Georgia is located at the crossroads between Europe and Central Asia and has experienced economic growth over the past twelve years. In June 2014, Georgia signed an Association Agreement (AA) and Deep and Comprehensive Free Trade Area (DCFTA) with the European Union. Through reduced tariffs and the removal of technical barriers to entry, the DCFTA gives Georgian products access to over 500 million people in the EU. Reciprocally, products from the EU now enjoy easier access to the Georgian market. Following the launch of the U.S.-Georgia Strategic Partnership Commission (SPC) in 2009, the U.S. Department of State holds regular meetings with its Georgian counterparts across various working groups. One of these dialogues is the Economic, Energy, and Trade Working Group which aims to coordinate Georgia’s strategy for development in these areas and to explore ways to expand bilateral economic cooperation. -

The views expressed in this report belong solely to ISFED and may not necessarily reflect the views of the USAID, the United States Government and the NED. 1. Introduction The International Society for Fair Elections and Democracy (ISFED) has been monitoring October 8, 2016 elections of the Parliament of Georgia and Ajara Supreme Council since July 1, with support from the United States Agency for International Development (USAID) and the National Endowment for Democracy (NED). The present report covers the period from July 18 to August 8, 2016. 2. Key Findings Compared to the previous reporting period, campaigning by political parties and candidates has become more intense. ISFED long-term observers (LTOs) monitored a total of 114 meetings of electoral subjects with voters throughout Georgia, from July 18 through August 7. As the election campaigning moved into a more active phase, the number of election violations grew considerably. Failure of relevant authorities to take adequate actions in response to these violations may pose a threat to free and fair electoral environment. During the reporting period ISFED found 4 instances of intimidation/harassment based on political affiliation, 2 cases of physical violence, 3 cases of possible vote buying, 4 cases of campaigning by unauthorized persons, 8 cases of misuse of administrative resources, 4 cases of interference with pre- election campaigning, 4 cases of use of hate speech, 7 cases of local self-governments making changes in budgets for social and infrastructure projects; 3 cases of misconduct by election commission members. -

The SP includes rehabilitation of a 775-meter-long road from Vartsikhe-Didveli motorway main road to the Vartsikhe Cellar. The road is registered as a municipal property (with the cadastral code: 30.06.33.008) and the road bed does not overlap with the privately-owned agricultural land plots under vineyards and other crops located on the sides of the road, so works will be completed within the ROW. Furthermore, contractor does not need any access to the adjacent lands to complete the civil works. No residential houses are located at the road sides. The road to be rehabilitated is in a very poor condition. The first half section is covered with ground and gravel surface, while another half has no cover and only traces of car tires are visible marks of the road bed. According to the SP design, the road will be covered by asphalt and road signs will be arranged. Along the road, there are two culverts, one of them is in a satisfactory condition and one pipe needs to be repaired. The road will be rehabilitated within the following parameters: the width of the carriageway - 6.0m; the width of the shoulders - 0.5m. -

Andrei Vinogradov1 SOME NOTES ON THE TOPOGRAPHY OF EASTERN PONTOS EUXEINOS IN LATE ANTIQUITY AND EARLY BYZANTIUM2 This paper clarifies some issues of late antique and early Byzantine topography of Eastern Pontos Euxeinos. These questions can be divided into two large groups: the ecclesiastical topography and the locations of Byzantine fortresses. The earliest testimony of Apostolic preaching on the Eastern black sea coast—the list of the apostles by Pseudo- Epiphanius—following the ‘Chronicon’ of Hyppolitus of Rome, unsuccessfully connects South- Eastern Pontos Euxeinos to Sebastopolis the Great (modern Sukhumi), which subsequently gives rise to an itinerary of the apostle Andrew. The Early Byzantine Church in the region had a complicated arrangement: the Zekchians, Abasgians and possibly Apsilians had their own bishoprics (later archbishoprics); the Lazicans had a metropolitan in Phasis (and not in their capital Archaeopolis) with five bishop-suffragans. The reference plan aims to support the Administration of Chiatura Municipality to identify strategic goals, tasks and actions for medium and long-term development on the basis of local engagement, which will be the basis of the further levels for monitoring their implementation and performance. Basic information Administrative Centre of Chiatura Municipality, - the city of Chiatura, - is situated in the west Georgia, in the narrow valley of the Qvirila River and Chiatura plateau at 350-500 metres above the sea level. Chiatura has been mentioned in historical sources since 1879, andacquired the status of a town in 1917. As of the year of 2016, population of the town equals to 12 800 persons. -

VET Reform in Georgia
Brief Summary of the Progress Achieved under the Vocational Education Reform in Georgia 2014-2016 years Background Information: Since 2013 Georgia started VET sector reform. Poor image of vocational education from soviet time, abolished system, required fundamental intervention for achieving the goals on the way to approximation to EU education system. The volume of transformation set ambitious agenda for the government and generated the need of well-structured strategy for guiding the reform. On December 26, 2013 GoG adopted the strategy of VET sector reform (2013-2020) together with its action plan and initiated the development of the VET field facilitated by the Ministry of Education and Science of Georgia and supported by EU representation to Georgia. Main Goals of the Reform: Increasing relevance of vocational education system to social-economic challenges of the country; fulfilling the current and future requirements of the labor market; Enhancing life-long learning opportunities, social inclusion, and personal and professional development of individuals; Approximation of Georgian VET system to European education system; Reform Objectives: Creating legislation base for the reform; Enhancement of quality and accessibility; Improving infrastructure; Developing inclusive vocational education and training; Developing of human resources; Institutional strengthening and Private Sector involvement; Popularization of Vocational Education and Training; Financial support; Monitoring and evaluation. Main Achievements 2014-2016: Legislation: In 2016, Ministry of Education and Science completed the work on development of new Law on Vocational Education. New draft framework law ensures the development of the sector in line with the strategy goals, eradicates the dead ends existing in the system, ensures life-long learning principle, increases the access to VET for all groups of population etc.
