Compliance Status COMPLIANCE STATUS Institute of Distance Education (IDE), University Of Madras has deployed 100 approved Learner Support Centres hitherto in the 28 districts of Tamil Nadu and all of them are recognized HEIs and most of them are offering programmes in the same broad areas having necessary infrastructure and human resources for offering the of the recognized courses/programmes that are being run by the institution. (Annexure 1) All of the Learner Support Centres of IDE University of Madras are being headed by qualified Coordinators as specified by UGC Regulations 2018 and are being improved with academic and non academic staff as per the intake of the learners. (Details attached – Annexure 2) Institute of Distance Education, University of Madras shall not impose any restrictions in the capacity of intake in Open and Distance Learning programme at the Learner Support Centres and the main campus. With reference to the calendar and academic year list 2019, about 1828 students are being admitted and allocated for various courses/programmes in all the approved Learner Support Centres of Institute of Distance Education (IDE) University of Madras. (Admission details - (Annexure 3) Institute Of Distance Education (IDE), University of Madras is equipped with qualified faculty for all the 15 Undergraduate Courses, 20 Postgraduate Courses under CBCS Pattern (Approved by UGC No.F.1-6/2018(DEB-1),dated 03.10.2018), 16 Diploma Courses and 12 Certificate Courses, a total of 63 Programmes in ODL mode. Well-equipped laboratories, an updated library, online connectivity for the overall implementation of the ODL programmes like Online entrance examination, Online admission, Online fee payment, Online feedback and queries, Grievance Redressal mechanism and also ICT facilities like Virtual University, Network Operating Centre etc as appropriate to the intake of learners are ensured at Institute of Distance Education (IDE). (Details already submitted to UGC-DEB) (Annexure 4) We have also deployed sufficient manpower and other technical and non- technical support at the Study Centres/Learner Support Centres for the trouble-free and effectual operation of the allotted programmes. Further, with reference to the UGC-ODL communication dated November 1, 2019, with regard to the additional decisions taken by UGC –Compliance by HEIs to offer ODL and OL Learning, concerning the (iv) decision of the commission to explore the possibility of availing CCTV recording of activities in the LSCs, Institute Of Distance Education has been looking at the prospect of fulfilling the above said in consultation with the parent university i.e., University of Madras. Along with the above furnished status I would like to endow with the following details also. (i) Regarding the ‘qualified counsellor’ for theory courses at the Study Centres/Learner Support Centres I am to mention that the total number of students per course/programme in each of the Learner Support Centres of IDE are only minimal i.e. less than 100 and with this context it is presumed that once the number of students per theory course get to the mentioned 100 then we shall take necessary arrangement for the allotment of the counsellor in the prescribed ratio as mentioned in the Regulations. We would like to mention that the co-ordinators in our LSCs themselves are well-familiar with the ODL mode learners and their instructional demands and all other features of Blended learning. (ii) We have assigned the Supervisors for the courses/programmes having practical components at the Learner Support Centres. The programmes like Master of Computer Applications (MCA) and Master of Science in Information Technology (M.Sc IT), M.Sc Counselling Psychology are assigned with qualified supervisors for the direction of practical oriented activities. (iii) Concerning the provision and availability of laboratory, Institute of Distance Education (IDE) has assigned only the recognized HEIs i.e. institutions within the territorial jurisdiction of Tamilnadu and are running a similar course in conventional mode for more than 3 years. We have taken utmost care and vigilance to ensure this. However among the 63 courses/programmes those are being conducted through ODL mode, the courses like M.C.A and M.Sc (IT) are provided with laboratory facility at the learner Support centres which are all recognized HEIs. For M.Sc (Psychology) and M.Sc (Cyber forensic and Information Security) the practicals are being conducted at the Main Campus (Head Quarters i.e. Institute of Distance Education (IDE) itself. With regard to the above courses we are assigning the Learner Support Centres for the purpose of admission only. At the Head Quarters, we are fully equipped with sufficient strength of faculty for the conductance of theory and practical components.
