I hope everyone had an enjoyable holiday season! So far I’ve heard of just one Es event just before Christmas that very briefly made it to FM and another Es event that was noticed by Chris Dunne down in Florida that went briefly to FM from Colombia. F2 skip faded away somewhat as the solar flux dropped down to the 130s. So, all in all, December has been mostly uneventful. But keep looking because anything can still happen. We’ve prepared a “State of the Club” message for this issue. -

• Virginia Tech student-athletes receive outstanding academic support with state-of-the-art study areas and well over 95 tutors. • Tech’s athletic graduation rate is higher than the average overall graduation rate for all Division I universities and has risen significantly in the past few years. • More than 84 percent of all Tech student-athletes who enrolled during the 10-year period from 1987-88 through 1996-97 and completed their eligibility have graduated. • For the fifth year in a row, a new record of 371 student- athletes, HighTechs and cheerleaders were recognized at the Athletic Director’s Honors Breakfast for posting 3.0 GPAs or higher in the 2002 calendar year. • Tech had 212 student-athletes, approximately one-third of the student-athlete population, named to the dean’s list, and 28 Cedric Humes achieved a perfect 4.0 GPA during the fall or spring semesters of the 2002-03 academic year. • A total of 21 Tech athletic teams achieved a 3.0 or better team GPA — eleven teams during the fall semester and 10 during the spring semester. • Tech student-athletes participate in the HiTOPS program (Hokies Turning Opportunities into Personal Success). Communications Status Report for Areas Impacted by Hurricane Florence September 19, 2018 The following is a report on the status of communications services in geographic areas impacted by Hurricane Florence as of September 19, 2018 at 11:00 a.m. EDT. This report incorporates network outage data submitted by communications providers to the Federal Communications Commission’s Disaster Information Reporting System (DIRS). DIRS currently covers areas of Georgia, North Carolina, South Carolina and Virginia. Note that the operational status of communications services during a disaster may evolve rapidly, and this report represents a snapshot in time. As of today, Hurricane Florence has had an impact on communications, primarily in North Carolina, and to some degree in South Carolina. The following 99 counties are in the current geographic area that is part of DIRS (the “disaster area”). We have before us an Application for Review (“AFR”) filed on July 13, 2009, by Christian Family Network (“CFN”),1 seeking review of the Media Bureau’s (“Bureau”) dismissal of CFN’s March 4, 2009, Informal Objection (“Objection”) to and grant of the captioned applications, as amended, for minor modification of facilities (“Applications”) for Spring Arbor University (“SAU”) Stations WJKN(AM), Jackson, and KTGG(AM), Okemos, Michigan.2 2. In its AFR in this proceeding, CFN argues that the Bureau erred in granting SAU’s Applications because the grants conflict with the expired facilities of former CFN Station DWOLY(AM), Battle Creek, Michigan, and compromise the Commission’s ability to grant the relief requested in its June 26, 2009, Application for Review of the Bureau’s actions in that case, including the Bureau’s denial of CFN’s request for reconsideration of the rejection of CFN’s untimely-filed renewal application for DWOLY(AM) and termination of the station’s authorization.3 CFN then reiterates the arguments it made in the DWOLY Application for Review. 3. By Memorandum Opinion and Order released on this date, the Commission denied the DWOLY Application for Review.4 Upon review of the AFR and the entire record, and finding no basis in the AFR to modify the Bureau Decision, we conclude that CFN has failed to demonstrate that the Bureau or Commission erred. -
