Region II: One (1) service motor banca and one (1) cargo/passenger vessel, both bound bound for Maconacon and Divilacan, Isabela, moored at San Vicente Fish Port, Sta. Ana, Cagayan Three (3) service motor bancas and one (1) cargo/passenger motor banca with a total of 20 passengers bound to Camiguin Island were left stranded as they moored at Veteranz Wharf Aparri, Cagayan Region III: Missing Fishermen on board F/Bs Princess Angela and Queen Lorena 2: • Four (4) out of eight (8) fishermen believed to be from F/b Princess Angela were rescued: one (1) was pronounced dead on arrival at the hospital, two (2) died while afloat in the middle of the sea while the remaining two (2) allegedly went out of their minds and untied themselves from the floating containers and have been missing since then; SAR operations are ongoing • Four (4) out of 9 fishermen from F/b Queen Lorena 2 were rescued on 05 October while SAR Operations is still ongoing for the missing The reported missing F/banca Brando Ice with 14 fishermen on board returned home safely on 05 October 2011. Said banca took shelter at the vicinity of Cabra Island, Mindoro during the height of the typhoon Vehicular Accident Region I: Nick Basto, 6 years old from Brgy. San Julian Central, Agoo, La Union suffered a cerebral concussion after being hit by a tricycle while crossing the street from the evacuation center to buy food. He was brought to La Union Medical Center for medical attention Storm Surge Region I: A storm surge occurred in Barangays Tabuculan, Pasungol, and Bucalag of Santa, Ilocos Sur on 01 October 2011. Flooding Incidents Reported Region III: A flashflood occurred affecting Brgys. Bamban and Daldayap, San Clemente, Tarlac due to the overflowing of the Batacan River; Brgy. San Isidro, Paniqui, Tarlac and Brgys. Pob. Sur Baybayaoas, Ptiombayug, Pedro L. Quines and Mamonit in Mayantoc, Tarlac (due to breached portion of Baybayaoas Dike); and Brgys .Pindangan 2 nd , Pao 1, 2, 3 and Surgi in Camiling, all in Tarlac. Fifty (50) passengers on board 3 buses were stranded along Romulo Highway in Camiling, Tarlac due to 5ft. flooding. They were rescued by joint efforts from PNP Camiling 3 rd Mechanized IB, 32 nd Mechanized Company, Operatives of Camiling, Sta. Ignacia LGU, and PDRRMC. Typhoon “Pedring” left water-saturated soil and dams at critical/spilling level aggravating the flood situation in the four (4) provinces of Region III: Tarlac with 223 Barangays in 15 municipalities: Camiling, Capas, Conception, Gerona, Lapaz, Mayantoc, Moncada, Paniqui, Pura, Ramos, San Clemente, San Manuel, Sta. Ignacia, Victoria, and Anao); Nueva Ecija with 142 Barangays in 10 municipalities: Palayan, Carranglan, Quezon, Pantabangan, Licab, Lupao, Rizal, San Jose, Zaragoza, and Talavera; Pampanga with 55 barangays in 3 municipalities: Masantol, Sta. Ana, and Minalin; and Zambales with 50 barangays in 5 municipalities: Sta. Cruz, Cabangan, Candelaria, Masinloc, and Botolan Electrocution Region III: Venancio Yambao, male, 60 years old of Brgy. Dawe, Minalin, Pampanga died of electrocution 2 f) STATUS OF DAMS (as of 6:00 AM, 09 October 2011) The following dams opened their respective gates as the water levels reached their spilling levels: Ambuklao (1 Gate / 0.5 m); Binga (2 Gates / 1.4 m); Magat (1 Gate / 2 m); and San Roque (2 Gates / 1.5 m). This relief operations is in coordination with HS, HSS, ITMS, PIO, LSS, PNPTS, PNPHS, PRO3, PPOs Bulacan and Tarlac • The 1 st group led by PCSUPT Mario Avenido, Director PCRG and PSSUPT Bernardo Florece, Deputy PCRG distributed 750 bags of relief pack in Paniqui, Tarlac (350 bags in Brgy San Isidro proper and 170 bags in Sitio Baler, San Isidro and 230 bags in