Region III: Landslide in Maharlika Highway, cutting off the provincial bridge going to Carranglan, Nueva Ecija. Sea Mishap Region I: MB Dante, with 4 fishermen on board, capsized at 3:30 AM, 01 October 2011, sunk approximately 10-15 Nautical Miles (NM) away from the shoreline of Sitio Arosan, Bolinao, Pangasinan. Region II: One (1) service motor banca and one (1) cargo/passenger vessel moored at San Vicente Fish Port, Sta. Ana, Cagayan bound for Maconacon and Divilacan, Isabela. Three (3) service motor banca and one (1) cargo/passenger motor banca moored at Veteranz Wharf Aparri, Cagayan bound to Camiguin Island, Calayan, Cagayan with 20 passenger stranded. Vehicular Accident Region I: Nick Basto, 6 years old from Brgy San Julian Centra, Agoo, La Union suffered a cerebral concussion when he was hit by a tricycle while crossing the street from the evacuation center to buy food. He was brought to La Union Medical Center. Storm Surge Region I: Storm surge occurred in Barangays Tabuculan, Pasungol, and Bucalag of Santa, Ilocos Sur on October 01, 2011. Flooding Region III: Flashflood occurred in Brgys Bamban and Daldayap, San Clemente, Tarlac due to the overflowing of the Batacan River; Brgy. San Isidro, Paniqui, Tarlac Brgys Pob. Sur Baybayaoas, Ptiombayug, Pedro L. Quines and Mamonit in Mayantoc, Tarlac (due to breached portion of Baybayaoas Dike); and Brgys Pindangan 2nd , Pao 1, 2, 3 and Surgi in Camiling, all in Tarlac. Fifty (50) passengers on board 3 buses were stranded along Romulo Highway in Camiling, Tarlac due to 5ft. flooding. They were rescued by joint efforts from PNP Camiling 3rd Mechanized IB, 32 nd Mechanized Company, Operatives of Camiling, Sta. Ignacia LGU, and PDRRMC. 2 f) STATUS OF DAMS (as of 4:00 PM, 04 October 2011) The following dams opened their respective gates as the water levels have reached their spilling levels: Ambuklao (3 Gates / 1.5 m); Binga (3 Gates / 2.5 m); Magat (1 Gate / 2 m); and San Roque (2 Gates / 1.5 m). II. EMERGENCY RESPONSE NDRRMC and RDRRMCs I, II, III, and CAR continue its response efforts in terms of search and rescue, evacuation and relief and recovery operations in areas affected by Typhoon “Quiel”. FOOD and NON-FOOD ITEMS a. Breakdown is as follows: AGENCY DSWD LGUs NGO s TOTAL GRAND TOTAL 4,050,966.48 4,387,095.84 270,176.00 8,708,238.32 I 1,189,466.48 655,330.20 1,844,796.98 II 2,861,500.00 1,376,632.84 117,520.00 4,355,652.84 III 2,266,252.50 131,050.00 2,397,302.50 CAR 88,880.00 21,606.00 110,486.00 DSWD FO I pre-positioned 2,000 family packs for the entire region and separately pre-positioned 2,000 family packs in Ilocos Norte and 500 in Ilocos Sur; augmented assistance worth PhP386,708.00 for release to the following areas in Pangasinan: - 4th district - 500 family food packs, 100 pcs. blankets, 100 pcs. mosquito nets, 15 pieces water jugs, and 100 sacks of used clothing - Calasiao, Pangasinan - 500 family food packs and 200 packs used clothing - San Jacinto, Pangasinan - 100 family food packs DSWD FO 2 stockpiled 3,000 family packs and SWAD teams in Cagayan, Isabela, Quirino, and Nueva Vizcaya augmented the PSWDO’s relief operations to the affected families DSWD CAR pre-positioned 3,504 family packs; made available the Quick Response Fund (QRF) that amounted to PhP500,000.00; activated the DSWD QRT; and provided 1 unit generator set and used clothing to PDRRMC/PSWDO Ifugao 3 b. DOH DOH-CHD HEMS I stockpiled available medicines; established medical response and health assessment teams; and all DOH representatives are closely coordinating with respective MDRRMCs DOH I Medical Response and Health Assessment Teams are on standby in four (4) provincial health offices and have stockpiled medicines DOH II mobilized its teams to the affected areas to conduct assessment and medical consultation in the affected population and augmented drugs and medicines worth PhP26,700.00 to the four (4) municipalities in Cagayan DOH-CHD Cagayan Valley pre-positioned various medicines and medical supplies for the provinces of Isabela and Cagayan; placed HEMS Regional Operations Center under code alert “white”; mobilized assessment teams and conducted medical