It confronts questions including: What will effect will the manner of Juncker’s appointment have on the perceived legitimacy of the Commission? Will Juncker claim that the strength his mandate gives him license to run a highly Presidential, centralised Commission along the lines of his predecessor, José Manuel Barroso? Will Juncker continue to seek a modest and supportive role for the Commission (as Barroso did), or will his Commission embrace more ambitious new projects or seek to re-energise old ones? What effect will British opposition to Juncker’s appointment have on the United Kingdom’s efforts to renegotiate its status in the EU? The paper draws on a round of interviews with senior Commission officials conducted in early 2015 to try to identify patterns of both continuity and change in the Commission. Its central aim is to assess the meaning of answers to the questions posed above both for the Commission and EU as a whole in the remainder of the decade. Julija Brsakoska Bazerkoska lmost ten years since EU membership candidate status and 24 years after gaining independence, Macedonia is back to where it started. Yet again, Macedonian society must A start to learn the basics of democracy, liberty and justice; the latest wire-tapping scandal is proof that the country is undergoing its most serious political crisis since independence. The wire-tapping scandal that was uncovered by Zoran Zaev, leader of the largest opposition party SDSM, exposed the involvement of Prime Minister Nikola Gruevski and his cronies from the ruling VMRO DPMNE in massive electoral fraud and corruption. Recruitment into the public administration, for example, was allegedly done on the basis of securing votes for the governing party and public servants were dismissed solely because they did not support VMRO-DPMNE. Further, the means of gaining votes went from political pressure to switching off elevators in buildings so that elderly opposition party supporters would not turn out to vote. The taped conversations also confirmed concerns raised in the EU Commission’s Progress Reports for Macedonia about the partisan nature of state institutions and the judiciary and the suppression of the freedom of expression. The fundamental problem for Macedonia is how to build a well-functioning state when the basic separation of powers is abused and there is little understanding of democracy or the rule of law on the part of ruling elites. The initial steps must be to restore trust in state institutions and rebuild the checks and balances of the system.

    The Worsening Crisis in Macedonia - Waiting for EU leadership Erwan Fouéré 13 April 2015 he European Commission's Progress Report on Macedonia published last year contained a clear warning to the government that failure to address the growing T concerns over the politicisation of state institutions as well as the independence of the judiciary and freedom of expression would result in a withdrawal of the recommendation for opening negotiations.1 Six months later, not only has the government done nothing to address the Report's findings, but the political situation has dramatically deteriorated. It is no exaggeration to suggest that of all the problems in the Balkan region, the case of Macedonia and the worsening crisis in the country is the most problematic and also the most acute. It is an example of how one should never take anything for granted in the Balkans – a positive narrative one day can become a nightmare scenario the next. This crisis also raises serious questions as to whether the EU is doing enough to deploy its foreign policy instruments in dealing with the situation at political level as well as to ensure effective follow-up to its Progress Report recommendations by the government. In 2005, Macedonia was regarded as a success story in overcoming inter-ethnic tensions and promoting courageous reforms – an effort the EU rewarded by granting candidate status for EU accession. Today it is a country governed by fear and intimidation with a ruling party, whose ethno-nationalist and populist agenda has created new fault lines in an already-fragile environment.
