OFFICIALS PRESENT: Kathleen Holohan (County Manager), Frank Austin (Director of Transportation and Water Services), Helena Cunningham (Director of Finance and I.T.), Andrée Dargan (County Architect & Director of Culture), Gerard Hayden (Director of Planning and Enterprise), Tom McHugh (Director of Housing and Community), Richard Shakespeare (Director Of Environment), Ian Smalley (A/Senior Executive Officer, Corporate Services) and Pamela Graydon (Senior Staff Officer, Corporate Services) C/670/13 Confirmation of Minutes Minutes of Meeting of the County Council held on 9th September 2013 In relation to minute number C/582/13, an error in the draft minutes whereby the totals for each Member’s expenses for attending conferences were misrepresented has now been rectified with the inclusion of the correct table of expenses. It was proposed by Councillor M. Baker, seconded by Councillor J. Dillon Byrne and RESOLVED: “That the minutes of County Council meeting held on 9th September 2013 be ADOPTED and APPROVED.” C/671/13 Questions It was proposed by Councillor V. Boyhan, seconded by Councillor T. Joyce and RESOLVED: 1 “That pursuant to Standing Order No. 13 (c) question numbers A.1 to A.16 be ADOPTED and APPROVED.” C/672/13 Phone Booths on the Public Pavements Question: Councillor M. Baker “To ask the Manager to confirm if it is legal for the telephone companies who own phone booths on the public pavement to festoon them with advertisements?” Reply: “Telephone companies may advertise on their own structures. Any other person/body placing advertisements on these structures, without the owner’s permission, is in breach of the Litter Pollution Act.” C/673/13 Letter Boxes on Public Pavements Question: Councillor M. Baker “To ask the Manager to confirm if it is legal for An Post to adhere advertisements to letter boxes on the public pavement?” Reply: “An Post may advertise on their own structures. Any other person/body placing advertisements on these structures, without the owner’s permission, is in breach of the Litter Pollution Act.” C/674/13 Cooperative Housing Question: Councillor V. Boyhan “To ask the Manager to examine land / sites under the control of the Council in order to establish if they are suitable for the building of co-operative housing subject to planning and finance, and to bring a report to Council?” Reply: “The Council as Housing Authority and approver of funding streams such as the Capital Assistance Scheme (CAS) and Capital Advance and Lease Fund (CALF) cannot act as sponsor or partner for any proposed co-operative housing development. There is currently no funding stream or arrangement in place for the Council to financially assist the proposal. However, the Housing Department will support any such proposal and will consider any application from a group/co-operative/approved housing body for a site for the construction of housing for qualified housing applicants. However, it will be necessary for the interested qualified housing applicants to form a co-operative or housing body before the Council will consider disposal of a site or lands. It will be the responsibility of the co-operative to source and obtain the necessary funding/financing, and also to obtain the required planning permission and building control/fire safety certificates.” C/675/13 Gateway - Community Employment 2 Question: Councillor V. Boyhan “To ask the Manager to actively engage with community welfare services to facilitate the Gateway Back To Work Community Employment Scheme and to report on the areas where the Council could offer job placement as part of this scheme?” Reply: “The Council has been and continues to be in contact with Community Welfare Services in relation to the introduction of the Gateway - Labour Activation Scheme. The Council has had discussions with the relevant trades unions with a view to the introduction of the scheme. In addition management has been actively pursuing areas across all services/departments to identify suitable positions/projects under the scheme with a view to having it commenced in Dún Laoghaire-Rathdown before the end of the current year. In addition to this new scheme, the Council currently Sponsors 3 CE Schemes through the Community Section. There are approximately 127 Community Employment Learners working across the County supporting community activities and gaining valuable work experience. The Community Employment schemes offer Learners a wide range of experience in the following roles: Caretakers Childcare Workers Administration Support Youth Workers Sports Assistants Environmental Workers Catering Assistants Book Keepers Tour Guides Visual Arts Assistants In the last Community Employment scheme review (July 2012 to July 2013), across the 3 schemes, there was an average progression rate of 62%. This is split evenly with an average of 31% of Learners progressing into employment and an additional 31% progressing into further education.” C/676/13 Housing Needs Assessment - 2013 Question: Councillor V. Boyhan “To ask the Manager to provide a report on the Housing Needs Assessment commenced at the beginning of the year and to highlight significant changes since the last Housing Needs Assessment?” Reply: “The 2013 Housing Needs Assessment for Dún Laoghaire-Rathdown was submitted to the DoECLG e Returns website on 17 June 2013 for inclusion in the national report. The national report is now being compiled with information having been received from all housing authorities. It is due to be published in the coming weeks. A full report will be presented to the members at that stage.” C/677/13 Council's Register of Lands and Buildings - Progress Report Question: Councillor V. Boyhan “To ask the Manager for a progress report on the updating and establishment of a central register of Council lands and buildings? (Ref: Local Government Audit Service)?” 