Brgy Canan). Other group led by PSSUPT Elmer Cabreros distributed 750 bags relief packs in Brgys Calizon, Bulusan, Gatbuca and Sta Lucia in Calumpit, Bulacan • Fifteen (15) PCRG personnel assisted GMA Kapuso Foundation in the distribution of relief goods in Malolos Central Elementary School in Sto. Rosario, Malolos, Bulacan • Team of Maritime Group (8-Man SRU Team) proceeded to Hagonoy Municipal Hall to distribute relief goods • Another team joined the GMA 7 in repacking relief goods at Tandang Sora, Quezon City • The SRS team from RPSB3 led by PSUPT Gamboa, Dep BC with 32 persons left Camp Olivas at around 050700H Oct and proceeded to Calumpit, Bulacan with Raft Boat and 2 OBM Boat; likewise, one (1) CDM Platoon of RPSB3 was also designated to Calumpit, Bulacan about 1715H re: Visit Code 1 • On 6 October 2011, PCRG with HSS, HS, PIO, FS and LSS with a total of 50 personnel assisted in the repacking of relief goods at the Ladies Club in Camp Crame. These relief goods were distributed in Lapaz on 07 October 2011 by members of Ladies Club Camp Crame led by Dr. Noemi Bartolome together with members of PRO3 SAR • Members of PRO3 Ladies Club led by its President, Mrs. Ceny P. Gunacao together with members PRO3 SAR conducted relief operation in San Luis, Pampanga on 07 October 2011 • On 08 October 2011, PCRG with other units from PNP composed of 30 personnel with 3 trucks, 1 adventure, and 1 coaster and TXT FIRE PHILS volunteers distributed 3,000 packages of relief good in Paniqui, Ramos and Camiling, all of Tarlac • PRO CAR deployed 3 units to the following areas: A. LISTA PS with 10 personnel and 1 PNP Patrol vehicle along national highway from Brgy Naminlangan to Poblacion A. Lista for clearing operation of fallen trees due to strong winds; HINGYON PS with 8 personnel and 1 PNP Patrol vehicle to Brgy Bitu, Hongyon to assist in the distribution of relief goods; and IFUGAO PPO/IPPSC with 14 personnel and 1 PNP Patrol vehicle to Brgy Tungngod, Lagawe particularly at the collapsed Burnay bridge to assist people in crossing a temporary foot bridge made of bamboo c. DOH • DOH requested from the UN World Food Program for 3 tents, 2 power generators, and 4 water tanks to be distributed to the most affected areas in Region III (Bulacan Provincial Health Office and Bulacan Medical Center, Provincial Capitol, Malolos City) and another 3 tents for Health Emergency Management Staff • On 8 October 2011, SPEED surveillance system was activated in 54 evacuation centers in Bulacan, Pampanga and Bulacan d. DepEd • DepEd Operations Center remained on red alert • Alerted its Quick Response Team in Regions I, II, IV-A, and CAR e. DILG • Directed affected LGUs to reactivate their DRRMCs; pre-positioned all available assets; identified evacuation sites; and stockpile of relief goods and other items in respective AORs 4 f. DTI • DTI Regions I, III and CAR conducted daily monitoring of prices to check on the compliance in the provisions of the Price Act Law • Activated the Local Price Coordinating Council (LPCC) and coordinated with the local chapters of the Philippine Chamber of Commerce and Industry (PCCI) and PIA • Reported that in the 7 provinces of Region III, around 325 MSMEs suffered losses in their respective business amounting to P 14.5 million; help the MSMEs to recover to look for affordable financing to replace stocks lost and help market their existing stocks through the Likha Central Luzon Trade Fair scheduled on Oct 19-23 at the Megatrade Hall in Mandaluyong City and Manila FAME Market Week at the World Trade Center on Oct 17-20; help them get funding/grants for destroyed equipment and boost their morals by giving them timely advice and guidance g.
