TS Booklet Reading Set.Cdr Shri Narendra Modi Hon’ble Prime Minister NEW RAILWAYS NEW TELANGANA (2014 - Present) Desh ko Gati rail se... Pragati bhi rail se. Shri Narendra Modi Hon’ble Prime Minister RAILWAY’S DEVELOPMENT IN TELANGANA (2014-PRESENT) Preface Gajanan Mallya General Manager South Central Railway Indian Railways is the driving force for national growth, giving mobility to the wheels of economic and industrial progress. South Central Railway (SCR) embodies this ethos in serving areas under its control. Formed on the day of Gandhi Jayanti, 2nd October in 1966, SCR has made its mark as an ideal transport player for over 50 years. The Zone covers entire State of Telangana. The Railways has been contributing immensely to the socio-economic development of Telangana, performing their best in both passenger and freight transport. Telangana is witness to the best period of rail development in the last 5 years. This reflects in the increased capital investments which rose from average grant of ` 934 crore between 2014-18 to `1,813 crore in 2018-19, a +94% increase. The rail network has expanded by 159 km of new lines and 48 km of Doubling and Tripling. This infrastructure thrust includes fast tracking of other works including Capacity enhancement. To enhance safety, all the unmanned level crossing gates in the State of Telangana are eliminated. The impetus to meet expectations of rail users in Telangana is visible in the introduction of 48 new trains, making stations digitally enabled, implementing the concept of Swachh Rail – Swachh Bharat to optimise cleanliness at Railway stations and trains, enhancing standards of passenger facilities/amenities and ensuring stations become ‘Divyangjan’ friendly. Passenger Security is also a prime area of attention. The Railways is also committed to promotion of environmental sustainability by ensuring 100% LED lighting of all the Railway stations in Telangana State. SCR's important service buildings, Railway Stations, Locosheds, Workshops and Training Centre are recipient of the coveted Green-Co Certification from Confederation of Indian Industry. The people of Telangana will experience better rail connectivity and services in the times to come, as Indian Railways is taking faster strides to a brighter future. It may be noted that the budgets allocated to various projects are not apportioned State wise but reflect the cost of the project. 4 RAILWAY’S DEVELOPMENT IN TELANGANA (2014-PRESENT) Increased Capital Investments Year-wise Budget Allocations (` in crore) 2000 1813 1750 1729 1500 e 1250 or 1000 993 in cr 755 ` 750 500 258 250 0 2014-15 2015-16 2016-17 2017-18 2018-19 Period Annual Budget Grant of Railways in Telangana has increased by 602% in 2018-19 as compared with the grant in 2014-15 Devarkadra – Jaklair New Railway line 5 RAILWAY’S DEVELOPMENT IN TELANGANA (2014-PRESENT) Infrastructure Thrust Photo for representative purpose only Bridge on River Godavari for Construction of Third Line between Mancherial and Peddampet Works completed in last five years 159 km New Railway Lines completed 48 km Doubling and Tripling Works done New Railway Lines Works (in km) Double Line Works (in km) 10 10 40 8 +113% 32 ear ear Y 30 Y increase 6 20 4 15 Km per f Km per f 10 2 No. o No. o 0 0 0 2009-14 2014-19 2009-14 2014-19 Average Average Average Average Period Period Ø Average New Railway Lines completed is 15 km per year in 2009-14 as compared to 32 km per year in 2014-19 i.e. +113% Ø Doubling of Railway Lines is nil during 2009-14 and it is 10 km per year in 2014-19 6 RAILWAY’S DEVELOPMENT IN TELANGANA (2014-PRESENT) Infrastructure Thrust Important Projects Completed Since 2014 New Railway Lines Nizamabad – Lingampet Jagityal Mellacheruvu – Mattampalli – Janpahad Devarkadra – Jaklair (part of Munirabad – Mahbubnagar Project) Telapur - Ramachandrapuram (Part of MMTS Phase-II Project) Doubling / Third Railway Line Raghavapuram – Peddampet - Manchiryal – Mandamarri Third line Bolarum – Medchal Doubling Electrification of Railway Lines Raghavapuram – Mandamarri Malkajgiri – Medchal Chegunta – Yedulapur Pagidipalli – Pondugula Peddapalli – Gangadhara Telapur – Ramachandrapuram Mattampalle – Vishnupuram New Railway Line with Electrification in Telapur–Ramachandrapuram Section 7 RAILWAY’S DEVELOPMENT IN TELANGANA (2014-PRESENT) Infrastructure Thrust Works in Progress Ø 19 Surveys for New Lines are in the pipeline New 3rd Railway Line Bridge across River Godavari on Manchiryal – Peddampet Section Electrification of Railway Lines Ø 705 Route kms under electrification Ø Non-Electrified Railway routes in the State are being electrified rapidly Electrified Route Kms Advantages 75 +60% increase 61 Ø Seamless Connectivity 60 ear Y Ø Faster Trains 45 38 Ø Environment friendly 30 Km per f Ø Lower Energy Costs 15 No. o 0 2009-14 2014-19 Average Average Period Newly Electrified Medchal – Bolarum Section 8 RAILWAY’S DEVELOPMENT IN TELANGANA (2014-PRESENT) Infrastructure Thrust Jaklair Station Building New Railway Line at Armur Station Telapur Station Building New Railway Line at Telapur Station Elimination of Unmanned Level Crossings (UMLCs) Ø All 121 unmanned level crossings Elimination of UMLCs have been eliminated on railway network in the State of 30 25 26 25 Telangana to enhance safety 20 Cs Eliminated 15 10 5 No. UML 0 2009-14 2014-19 Average Average Period UMLC converted to Limited Height Subway 9 RAILWAY’S DEVELOPMENT IN TELANGANA (2014-PRESENT) Infrastructure Thrust Road Over/Under Bridges (ROB/RUB) Ø Facilitating uninterrupted and safe movement of Road Traffic Ø Improving Speed of Trains and ensuring enhanced safety Road Under Bridges Completed ear Y 20 +125% 18 increase 15 ompleted per 10 8 RUBs c 5 0 2009-14 2014-19 Average Average Period ROBs Completed since last 5 years Ø 13 ROBs Completed during 2014-19 RUB at Uttam Nagar on Secunderabad – Bolarum Section 10 RAILWAY’S DEVELOPMENT IN TELANGANA (2014-PRESENT) Capacity Enhancement Works Commissioned in the last 5 Years Ø Introduction of 12 car coach rakes in MMTS (Suburban network) in twin cities of Secunderabad and Hyderabad Ø First of its kind, High Horse Power WDG–6G Locomotive on IR network is being maintained by Diesel Loco Shed, Moula–Ali. The considerable advance made in recent years in methods of signalling and interlocking, modes of traction and introduction of new types of equipment necessitated a revision of the General Rules, which had been revised last in 1929, for working Open Lines of Railways in India. The revision of these rules was also advocated by the Railway Accidents Committee, 1962 and the Railway Accidents Inquiry Committee 1968, who desired that the revision of the Rules should be consistent not only with the conditions obtaining at present but likely to obtain in the foreseeable future, and emphasized the need for keeping the basic complexion of rules intact while at the same time providing for technological changes in recent years. 2. For this purpose, a Committee composed of officers selected from the Traffic and Signal Departments was appointed by the Railway Board in 1968. The Committee submitted a set of draft rules for consideration by the Board in February, 1970. The Commission of Railway