consultations with the affected population DOH CAR activated their operations center and stockpiled all the medicine available at the regional and provincial offices ready for distribution c. DepEd DepEd Operations Center remained on red alert Alerted its Quick Response Team in Regions I, II, IV-A, and CAR d. DILG Directed affected LGUs to reactivate their DRRMCs; pre-positioned all available assets; identified evacuation sites; and stockpile relief goods and other items in respective AORs e. DTI DTI Regions I, III and CAR conducted daily monitoring of prices to check on the compliance in the provisions of the Price Act Law Activated the Local Price Coordinating Council (LPCC) and coordinated with the local chapters of the Philippine Chamber of Commerce and Industry (PCCI) and PIA f. DA DA I and CAR activated the Regional Command Center (RCC) to monitor possible damages in the agri-fishery sector; identified vulnerable sites/areas and update standing crop status. g. DENR DENR-MGB CAR monitored assessed mine waste dumps and siltation ponds; reactivated Special Task Action Groups (STAGs); and distributed Radio Messages (RADMES) to all DENR services/PENROs/CENROs h. DPWH (As of 8:00 PM, 04 October 2011) With the on-going clearing operations by DPWH, more roads in Regions CAR, I, II, and III which were reported not passable due to landslides and other obstructions like fallen trees, are now passable. Detour roads were constructed as alternate to roads rendered impassable because of collapsed bridges, washed-out bridge approaches and eroded/scoured road shoulders. Barricades and warning signs were installed to guide the traveling public. Continuous monitoring by the maintenance crew of the roads still under water due to flooding i. AFP GHQ, AFP deployed three (3) 6x6 trucks at Calumpit, Bulacan with relief goods prepared by GMA Kapuso Foundation NOLCOM dispatched 1 DRRO Team from 3rd Mechanized Inf Batallion (IB) and 1 Team from PPSC (Tarlac Provincial Office) and 2 PEO dump truck for SAR and evacuation operations in the flooded barangays of Bamban and Dalayap, San Clemente, Tarlac 4 Naval Reserve Center Northern Luzon (NRCNL) DRR Teams evacuated 500 persons to North Central Elem School, Dagupan City 32nd IB conducted rescue operations to stranded passengers along Romulo Highway, Camiling Tarlac 24 IB, PA troops with trucks were dispatched to assist in the evacuation operations in Sta. Cruz, Candelaria and Quezon Elements of the 5ID, PA provided security in the vicinity of the collapsed Burnay Bridge in Lagawe, Ifugao j. PCG PCG Action Center implemented its PCG policies: guidelines on movement of vessels during heavy weather and guidelines on the movement of MB/vessels in the absence of weather bulletin in the locality; monitored all foreign vessels transiting within AOR; advised all resort owners within AOR not to allow their guest to go on swimming in the sea due to big waves and high current; disallowed all motor banca to go on fishing, and closely monitoring all those motor banca who have already departed but have not yet returned CGDNL placed on standby their DRG/WASAR teams; and conducted foot patrol along the coastline and ports; and sustained PCG visibility in known hubs of maritime activities k. PRC Placed on standby its eight (8) Chapter Staff, 50++ Chapter Based Volunteers, 20 Red Cross 143 Municipal Coordinators, 55 Barangay Disaster Action Team (BDAT) members, and 64 CH Volunteers trained; Prepositioned two (2) inflatable boat, three (3) units OBM, 1 land cruiser, 2 ambulances and other response capability/equipment, and stockpiled food and non-food items PRC II distributed relief goods at Brgy. Centro10, Tuguegarao City l. PIA Established close linkages with the local media in every provinces Created PIA text blasting tapping SMART and GLOBE telecommunications Established linkages with disaster member agencies and ensure timely dissemination of weather updates and situation reports, including various agency efforts utilizing local media, PIA website and PIA weather news facebook account Assisted OCD CAR in gathering update reports from the provinces thru their provincial counterparts m.

