor, has revealed The Australian’s digital advertising revenue is increasing by double digits, newspaper advertising revenue is up and national readership is growing beyond 3.1 million a month. The Australian, which will celebrate its 50th anniversary this year, was not a “loss-making hole in the ocean”, Mitchell said, which was how media rivals, particularly the ABC, liked to portray it. Mitchell said he would complain to the Australian Communications and Media Authority over the ABC’s failure to seek comment from News Corp Australia before going to air with false claims that the paper was losing up to $50 million a year, after the national broadcaster refused to correct the record. “The Australian should not have to draw the program’s attention to the ABC’s code of conduct and editorial policies,” The Australian’s letter to the ABC says. “The program has demonstrably failed to apply the same ‘recognised standards of objective journalism’ to which it is bound by statute and which it expects of the media each week.” In an embarrassing breach of ABC editorial policy, Barry admitted to business media writer Darren Davidson that he did not contact The Australian for comment, despite seeking clarification from Fairfax, The Daily Telegraph and The Daily Mail for his report on the profitability of newspapers.

    Chapter 8 – Western Australia Three, four, five civil liberties groups emerge in WA The first mention of a civil liberties body in Perth came in an article in a local daily newspaper in September 1936: “The establishment of a Council of Civil Liberties in Perth was advocated yesterday by Mr. C. Bader (sic), readers’ counsellor under the adult education scheme of the University of Western Australia. Mr. Badger made the suggestion when discussing the action of the Customs Department in seizing 17 books from the Perth Literary Institute last week. “In view of the general tendency to interfere with the free circulation of books, and especially the tendency of the Federal Government to devolve its powers to irresponsible departments, said Mr. Badger, one felt there was a great need for a body in Perth affiliated to or parallel with the Council of Civil Liberties in Melbourne. This council, in its own way, was a development of the Council for Civil Liberties in England, whose president was Mr. E. W. Forster, the author of ‘Passage to India’. “It was a saddening fact that the battle for liberty, which people were apt to regard as having been won for them by their ancestors, had to be fought anew in each generation. “Despite the ample powers which governments had to suppress overt sedition and treachery, continued Mr. Badger, democratic governments still found it necessary to pass Acts like the Crimes Act, which were contrary to the whole tradition of British law and justice.” 1 Badger (photo), then just starting his career, went on to become the first Director of the Council of Adult Education in Victoria, a position he held until 1971.
