Regional Planning Guidelines for the Greater Dublin Area 2010-2022 Regional Planning Guidelines for the Greater Dublin Area 2010-2022 Regional Planning Guidelines for the Greater Dublin Area 2010-2022 Regional Planning Guidelines For The Greater Dublin Area 2010-2022 Prepared by: The Regional Planning Guidelines Office, Dublin Regional Authority Mid-East Regional Authority 15th of June 2010 Foreword The review period for the Regional Planning Guidelines has come at a time of change – changes in global and national economics, changes in planning and environmental legislation and changes in the political structures to deliver on national goals. This time of transition presents new challenges in the way we plan for our future and offers opportuni- ties to examine innovative ways and means of achieving a bright future for the citizens of Greater Dublin. The Regional Planning Guidelines set out the planned direction for growth within the Greater Dublin Area up to 2022 by giving regional effect to national planning policy under the National Spatial Strategy (NSS). These Guidelines also have a crucial role in supporting regionally important infrastructure and the investment priorities of the National Development Plan and Transport 21. This is the second time that Regional Planning Guidelines (RPGs) have been prepared for the Dublin and Mid East Regions and cover the 12 year period from 2010 to 2022. The Regional Planning Guidelines build upon the experience and progress made under the previous Guidelines and establish new and innovative policy ideas to guide sustainable and balanced growth throughout the Greater Dublin Area. An integrated model of policy development is a key component of the RPGs, with economic, infrastructure and set- tlement policies being interdependent. This is complemented by new approaches to environmental and social policy which incorporates themes of green infrastructure development, climate change, flood risk management and social inclusion. In effect, this integrated approach seeks to clearly promote sustainable growth and build sustainable com- munities within the Greater Dublin Area. This regional vision for the future development of the Greater Dublin Area could not have come about without the input and experience of the relevant governmental agencies and departments, the two regional authorities and the support and cooperation of the seven local authorities within the region. The role of Forfás, in the preparation of the regional economic strategy, and consultants in preparing the environmental reports, have also been a welcome addition to the Guidelines preparation process. It is also important to recognise the valued input and broad experience of interest groups and individuals whose contributions, through the public consultation processes, helped inform the preparation of these Guidelines. Dr Adrian Kavanagh & Noel Whelan 1 Forward Publicpolicy.ie is an independent body that seeks to make it as easy as possible for interested citizens to understand the choices involved in addressing public policy issues and their implications. Our purpose is to carry out independent research to inform public policy choices, to communicate the results of that research effectively and to stimulate constructive discussion among policy makers, civil society and the general public. In that context we asked Dr Adrian Kavanagh and Noel Whelan to undertake this study of the possible outcomes of the 2007 and 2011 Irish Dail elections if those elections had been run under a different electoral system. We are conscious that this study is being published at a time of much media and academic comment about the need for political reform in Ireland and in particular for reform of the electoral system. While this debate is not new, it has developed a greater intensity in the recent years of political and economic volatility and in a context where many assess the weaknesses in our political system and our electoral system in particular as having contributed to our current crisis. Our wish is that this study will bring an important additional dimension to discussion of our electoral system and of potential alternatives. We hope it will enable members of the Convention on the Constitution and those participating in the wider debate to have a clearer picture of the potential impact which various systems might have on the shape of the Irish party system, the proportionality of representation, the stability of governments and the scale of swings between elections.

In 2011, the Party experienced a fall in our state funding of €2.3 million per annum or 45% of our total state funding. At this juncture, the Party put a cost and headcount reduction plan in place and implemented this over the following five years to ensure that the Party’s finances were stabilised and that the rebuilding of the Party could be undertaken. The impact of this balance between stability in the Party’s finances and achieving our political objectives supported the successful Local Elections in 2014, the Carlow-Kilkenny Bye-Election result in 2015, and allowed the Party to campaign in a number of referendum campaigns. Financially, our approach to elections has also changed considerably and with limited resources and cost control management, we have become more effective at managing election costs. The Party’s fundraising operation has also changed significantly since 2011 with an emphasis on small contributions from our wide national membership and supporter base.