Flores1 1 Biology Department, De La Salle University, 2401 Taft Avenue, Manila, Philippines *Corresponding Author: [email protected] Abstract: The municipality of Santa Ignacia in the Province of Tarlac is highly dependent on groundwater; thus, its quality is significant to the community. This study presents the first assessment of groundwater quality and spatial variation of possible groundwater contamination in Santa Ignacia. A total of 274 groundwater samples were collected from 21 sampling sites in the municipality. Five groundwater quality parameters were measured, namely: pH, conductivity, nitrate, nitrite, and iron. Geographical coordinates of sampled wells and measurements of measured groundwater quality parameters were transformed and analyzed using Geographic Information System software, QGIS. Spatial variations of measured groundwater quality parameters were mapped using the Inverse Distance Weighted (IDW) interpolation technique. Constructed spatial variation maps revealed that groundwater quality parameters varied in the study area. All measured parameters, except nitrite content, were within the acceptable limits set by the DENR and WHO for groundwater quality. The nitrite content of groundwater in Padapada has exceeded the permissible limit which may cause long-term public health problems; hence, further evaluation and monitoring of groundwater quality in this area is highly recommended. The identification of the possible source of nitrite in Padapada is necessary to lessen the contamination risk; hence, protecting the groundwater sources in the municipality.     Region II: One (1) service motor banca and one (1) cargo/passenger vessel moored at San Vicente Fish Port, Sta. Ana, Cagayan bound for Maconacon and Divilacan, Isabela. Three (3) service motor banca and one (1) cargo/passenger motor banca moored at Veteranz Wharf Aparri, Cagayan bound to Camiguin Island, Calayan, Cagayan with 20 passenger stranded. Vehicular Accident Region I: Nick Basto, 6 years old from Brgy. San Julian Centra, Agoo, La Union suffered a cerebral concussion when he was hit by a tricycle while crossing the street from the evacuation center to buy food. He was brought to La Union Medical Center. Storm Surge Region I: Storm surge occurred in Barangays Tabuculan, Pasungol, and Bucalag of Santa, Ilocos Sur on 01 October 2011. Flooding Region III: Flashflood occurred in Brgys. Bamban and Daldayap, San Clemente, Tarlac due to the overflowing of the Batacan River; Brgy. San Isidro, Paniqui, Tarlac; Brgys. Pob. Sur Baybayaoas, Ptiombayug, Pedro L. Quines and Mamonit in Mayantoc, Tarlac (due to breached portion of Baybayaoas Dike); and Brgys .Pindangan 2 nd , Pao 1, 2, 3 and Surgi in Camiling, all in Tarlac. Fifty (50) passengers on board 3 buses were stranded along Romulo Highway in Camiling, Tarlac due to 5ft. flooding. They were rescued by joint efforts from PNP Camiling 3 rd Mechanized IB, 32nd Mechanized Company, Operatives of Camiling, Sta. Ignacia LGU, and PDRRMC. f) STATUS OF DAMS (as of 6:00 AM, 07 October 2011 ) The following dams opened their respective gates as the water levels have reached their spilling levels: Ambuklao (1 Gate / 0.5 m); Binga (2 Gates / 1.3 m); Magat (1 Gate / 2 m); and San Roque (1 Gate / 0.5 m).
