555 LEGISLATIVE ASSEMBLY 2019-20 FIRST SESSION OF THE FIFTY-SEVENTH PARLIAMENT VOTES AND PROCEEDINGS No. 46 TUESDAY 3 MARCH 2020 1 MEETING OF THE HOUSE The House met at 12.00 noon pursuant to adjournment. The Speaker took the Chair, read the prayer and acknowledged the traditional owners, thanking them for their custodianship of country. 2 NOTICES OF MOTIONS (GENERAL NOTICES) 3 EVIDENCE AMENDMENT (TENDENCY AND COINCIDENCE) BILL 2020 The order of the day was read for the resumption of the adjourned debate, on the motion of Mr Mark Speakman, That this bill be now read a second time. Question again proposed and debate resumed. Mr Ron Hoenig, Mr Stephen Bromhead and Dr Hugh McDermott obtained extensions of time. It being after 1.15 pm, debate interrupted. Ordered, That the resumption of the debate stand an order of the day for a later hour. The Temporary Speaker (Mr Lee Evans) left the Chair at 1.17 pm. Plantations and Reafforestation Act 1999—Plantations and Reafforestation (Code) Amendment (Planning for Bush Fire Protection) Regulation 2020 (2020-65) (LW 28 February 2020). 11 BETTER REGULATION LEGISLATION AMENDMENT BILL 2020 Mr Kevin Anderson moved, pursuant to notice, That a bill be introduced for an Act to amend various Acts and Regulations administered by the Minister for Better Regulation and Innovation; and for related purposes. Question put and passed. Bill introduced and read a first time. Mr Kevin Anderson moved, That this bill be now read a second time. Ordered, That the resumption of the debate stand an order of the day for a later hour. 13 PUBLIC INTEREST DEBATE—EARLY LEARNING AND BEFORE AND AFTER SCHOOL CARE Mr James Griffin moved, pursuant to notice, That this House: (1) Notes the Government's commitment to making before and after school care available to all parents with children at public primary schools by 2021, supported by an investment of $120 million over four years. (2) Notes that since 1 July 2019, more than 7,500 before and after school care places have been created across New South Wales. (3) Notes that the Government has allocated almost $527 million for early childhood education which includes extending funding to all three year olds and four year olds in community preschools, the first Australian state to do so. Upon which Ms Jodie Harrison moved, That the motion be amended by adding: '(4) Notes the Government's appalling history in not achieving its early childhood promises over the last nine years. (5) Calls upon the Government to stop lagging behind the rest of Australia, and provide the universal early education that our children deserve.' Question proposed—That the amendment be agreed to.
