INFORMATION ITEMS

Construction Projects: New Elementary and Secondary Schools and Additions to Schools

Senior Manager, Plant Services J. Stoangi updated trustees on information contained in the construction projects report.

In response to a question from a Trustee, staff provided information on the timeline for opening E.J. Sand Public School.

Upcoming Proposed Minor/Major Boundary Changes and Program Changes

Manager, Planning and Property Development Services T. Sprayson shared information on an upcoming proposed secondary school boundary change in Richmond Hill and new primary dual track French Immersion programming required in Newmarket. She also shared the proposed timelines for implementation.

Renaming of a Secondary School in the City of Vaughan

Superintendent of Education, School and System Operations, Plant and Planning T. Dungey provided information regarding the renaming of a secondary school in the City of Vaughan.

Superintendent T. Dungey presented the consultation and process timeline for the renaming of the Secondary School named after the City of Vaughan.

The first component is to consult with the community regarding the submission of recommended names for the new school. This would occur over the month of November 2020.

The Board will be consulting with EAC, PEAC and SEAC, students from the impacted school, the school council, staff, alumni, feeder school principals and their students.

After consultations, Trustee D. Sherman will have a short list of three or four names that have been fully reviewed through the lens of the policy in place as well as the mission, vision and values of the Board.

The list of suggested school names will be presented at the next Property Management Committee Meeting.

The Board will host a virtual Town Hall with Trustee D. Sherman to arrive at a final name that is aligned with Board policies and priorities.

The final name will be shared with the Property Management Committee Meeting on March 23, 2021 and to the April 6, 2021 Board meeting for formal consideration.

In response to questions from trustees, Superintendent of Education, School and System Operations, Plant and Planning T. Dungey;

 clarified the consultation process will extend beyond the local school community and the City of Vaughan, and  indicated the consultation process will help the local trustee determine a short list of names while at the same time ensuring compliance Board policies and priorities.

Community input, obtained through a virtual Town Hall meeting will help the local trustee identify a final name to bring forward to the Board of Trustees for consideration.

Roselawn Public School is a Grade 4 to Grade 8 school with a capacity of 389 and an enrolment of 307 (in-class and virtual) as of October 31, 2020.

Secondary

At the secondary panel, the proposed application is located within the Alexander Mackenzie High School boundary. Alexander Mackenzie High School has a capacity of 1,428 and an enrolment of 1,411 (in-class and virtual) as of October 31, 2020.

Purpose

The Secondary Schools Closed to Transfers for 2021-2022 report identifies secondary schools to be closed to transfers for 2021-2022 school year. Closing a school to transfers ensures that students within the school attendance area can be accommodated within their community school.

Background

Historically in November, Secondary Schools Closed to Transfers are identified for the upcoming school year. This timing supports students in determining which secondary schools are open to the transfer process for the 2021-2022 school year.

Each year staff review system accommodation needs and determine available space in secondary schools. Balancing accommodation needs over time to ensure that students can be accommodated within their community school attendance area is a priority. Additionally, those accepted into courses and programs from outside the home school attendance area need to be accommodated without displacing or limiting opportunity for students who reside locally. Typically, schools that have an accommodation utilization over 115 percent are reviewed to determine if they should be closed to transfers for the upcoming school year. This year, schools with a utilization greater than 100% were

reviewed, taking into account history of closed to transfers status, enrolment projections and portable requirements.

Rationale

For the 2021-22 school year, there are two changes to the secondary schools ‘closed’ or ‘open’ to new transfer requests from the 2020-21 school year that affect Emily Carr Secondary School and Westmount Collegiate Institute. In order to assist schools in their planning and students in their course selection and pathways choices, the following is provided which outlines the secondary schools ‘closed’ or ‘open’ to new transfer requests for the 2020-21 school year, categorized under one of the following headings:

A. Schools Closed to New Transfers

B. Schools Open to New Transfer Requests

A. The following schools will not be accepting new student transfer requests for the 2021-2022 school year:

CEC Central: Aurora High School (except from Highview PS and Regency PS), Bayview Secondary School, Richmond Hill High School

CEC East: Markville Secondary School, Pierre Elliott Trudeau High School CEC North: CEC West: Vaughan Secondary School (for French Immersion) B. The following schools will be open to new student transfer requests for the 2021-2022 school year:
