This year, the 11th Hessian Wine Festival will take place on Tuesday, September 6, 2016 at 7 pm at the Representation of the State of Hessen to the EU in Brussels. With our annual Wine Festival we bring together politicians, representatives from the EU- institutions and Member States, businessmen, academics, journalists and representatives of civil society in order to spend some pleasant moments apart from everyday business. As in past years we will welcome around 1000 guests. We look forward to taste a fine selection of local wines presented by winegrowers of the two Hessian wine growing areas (Rheingau and Hessische Bergstraße) and various local products with the label "Protected Designation of Origin" (PDO, PGI, TSG). It is also a tradition that the event is inaugurated by the Minister in charge of European Affairs and as highlight by a Member of the European Commission, such as in the past years the Commissioners Mariann Fischer Boel, Viviane Reding, Olli Rehn, Johannes Hahn and Günther H. Oettinger. Commissioner, last year unfortunately you could not follow our invitation to be our honorary guest of the Wine Festival. -

Its mission is to produce sound policy research leading to constructive solutions to the challenges facing Europe. Niklas Helwig is a Marie Curie Researcher of the EXACT network at the University of Edinburgh and Cologne and focuses on the institutional development of EU foreign policy. He worked for the Centre for European Policy Studies and the Finnish Institute of International Affairs. Paul Ivan is a Romanian diplomat. Previously, he worked as a researcher for the Centre for European Policy Studies, where he focused on EU political and institutional issues and the European External Action Service. Hrant Kostanyan is an associate research fellow at CEPS and a PhD candidate at the Centre for EU Studies at Ghent University. He worked as an external expert for International Alert, based in London, in the Eastern Europe and South Caucasus research project. He also worked as an expert on a European Commission-funded project on the EU’s relations with Russia and the Eastern Partnership at the EU Neighbourhood Info Centre. As a general rule, "A" items do not appear on the attached provisional Council agendas. Relations between the European Council and the European Parliament Institutional and political dynamics STUDY EPRS | European Parliamentary Research Service Author: Desmond Dinan European Council Oversight Unit PE 630.288 – November 2018 EN Relations between the European Council and the European Parliament Institutional and political dynamics This study explores the development of relations between the European Council (of Heads of State or Government) and the European Parliament, two institutions that have become increasingly central to the operation of the European Union political system, especially since the 2009 Lisbon Treaty. It explains the Treaty framework for relations between the two institutions and traces their practical evolution over time, including an analysis of the roles of the presidents of each institution in such interaction. It also examines points of contention in the relationship to date, including in relation to 'legislative trespassing' by the European Council and the Spitzenkandidaten process. Philippe de Schoutheete Philippe de Schoutheete, a former Belgian diplomat, was ambassador in Madrid, political director at the Belgian Foreign ministry and his country’s permanent representative to the European Union from 1987 to 1997. Today he is special adviser to Michel Barnier, member of the European Commission and in this capacity follows the European institutional debate. He is visiting professor at the Catholic University of Louvain and at the College of Europe in Natolin (Poland). THE JUNCKER COMMISSION: An Early Assessment John Peterson University of Edinburgh Paper prepared for the 14th Biennial Conference of the EU Studies Association, Boston, 5-7th February 2015 DRAFT: Not for citation without permission Comments welcome [email protected] Abstract This paper offers an early evaluation of the European Commission under the Presidency of Jean-Claude Juncker, following his contested appointment as the so-called Spitzencandidat of the centre-right after the 2014 European Parliament (EP) election. It confronts questions including: What will effect will the manner of Juncker’s appointment have on the perceived legitimacy of the Commission? Will Juncker claim that the strength his mandate gives him license to run a highly Presidential, centralised Commission along the lines of his predecessor, José Manuel Barroso? Will Juncker continue to seek a modest and supportive role for the Commission (as Barroso did), or will his Commission embrace more ambitious new projects or seek to re-energise old ones? What effect will British opposition to Juncker’s appointment have on the United Kingdom’s efforts to renegotiate its status in the EU? The paper draws on a round of interviews with senior Commission officials conducted in early 2015 to try to identify patterns of both continuity and change in the Commission. Its central aim is to assess the meaning of answers to the questions posed above both for the Commission and EU as a whole in the remainder of the decade. What follows is the proverbial ‘thought piece’: an analysis that seeks to provoke debate and pose the right questions about its subject, as opposed to one that offers many answers. -