3 Reply: “The Property Management Section is responsible for the Council’s acquisitions and disposals, as well as managing derelict sites, commercial and temporary lettings, and ground rents. In conjunction with the Drawing Office, the Property Management Section is currently transferring information from the various property registers and property files onto an I.T. system, known as P.I.R. The P.I.R. system will provide a central, computerised, information system of all property/interests owned by Dún Laoghaire-Rathdown County Council. There is however a large number of records, some going back over a hundred years, and the transfer of all these records will take some time to complete. The current focus of the project is on recording acquisitions. In this regard in excess of 60% of all acquisitions have now been recorded and digitised on the system. Once completed the P.I.R. system will - record all property in which this Council has an interest - provide a uniform approach in the recording of property data. - provide property information that is accurate and up to date. - assist in the efficient and effective management of the Council’s property interests” C/678/13 Dún Laoghaire-Rathdown Social Housing Data Question: Councillor V. Boyhan “To ask the Manager to confirm how many applicants are on the Dún Laoghaire-Rathdown County Council's Social Housing Support List and a breakdown for each bed size in each area is as follows; Area 1 Bed 2 Bed 3 Bed 4 Bed Senior Citizen (1 Bed) A – Blackrock/Stillorgan B – Dún Laoghaire/Dalkey C – Ballinteer/Ballyogan D – Ballybrack/Shankill Total Number In the last 12 months how many Social Housing Support applicants (excluding transfers) have been housed under the following? Voluntary Housing: Long Term Leasing: RAS: Council Owned: To ask the Manager to also confirm how many housing units are currently held and occupied on the council’s housing stock?” Reply: “As at 30th September 2013, there were 3660 applicants on the Social Housing Support List, broken down as follows; Area 1 Bed 2 Bed 3 Bed 4 Bed Senior Citizen (1 Bed) A – Blackrock/Stillorgan 765 415 356 27 113 B – Dún Laoghaire/Dalkey 462 242 151 3 113 C – Ballinteer/Ballyogan 227 152 187 16 24 4 D – Ballybrack/Shankill 146 124 116 5 16 Total Number 1600 933 810 51 266 Between 1st October 2012 and 30th September 2013, 220 Social Housing Support applicants (excluding transfers) have been housed as follows; Voluntary Housing: 56 Long Term Leasing: 6 RAS: 66 Council Owned: 92 Dún Laoghaire-Rathdown County Council’s housing stock compromises of approximately 4200 properties. At 30th September 2013, the Housing Department had 81 vacant dwellings, as follows: Total Number of Vacant Properties 81 Number of Properties Held Refurbishment/Major Works 43 Number of Available Properties 38 Of the Available Properties; Number of Properties available for Re-let 21 Number of Properties for Inspection and Repair 17 The 38 units available for letting are being offered in accordance with the Allocation Scheme, the current status of those properties is as follows; Number of Properties accepted 22 Number of Properties on offer 16” C/679/13 Coffee Shops Etc Planned for the Central Library Question: Councillor R.     Publicpolicy.ie Potential Outcomes for the 2007 and 2011 Irish elections under a different electoral system. A Submission to the Convention on the Constitution. Dr Adrian Kavanagh & Noel Whelan 1 Forward Publicpolicy.ie is an independent body that seeks to make it as easy as possible for interested citizens to understand the choices involved in addressing public policy issues and their implications. Our purpose is to carry out independent research to inform public policy choices, to communicate the results of that research effectively and to stimulate constructive discussion among policy makers, civil society and the general public. In that context we asked Dr Adrian Kavanagh and Noel Whelan to undertake this study of the possible outcomes of the 2007 and 2011 Irish Dail elections if those elections had been run under a different electoral system. We are conscious that this study is being published at a time of much media and academic comment about the need for political reform in Ireland and in particular for reform of the electoral system. While this debate is not new, it has developed a greater intensity in the recent years of political and economic volatility and in a context where many assess the weaknesses in our political system and our electoral system in particular as having contributed to our current crisis. Our wish is that this study will bring an important additional dimension to discussion of our electoral system and of potential alternatives. We hope it will enable members of the Convention on the Constitution and those participating in the wider debate to have a clearer picture of the potential impact which various systems might have on the shape of the Irish party system, the proportionality of representation, the stability of governments and the scale of swings between elections.

    Regional Planning Guidelines for the Greater Dublin Area 2010-2022 Regional Planning Guidelines For The Greater Dublin Area 2010-2022 Prepared by: The Regional Planning Guidelines Office, Dublin Regional Authority Mid-East Regional Authority 15th of June 2010 Foreword The review period for the Regional Planning Guidelines has come at a time of change – changes in global and national economics, changes in planning and environmental legislation and changes in the political structures to deliver on national goals. This time of transition presents new challenges in the way we plan for our future and offers opportuni- ties to examine innovative ways and means of achieving a bright future for the citizens of Greater Dublin. The Regional Planning Guidelines set out the planned direction for growth within the Greater Dublin Area up to 2022 by giving regional effect to national planning policy under the National Spatial Strategy (NSS). These Guidelines also have a crucial role in supporting regionally important infrastructure and the investment priorities of the National Development Plan and Transport 21. This is the second time that Regional Planning Guidelines (RPGs) have been prepared for the Dublin and Mid East Regions and cover the 12 year period from 2010 to 2022. The Regional Planning Guidelines build upon the experience and progress made under the previous Guidelines and establish new and innovative policy ideas to guide sustainable and balanced growth throughout the Greater Dublin Area. An integrated model of policy development is a key component of the RPGs, with economic, infrastructure and set- tlement policies being interdependent. This is complemented by new approaches to environmental and social policy which incorporates themes of green infrastructure development, climate change, flood risk management and social inclusion.

In 2011, the Party experienced a fall in our state funding of €2.3 million per annum or 45% of our total state funding. At this juncture, the Party put a cost and headcount reduction plan in place and implemented this over the following five years to ensure that the Party’s finances were stabilised and that the rebuilding of the Party could be undertaken. The impact of this balance between stability in the Party’s finances and achieving our political objectives supported the successful Local Elections in 2014, the Carlow-Kilkenny Bye-Election result in 2015, and allowed the Party to campaign in a number of referendum campaigns. Financially, our approach to elections has also changed considerably and with limited resources and cost control management, we have become more effective at managing election costs. The Party’s fundraising operation has also changed significantly since 2011 with an emphasis on small contributions from our wide national membership and supporter base.
